Nawroz University was established in 2004. Since then, eight sessions
(almost 2000 male and female students from Kurdistan Region, and mostly from
the Governorate of Duhok) have graduated. The University comprises five
colleges (including 11 scientific Depts.). On the occasion of the beginning of the
new academic year, some major points concerning our newly born, but active,
university should be high lighted.
Academically speaking, Nawroz University, with such a variety of academic
specializations, endeavours to be a main source of academic aid to the people of
the Governorate. Likewise, since the building of human capabilities is a further
mission that the university strives to fulfill, the efforts exerted in this respect have
been culminated in the dispatching of some students to other universities inside
and outside the Region to complete their higher studies and promote their
academic efficiency. Added to that, in an attempt to promote and develop the
academic level and capabilities of its teaching staff, the university has held a
number of annual conferences and symposiums, mainly by the College of
Administration and Economics and College of law. Such activities are expected to
lead to the holding of international conferences and more cooperation with foreign
universities.
On the social level, the university has activated a societal program, namely
(Society Service Program) to provide some social sectors with the required skills,
establish relations among these sectors and their counterparts from outside the
Region, and fund such initiatives from its own budget. Programs concerning the
Directorate of Health in Duhok Governorate and The Office for Defending Women
against Violence have already been fulfilled.
Finally, Nawroz University has proved its status as a well known academic
institution via its teaching staff capabilities and specializations in research,
development, training and cooperation with the society, state institutions, and non
governmental organizations; all for the sake of supporting the societal activities
and building individuals and institutions’ capabilities on an equal basis.

University Establishment
Nawroz University was established in 2004 with the name of Duhok University college
by the Association of economists in the province of Dohuk in accordance with approval of the
Prime Minister of the Kurdistan Region of Iraq dated 20/07/2004. Thereafter, the university
began to receive students and initiated the teaching on 1/12/2004 based on the decision of the
Advisory Committee for the Ministry of Higher Education and Scientific Research in the region
with a number 2/3 dated 01/12/2004. Since 2004, Dohuk University College continued to expand
until it turned in 2009 to Nowruz University according to the decision of ministers Region
Council of Kurdistan Iraq, number (2854) dated 15 / 9/2009 which is announced to all
institutions of the province based on the decision of the Ministry of Higher Education and
Scientific Research, number (517) dated 5/10/2009. currently, the university includes five
faculties namely Faculty of Law and Politics, the Faculty of Business and Economics, Faculty of
Computer and Information Technology, Faculty of Languages and Faculty of Engineering.
University Vision
The University plays a vital role in the society. It is a center of knowledge and influence.
It is not subjected to the customs and conventions of its social environment. It rather has the
initiative of influence and change. As such, the university has been required to gear all its
scientific and educational activities to serving the society and setting out the capabilities of
building and reformation which are based on a value system that takes both sincerity and good
management of both work and science as its axis. This is carried out through the setting of the
principles of awareness, discipline and identity and widening the realization of those students
who are competent in their fields of specialization and have the ability to enter labour market
which is prepared to deal with all related issues to their specialty.
University Aims
Setting out from the vision that embodies its policy, Nawroz University aims at:
First: Preparing specialized academic staff capable of working in the country’s institutions at
large and those of the Region in particular and the private sector and is qualified to enter labour
market and meet its needs and requirements by sticking to the criteria of academic quality.
Second: Participating in the developing the scientific research environment by triggering both
innovation and invention through annual research plans to back and encourage the carrying out
of both theoretical and practical researches pertinent to the society in particular in addition,
encouraging both writing and translation in the various domains of knowledge.
Third: Establishing links with the society and strengthening work with various society
institutions by establishing joint projects and taking part in the solution of the societal problems
by means of the scientific consultant bureaus at the university.

