WeightliftingandIPCPowerlifting

Athlete,TeamandOfficialNominationPolicyThisselectionpolicyhasbeenagreedbyWeightliftingWales(WW)andCommonwealthGamesCouncilforWales(CGW). ItprovidesdetailontheprocessbywhichWeightliftingWaleswillarriveatitsnominationsforselectionofathleteswithintheWelshTeam,GoldCoast2018whichwillbesubmittedtoCGWforconsideration.Inallcases,WeightliftingWalesnominatesathletestoCGWforratificationandselection.Thefinaldecisioninselectiontothe2018GameslieswithCGW.Achievementoftheselectioncriteriathereforerepresentseligibilityfornomination,notselectionorevennomination.WeightliftingWaleswillnominateonlythoseathletesthathavequalifiedunderboththeWalesWeightliftingFederationselectioncriteriastatedbelow,andtheCGWGeneralSelectionCriteria(availableontheCGWwebsite)thatshouldbereadinconjunctionwiththispolicy.NominationPolicyAimTonominateateamofathletescapableofcompetingwithdistinctionatthe2018CommonwealthGames.1a.WeightliftingWalescriteriafornomination-Weightlifting

WeightliftingWaleswillonlynominateathletesiftheyhavemetthefollowingcriteria.

1.1AthleteswhoareactiveincompetitioninWWand/orBWLsanctionedeventswhichhavebeenregisteredwithUKADforaminimumof12monthspriortoAthleteAllocationselectionperiod.Toincludethedatesfrom31stOctober2015to24thOctober20161.2Athletesmustalsocompeteinaminimumof3WWand/orBWLsanctionedevents(s)withinthequalificationperiod.1.3Athletesmust compete in theWelshNational Championships2017 and theBritishNationalChampionships2017.UnlesspreviouslyagreedbytheWWSportsManager.1.4AchievethequalificationstandardasstatedintheAthleteAllocationSystem(Appendix1)1.5Thefollowingaspectsmustalsobeobtained1.5.1HighlevelofAttitudeandCommitment1.5.2Abilitytoperformunderpressure1.6AllathletesmustbeeligibletocompetebynationalityforWalesaspertheCGFConstitution.

3De-nomination3.1De-nominationfromthelistofathletessubmittedtoCGWmayoccurasaresultoffactorsincluding(butnotlimitedto):

• Failuretomeetthestandardfitnesstestingprotocols.• FailuretoadheretotheathletecodeofconductortheTeamMemberagreement.• TheimpositionofcapsonthenumberofcompetitorsbytheCGF.

4AppealsProcess(Appendix3)OncetheWeightliftingWalesnominationsarenotifiedanyathletenotincludedintheteamhastherightofappeal.Appealsagainstnon-selection,de-selectionandrankingwillbeheardbytheWeightlifting Wales Appeals Committee, in accordance with the Bye-Laws and Rules ofWeightliftingWales.AnathletenotincludedfornominationmaynotappealdirectlytotheCGW.AppealstoCGWcanonlybemadebyathleteswhoarenominatedbytheNGBbutnotselectedbyCGW.5AppointmentofTeamStaffCGWwillappointallteammanagers,coachesandsupportstaff.TheirappointmentwillbeatthesolediscretionoftheCGWSelectionPanelfollowingtheirnominationbytheNGB.

IndevelopingtheGoldCoast2018WeightliftingAthleteAllocationsystem,theIWFhasaligneditsmethodologytothenarrativeofTransformation2022andhasappliedthefollowingprinciplesensuring:

SmallerCGAsarenotadverselyimpacted;

ThebestathletesintheCommonwealthattendtheGames;

Opportunityisprovidedtodrivedevelopmentinitiatives;

UniversalityofwidelyandregularlypracticingCGAsisprotected;

Thesystemissimple,transparent,andeasytounderstand.Transformation2022canbebestdemonstratedbytheIWF’srefreshedandinauguralapproachtoitscompetition

formatandevent-schedule.Byfullyoptimisingandstabilisingboththesedeliverablestoamaximumof225athletesandfive-competitiondays,theIWFhasestablishedaground-breakingenvironmentwherebythesportof

