Y-bloom A leadership development program for girls in Years 9 and 10, funded by Aurizon, facilitated by headspace Mackay and supported by council’s Youth Development team concluded with participants receiving certificates at a dinner event
Museum Superpass Launched to coincide with the Spirit of Anzac Centenary Exhibition to encourage visitors to council’s museums across the region. Approximately nine have been sold so far, with six of these being already used across various museums.

HEALTH & REGULATORY SERVICES
Responsible Pet Ownership Day A successful day was held on 30 July 2016 and figures will be advised next month. This year the day was held at the Police Dog Tunza Police Off Leash Park instead of the Council Precinct and the location worked well for the event.

Workplace Health & Safety
Summary Community and Client Services recorded two incidents, including one Lost Time Injury (LTI) for the month of July. The LTI was a back strain resulting from a worker climbing in and out of a particular vehicle. The height and design of the vehicle has been reviewed and side steps have been fitted.
The incident in July relates to a non-injury office evacuation due to contractors setting off a fire alarm and this has been fully investigated.

Community Programs Number of Community Enquiries – 754 Number of Emergency Relief Assistance Packages Provided - 10 Community Development Activities • A scooter competition held at Slade Point Skate bowl attracted 64 young people. The event was held
with the support of Slade Point Neighbourhood Watch and Troppo’s Skate and Scooter. • Support was provided to the Queenslanders with a Disability Network Group who are looking to
establish support groups for people with a disability who will be transitioning to the National Disability Insurance scheme.
• Accessible Community Action Plan consultation period extended to allow further input from community
• Youth Officers participated in training on the new client centred reporting system that focuses on outcomes as required for Department of Communities, Disability and Child Safety Services-funded youth services
• Community Development assisted in promoting Spirit of Anzac Centenary Experience and encouraged members of the community to get involved through volunteering. Through a strong commitment from the community, all volunteer positions were filled. 14,857 people visited the exhibition over the 7 days, with a record number attending on the final day.
• Support was provided to the Filipino Association and Pacific Islander Community with a grant applications and event permit requirements.
• In conjunction with IDEAL Placements, Migrant Employment sessions are underway. This is a series of 6 information sessions about job seeking skills – how to search for a job, write a resume, prepare for an interview in terms of dress code, answering questions, etc. Community Programs staff delivered one of the sessions.
• Final planning for Seniors Expo to be held at Senior Citizens Centre on 16 August • Planning for Seniors Information Day and Lunch to be held at the Bob Wood Cultural Hall in Sarina
on 18 August • Consultations on the Arts and Cultural Plan have closed with the draft plan now being developed.
Opportunity to comment on the draft will open following a briefing to Council on 17 August.

Community Meetings / Events / Interagency Meetings. 107 meetings and events were held, highlights included: • Approximately 200 people attended the annual NAIDOC Flag Raising Event held 4 July followed by a
NAIDOC-inspired display in Council’s foyer, art activities at Artspace Mackay and an art exhibition in the City Library.
• Grant writing information session held in conjunction with Museum and Gallery Services Queensland • General Agency Interagency meetings – Mackay and Sarina • Mosque Open Day Sister Cities 2 events/meetings were held, which included:
• 2016 Matsuura Youth Ambassador – separate students and parents information sessions • Monthly committee meeting
Sport & Recreation 11 events/club meetings were supported. Events coordinated included:
• Engagement around use of Middle Creek Dam continues • Pioneer Clay Target Club provided with assistance to locate a suitable new venue for the club • South Mackay Sporting Precinct master planning continues to progress with options being
explored • Worked in conjunction with Property Services and Community Engagement to review leasing
renewal requests • Re-Activate You (Get Out, Get Active funded project) attracted 359 attendees during the second

Mackay Entertainment & Convention Centre and Events Overview
• The MECC has had a stronger July than last year including higher attendance. This is excluding the Spirit of ANZAC experience exhibition which will abnormally raise the attendance for July and August.
• The MECC also achieved high percentages of external to Mackay post code data with four events for the month having over 20% of the post codes from outside of our region.
• A special mention needs to be made of the MECC Festivals and Events teams who have managed to achieve a hugely successful festival of arts for 2016 when the weather was a major issue.