Private Universities Ranking in Kurdistan Region
The academic year 2010-2011 was the first year when an assessment of the level
and quality of the private universities in Kurdistan Regionis achieved so as to rank
these universities according to their efficiency side by side with outlining all the
information about these universities so as to make students aware of the quality and
level of the university on application. The universities had been ranked in the light
of many factors and criteria via special forms prepared by each university. The
forms are filled in with information about the university’s infra-structure and
personnel capabilities in addition to the information relevant to the university’
internal system, mission and aims, both long and short-term, the procedural systems
of duties and the transparency in administrative and financial affairs. Afterwards, the
universities had been visited by teams of quality assurance that has then submitted
detailed reports about studying programs, learning and teaching environment,
education requirements, offices, scientific laboratories, classrooms, research centres,
guest houses and students hostels. The assessment process was based on certain
criteria by the ministryand others of quality assurance. The universities had been
ranked in the light of their commitment of these criteria and the seriousness in
working so as to promote the level of quality. Such an assessment and ranking is not
constant and it is done on an annual basis.The following table shows the advanced
private universities in the region.

Though Nawroz University has been ranked second in the General ranking
listed above, it was ranked the first among private universities in terms of the
application of Quality Assurance.

College of Law and Politics
College of Law and Politics is of the colleges that follow Nawroz University. It
was established in the academic year 2004-2005 and awards Bachelor Degree in
Law for both morning and evening studies. The college is specialized in preparing
specialized legal cadres to work in Justice and legal institutions. This can be
brought about by enabling students to be acquainted with legal and political
sciences so as to be knowledgeable about the rules of the current laws and
assimilate their contents in order to know the extent of their relation with real
practical life. The college, besides its academic activity, also offers legal consult to
the various state institutions and holds workshops and training courses for the
different society sectors. The Dept. of International relations has been recently
opened to prepare cadres knowledgeable about International politics and relations,
able to analyze politically, and can predict the nature and state of international
relations, and the mission and duties of international organizations. Such cadres are
also expected to be able to work in the institutions in relation with the research and
political, international and strategic studies centres in addition to develop the
abilities to carry out scientific research in the field of specialization.

Department of Law:
The Dept. aims at preparing personnel that are able to give legal consultation
and opinion and have the skills of legal research in the different domains of the
branches of Public and Private Law. It awards Bachelor Degree in Law. The period
of study is 4 years. Students graduates of preparatory school, both scientific and
literary branches, are admitted to the Dept.

Department of International Relations
This Dept. was established in the academic year 2012-2013 following
College of Law and Politics. It aims at preparing graduates who are legally and
politically educated and able to work in the diplomatic field and its various

College of Administration and Economics
College of Administration and Economics is an extension of the Department
of Economics that established as a part of Duhok University College in 2004. The
College subsumes four departments, namely Dept. of Economics, Dept. of
Business Administration, Dept. of Banking and Finance Sciences, and Dept. of
Accountancy. It is intended to open the Dept. of Tourism and Hotel Administration
in the future due to the importance of this Dept. in Duhok Governorate which
enjoys a special tourism status. The College also aims at establishing relations with
the local community and society so as to promote them for more betterment.

Department of Economics
The Dept. aims at preparing graduates equipped with the basic concepts for
various domains of Economics, both theoretically and practically so as to
understand the contemporary economic problems and know how to prepare the
suitable economic policies and economic research to solve the society problems.
The Dept. awards graduates the Bachelor Degree in Economics after completing 4
years of studying. It accepts students graduates of preparatory school, scientific,
literaryand commercial branches.

College of Computers and Information Technology
College of Computers and Information Technology was established in the
year 2009 as anextension of the Dept. of Computer sciences that was established in
2005. The College currently subsumes the Dept. of Computer Sciences which aims
at augmenting students’ scientific knowledge through the local and international
experts. It also aims at enriching students’ practical knowledge through the
provision of modern computer laboratories, networks and logical design. It further
aims at making available the scientific and academic expertise to the society so as
to contribute to the development of DuhokGovernorate. This is done through the
holding of courses, lectures and seminars for the governmental institutions, schools
and institutes in the city of Duhok.
Department of Computer Sciences:
The Dept. of Computer Sciences aims at preparing efficient graduates
capable of efficiently using the computer and well acquainted with the domains of
using both the computer and mobile applications in the various field of knowledge.
The graduates are also expected to identify and repair the simple break downs and
have proficiency in the various programming languages and building data-base
systems. They should also be knowledgeable about networks architecture and the
ways of using it efficiently in the Computer Centres and Public and Private
Institutions of the State. The Dept. awards Bachelor Degree in Computer Sciences
after graduates of preparatory school, scientific branch only, spend a four-year
period of studying.

