Dr. Wayne Phoel joined DARPA in 2013 as a Program Manager for the Strategic Technology Office. His work focuses on developing technology to enable robust and resilient wireless networks for tactical users. The corresponding research seeks to provide the users with critical information when it is needed despite link and network dynamics, which can be due to either natural effects or actions of an advanced adversary. Prior to joining DARPA, Dr. Phoel performed original research in anti-jam radio frequency (RF) communications, and led the design and prototyping of protected satellite and airborne network technology.

Mr. Mark Rich is a Technical Project Lead in Google's Advanced Technology and Projects Group leading research into advanced radio architectures. He joined Google in September 2014 after completing a four-year assignment as a Program Manager in DARPA's Strategic Technology Office. While at DARPA, Mr. Rich developed and led communications programs distributed MIMO technologies, use of commercial development processes for military systems and advanced radio architectures. Mr. Rich previously managed the Systems Engineering Department at Atheros Communications before its acquisition by Qualcomm.

David J. Love received the B.S. (with highest honors), M.S.E., and Ph.D. degrees in electrical engineering from the University of Texas at Austin. Since August 2004, he has been with the School of Electrical and Computer Engineering, Purdue University, West Lafayette, IN, where he is now a Full Professor and recognized as a University Faculty Scholar. He is a Thomson Reuters Highly Cited Researcher and an IEEE Fellow. He has authored over 75 journal papers and holds 24 issued US patents..

Dr. Bryan Robinson is an Assistant Group Leader in the Optical Communications Technology Group at MIT Lincoln Laboratory, where he leads numerous efforts to develop technologies and systems for future near-Earth and deep-space free-space optical communications. He was the lead systems engineer for NASA’s first demonstration of laser communications, the Lunar Laser Communication Demonstration. Dr. Robinson received his BS, MEng and PhD from MIT.