Mackay Mazda Festival of Arts
• The Mackay Mazda Festival of Arts was successfully delivered with overwhelmingly positive feedback from the community and key stakeholders.
• The festival this year reached its KPI welcoming audiences of 36,447 at eleven festival events throughout Mackay, not taking into account additional audiences at 9 satellite events.
• Community engagement through marketing has been astounding with more than double the visits on our websites in the lead up to and during the festival period in comparison with 2015, reaching 42,072.
• Social media posts reached 137,198 people during the 6 week marketing campaign, up 206% on 2015 figures
• The Festival sold tickets to the value of $90,991 • Engagement of just short of 700 performers – 85% of whom were from the local region. • Layout changes for Wine and Food Day saw the ovals licenced which was welcomed by the
community. • More than 100 community stakeholders were involved in the festival in 2016.

Global Grooves
• The community committee is due to meet in August • Expressions of interest from cultural community groups continue to grow and we will reach our
targeted number of cultural groups participating • Discussions have been held around the location of the event within the park. Should the number
of groups/stalls increase, the event may move to the main cricket oval in October. • More to report after August committee meeting.
New Year’s Eve
• Programming for this event continues, with headline act to be confirmed. • Sponsorship Proposals for the event are due to go out in August to secure a major sponsor.

Corporate Communications and Marketing
Overview
The program has now taken over organising council’s Citizenship Ceremonies from the Office of the Mayor-CEO and is in regular contact with the Department of Immigration on timing of these popular events.
A review has commenced of council’s suite of eNewsletters to gauge click rates, subscriptions and readership. All eNewsletters are now on the Mailchimp platform, which provides more accurate data.
Following recent social media training, a number of new initiatives were implemented during July to further enhance council’s social media presence. We now have a regular #MackayPride Monday segment on Facebook, a ThrowBack Thursday and Fast Fact Friday to better engage our audiences.
Initial engagement has been encouraging with our first #MackayPride Monday photo posting a reach of over 18,000 – one of the most successful organic posts
The program finalised the annual 25 Year Club booklet for the latest inductees and assisted the CEOs office in organising the dinner to be held on August 5.

Emergency Management Overview During this month the Emergency Management Team (EM) attended a CQU public lecture with Associate Professor, Sarb Johol, whose expertise lies in psychological resilience following natural disasters titled "More than their fair share? What happens when health professionals and their patients go through the same disaster". EM Coordinator provided a presentation to the Audit and Risk Advisory Committee outlining Mackay Regional Council's legislative responsibility in accordance with the Disaster Management Act 2003 and Fire and Emergency Services Act 1990. Meeting was held with the Queensland Fire and Emergency Services Inspector Manager Regional Development to progress the Fire Evacuation Map for the Northern Beaches Cyclone Shelter. Exercises Emergency Management Team prepared the Oil Spill Desk Based Exercise 'Black Wave' for the Mackay Local Disaster Management Group meeting scheduled for 1 August.

SES Activations Queensland Police Service (QPS) Activated
− Finch Hatton - Wheel of Fire - 66yr old injured on walk and needed to be stretchered out to showgrounds to be collected by helicopter.
− Cape Palmerstone - 4WD vehicle bogged and water rising, heavy rain. QPS concerned about welfare of persons in vehicle. Isaac Region SES assisted with local knowledge.
Storm Damage − 16 July Tarped roof of house at Balberra for elderly man. − 17 July Tarped leaking roofs of homes in Mackay and Sarina.
State Government Engagements
Inspector General Emergency Management (IGEM) Workshop
EM Team attended the IGEM Mackay Capability Workshop and were provided with the self-assessment prioritisation tool to assess our Plans. The capability review assesses the individual and collective ability of all four disaster management groups to meet future challenges. Email has been sent to the LDMG members on the self-assessment process.
IGEM - DMO Teleconference
Queensland Disaster Management Officers Network (DMO) Meeting to discuss holistic disaster management issues with IGEM.
District Disaster Meetings
EM Coordinator attended the quarterly District Human Social Disaster Recovery Group meeting and the District Disaster Management Group (DDMG) meeting. Mayor also attended the DDMG meeting.

Customer Requests Throughout July 2016, 720 requests for service were received, compared with 669 for July 2015. 76% were completed in nominated timeframes. Health and Regulatory Services aim to complete 85% of requests for service within nominated timeframes, however, depending on the circumstances of each individual matter and the speed at which compliance can be achieved using compliance processes, timeframes for completion can be influenced. Health and Regulatory Services’ operational expenditure tracked lower and income tracked higher than budget projections. The net result for July 2016 showed higher income than expenditure resulting in a positive $613,882 outcome. Most 2016/17 licences, approvals and registrations are renewed in July and the months preceding, resulting in a large proportion of the Program’s income being received during this month.