5.QualificationPathway

a)2017CommonwealthSeniorChampionshipsTheGoldmedalwinnerofeachbodyweightcategoryatthe2017CommonwealthSeniorChampionshipswillbeeligibletoearnadirectqualificationslot.SuchawardwillbeissuedtotheCGAbutinthenameofthespecificathlete,andisvalidonlyfortheMedalEventinwhichthequalificationslotwasattained.InthecasewhereaGoldmedalwinneratthe2017CommonwealthSeniorChampionshipsisfromtheHomeNation(Australia),thedirectqualificationslotwillbeawardedtotheSilvermedallist.Theseslotsarenon-transferable.IntheeventaCGAdoesnotaccepttheawardofanyand/orallslotsearnedviathismethod,theslot/swillberedistributedviatheReallocationPolicy.

b)CommonwealthRankingDatabaseTheCommonwealthRankingDatabaseasat31October2017willbeusedtoallocateslotspermedaleventinaccordancewiththefollowingprocess:

AthletesshallonlyappearoncewithintheCommonwealthDatabase(irrespectiveofbodyweightcategory).CGAswithanathlete/sappearinginmorethanonebodyweightcategorywillberequestedtoidentifywhichMedalEventtheathletewillelecttocompetein.DuplicateswillthenberemovedandreplacedwiththenextrankedeligibleathletebyCGA;

OnlyIWFsanctionedeventswillberecognisedforthepurposeoftheCommonwealthRankingDatabase.Thequalificationperiodisasfollows:

InthecaseofGreatBritain,CrownDependenciesandBritishOverseasTerritories,thefollowingregulationsshallapply:

AthletesshallcompetefortheirCGAdesignationatthe2016and2017CommonwealthChampionships;

ResultsattainedbyBritishathletesatotherIWFsanctionedevents(i.e.competitionswhereathletesmustcompetefortheirIFaffiliated-organisation)shallbeextractedbytherelevantCGAdesignation;

WiththepriorapprovaloftheIWFandincompliancewithWADAregulations,theNationalChampionshipsofGreatBritain,CrownDependenciesandBritishOverseasTerritoriesshallberecognisedforthepurposeoftheCommonwealthRankingDatabase.

Atthecessationofthequalificationperiod,thefollowingprocedurewillbeimplemented:

c)IWF/CGFInvitation

InrecognitionofCGAswhohavenototherwiseearnedaslotbuthavewidelyandregularlypracticingWeightliftingathletes,IWF/CGFInvitationslotsmaybeissuedatthesoleandabsolutediscretionoftheIWFandCGF.

Thismethodmaybeactionedincircumstanceswhere:

Lessthanfour(4)CGFregionsarerepresentedwithinaspecificbodyweightcategoryattheendofthequalificationperiod.Bestendeavourswillbemadetohavefour(4)CGFregionsrepresentedineachMedalEvent;or–

TheBipartiteCommissiondeterminethatanathletehassufficientlydemonstratedapreviouslevelofperformancecommensuratetoparticipationattheCommonwealthGamesbuthasnototherwiseattainedaslot-allocationviathemethodsoutlinedwithintheAthleteAllocationSystem;

AthletestobeconsideredbytheBipartiteCommissionshallhavedemonstratedbestendeavourstocompeteinatleastone(1)IWFsanctionedeventwithinthequalificationperiod.

AtthesoleandabsolutediscretionoftheBipartiteCommission,whereanathletehasnotcompetedinatleast(1)IWFsanctionedeventwithintheperiodof24October2016to31October2017butwouldotherwisebedeemedeligible,theBipartiteCommissionmaygrantanexemptiononthegroundsofextenuatingcircumstances.ThisexemptionisgrantedatthesolediscretionoftheBipartiteCommission,havingconsiderationforanymattertheydeemrelevant.

ShouldtheBipartiteCommissionresolvenottoissueaUniversalityinvitationwithinaspecificbodyweightcategory,theremainingslot-allocationsmaybere-allocated.

Allapplicationsforauniversalityslot-allocationmustbesubmittedbytheCGA.Theseslotsarenon-transferableandintheeventtheCGAdoesnotconfirmacceptancewithintherequiredtimeframes,theslot/swillberedistributedviatheReallocationPolicy.

d)ExtenuatingCircumstances

TheIWF/CGFmay,attheirsoleandabsolutediscretion,choosetoconsiderextenuatingcircumstancesregardingqualificationthroughtheCommonwealthRankingDatabaseandIWF/CGFInvitationprocessesabove.

Inparticular,theIWF/CGFreservetherighttore-allocateavailablequotasfromtheCommonwealthRankingDatabasewhereathleteperformancestabledwithintheCommonwealthRankingDatabasearenotcommensuratetoaverageresultsfromthelastthreeCommonwealthGamescompetitions.Inthisinstance,theIWF/CGFmaychoosetore-allocatetheseslotsviatheIWF/CGFInvitationMethod(withouttheapplicationofaCGA)ormayreturntheseslotstoanothersportforallocation.

e)HomeNationAutomaticQualification(AustralianCommonwealthGamesAssociation)

TheHomeNationshallbeentitledtothemaximumslotallocationofone(1)athleteperbodyweightcategory,being15athletestotal(8men+7women).Whentheadditionalwomen’scategoryisaddedtothesportsprogramme,theHomeNationwillbeeligibletoenter16athletestotal(8men+8women);

TheHomeNationshallallocatetheirslotstoeligibleathletes,andinparticularanathleteshallhavecompetedinatleastone(1)IWFsanctionedeventwithinthequalificationperiod,orbeengrantedanexemptionbytheBipartiteCommission;

Atthecessationofthequalificationperiod,theHomeNationwillconfirmtheirintentiontoacceptthemaximumslotallocation.TheHomeNationmayconfirmacceptancepriortotheendofthequalificationperiod;

NotbecurrentlyunderdisqualificationorsuspensionbytheCGF,ortheirrespectiveAffiliatedCGAorIWForundertheWorldAnti-DopingCode;

HavecompliedwithallapplicablerulesandregulationsoftheCGF,IWFandtheWorldAnti-DopingCodeasmaybemodifiedandappliedbytheFederationtoensurethattheoverridingprinciplesoftheCommonwealthGamesareobserved.Inthecaseofanyinconsistency,CGF

rulesandregulationswillprevail;

HavemettheCGF’seligibilitystandardsinaccordancewiththeCGFConstitution,GamesManual(Sport)andallapplicableIWFeligibilitycriteria;and

5.QualificationPathway

a)Invitation

FollowingnominationsreceivedfromCGAsattheendofthequalificationperiod(being31October2017),IPCPowerliftingandCGFwilldeterminethenumberofentriestobeallocatedtoCGAsbyAthletebyNameineachmedal.

Inmakingdeterminationsonallocatedslots,IPCPowerliftingandCGFattheirsoleandabsolutediscretionwillconsiderfactorsincluding,butnotlimitedto:

1. OverallIPCPOWorldranking,whereconsidered,adjustedtorecogniseamaximumoftwo(2)athletesperCGApernationperevent;

2. OnlyIPCPOrecognisedcompetitionswillbeacceptedforthepurposeoftheIPCPOWorldrankingdatabase(1September2015to31October2017);

3. InthecaseofGreatBritain,CrownDependenciesandBritishOverseasTerritories,resultsattainedbyBritishathletesattheIPCPOrecognisedcompetitions(i.e.competitionswhereathletesmustcompetefortheirIFaffiliated-organisation)shallbeextractedbytherelevantCGAdesignation;

4. Fielddepthandcompetitionstrength;

5. Universality:Bestendeavourswillbemadetoensurerepresentationofatleastfour(4)CGFregions;

6 Widelyandregularlypractisingnationalathletes;

7. DemonstratedavailabilityofathletestoparticipateintheGoldCoast2018CommonwealthGamescompetition;and

8. Anyotherfactor(s)consideredrelevantbyIPCPowerliftingandCGF.

AtthecessationoftheNominationperiod,thefollowingprocedurewillbeimplemented:

oCGAswillnominatetoGOLDOCthoseslotallocationstheywishtobeallocatedbyAthletebyName;

oIPCPowerliftingandCGFwillconsiderallnominationsreceived,anddeterminetheFinalMedalEventstobecontested;

oIPCPowerliftingandCGFwillconsiderallnominationsreceived,anddeterminethoseslotstobeallocatedtoCGAsforeligibleEventsbyAthletebyNamebasedontheprinciplesabove;

oGOLDOCwillcommunicateplacestoCGAs;oCGAsmustconfirmiftheyintendtoacceptplaceswithGOLDOCwithintherequiredtimeframe;

and

oIntheeventaCGAelectsnottoaccepttheawardofanyand/orallslotsearned,theslot(s)willberedistributedviatheReallocationPolicy.

6.AthleteEligibility

TobeeligibleforendorsementbyaCGA,anathletemust;

oBeinternationallyclassifiedwithaconfirmedsportclassstatusorreview2019;

oHoldanactiveIPCPowerliftinglicense;

oHavecompetedinatleastone(1)recognisedIPCPowerliftingcompetitionbetweenacompulsoryperiodof1September2015and31October2017;

*IPCPowerliftingandCGFmayconsideranyvalid,personal,andorextenuatingcircumstancesfornotbeingcompliantwiththeaboveeligibilityrequirements.AlldecisionsmadebyIPCPowerliftingandCGFarefinalwithnoopportunityforprotestorappeal.

oNotbecurrentlyunderdisqualificationorsuspensionbytheCGF,ortheirrespectiveAffiliatedCGAorWRorundertheWorldAnti-DopingCode;

oHavecompliedwithallapplicablerulesandregulationsoftheCGF,IPCandtheWorldAnti-DopingCodeasmaybemodifiedandappliedbytheFederationtoensurethattheoverridingprinciplesoftheCommonwealthGamesareobserved.Inthecaseofanyinconsistency,CGFrulesandregulationswillprevail;

oHavemettheCGF’seligibilitystandardsinaccordancewiththeCGFConstitution;and

oHavecompliedwiththeminimumageregulationsasstipulatedbytheIPC.

1.1TheCGFExecutiveBoardshallestablishathree(3)personad-hoccommitteecomprisingofChairmanoftheSportsCommittee,ChiefExecutiveOfficerandtheDirectorofCorporateServicestoassess,evaluateandoverseethemanagementofthereallocationpolicy.TheCGFSportsServicesManagershallserveastheSecretarytothead-hocCommittee.

2.1Thepurposeofthereallocationpolicyistoensureaclearframeworkexistswherebyanyunusedslotsareredistributedwithintheprescribedsportallocation.

2.2TheCGFreallocationpolicyrefersonlytoindividualsportsoftheGoldCoast2018CommonwealthGames.

3Gender

3.1ThereallocationofunusedslotscanbeutilisedfortheoppositegenderbythesolediscretionofIPCPOandCGF.

4MethodApplication

4.1ThePowerliftingreallocationpolicyshallbeappliedfromthoseunusedslotsdrawnfromthefollowingmethod:

5.1AnyunusedslotsdrawnfromtheInvitationmethodshallbereallocatedbytheBipartiteCommission.

1.1ThemembershipoftheCGF/IPCPowerliftingBipartiteCommissionshallcompriseoftheCGFDirectorofSport&IFRelations(orappointeddesignate)andtheIPCPowerliftingTechnicalDelegate(orappointeddesignate).


1.3AllInvitationapplicationsapprovedbytheCGFExecutiveBoardshallbedeemedfinalwithnoopportunityforprotestorappeal.

2Purpose

2.1ThepurposeoftheBipartiteCommissionwillbetoasses,evaluateandrecommendtotheCGFExecutiveBoardInvitationapplicationssubmittedbyCGAs.ApplicationsmustaddresstherespectivecriteriaoutlinedwithintheAthleteAllocationSystem.