To prepare academic staff well equipped with the wide knowledge about
languages in terms of their origins, growth and grammatical nature. College of
Languages was opened at Nawroz University during the academic year 2009-2010.
It currently subsumes the Depts. of English and Kurdish.
Department of English
The Dept. aims at preparing specialized academics in English language and
literature who have good control over the linguistic skills (Spoken and Written) so
as to cope with the cultural innovation in the domains of literature and arts. The
Dept. awards Bachelor of Arts in English. The period of study is four years and
students graduates of preparatory schools, scientific and literary branches, are
accepted.

Department of Kurdish
Dept. of Kurdish language and literature at Nawroz University was opened
in the academic year 2014-2015. The decision to open this Dept. was brave and
very important to serve Bahdinan Area in particular and Kurdistan Region at large
in the domains of Kurdish literature, language, culture and arts. The aim was also
to prepare a generation of educated staff who are knowledgeable about Kurdish
language and literature on one hand, and to give an opportunity to the graduate of
the preparatory schools, scientific and literary branches, to join this Dept. and get
B. A. degree in Kurdish language and literature to serve Kurdish people.The period
of study is4 years.

College of Engineering
College of Engineering which follows Nawroz University was established in
July 2013. It includes the Dept. of Computer Engineering and Communications
and the Dept. of Architecture Engineering. It tries its best to be one of the
distinguished and pioneering colleges locally, regionally and internationally. As
such it competes honorably with its counterparts at the universities in the Region.
College of Engineering aims at graduating engineering cadres who have high
understanding and knowledge, are psychologically prepared, academically and
practically distinguished, and enjoy the ethics of the engineering profession.
Department of Computer and Communications Engineering
The Dept. of Computer Engineering and Communications was established
in 2012 at the College of Computers and Information Technology. The first batch
of students was admitted to the Dept. in the academic year 2012-2013. It was then
transferred to the College of Engineering in 2013. The Dept. aims at enabling
graduates to be applied engineers who have the ability to design, execute, maintain
and operate all computer systems in addition to design and analyze communication
systems which include ground stations, satellite communications, visual and
optical communications). The period of study at the Dept. is 4 years and English is
the language of instruction. Students graduates of the scientific branch, preparatory
schools are admitted to the Dept. side by side with a limited ratio of the graduates
of the Dept. of Computers, vocational studying and graduates who hold Diploma
degree in communications.

Department of Architecture Engineering:
The Dept. of Architecture Engineering which follows College of
Engineering at Nawroz University was established in July 2013. The first batch of
students was accepted in the academic year 2013-2014 tothe degree of the
Bachelor of Science in Architecture Engineering. The Dept. always aspires
towards constant improvement and development in the domains of education and
research. It further aims at preparing specialized engineering cadres in building and
create engineering capabilities so as to bring about sustained building and keep the
local cultural heritage and cope with international development. Such cadres are
also expected to have distinguishing capabilities to carry out their tasks in terms of
preparing designs and drawings of housing, administrative, educational and health
projects side by side with the works of supervision and follow up. They are further
able to prepare general drawings of the urban and rural areas and those of cities,
etc. It all in all aims at having graduates who are quite efficient in terms of taste
and aesthetic feelings. Building is an amalgamation of both science and art. As
such the study at the Dept. focuses on both sides. The period of study is 5 years
and the language of instruction is English. Only graduates of the scientific branch,
preparatory schools are admitted to the Dept.

Studying System
First: Nawroz University follows the yearly studying system. Studies start on the 1st of
September and end on the 30th of June.
Second: The period of study at all the Depts. of the university is 4 years. The student, on
completing the requirements, is awarded B.A. or B.Sc. according to specialization (except Dept.
of Architectural Engineering where the period of study is 5 years).
Third: The university adopts an educational system that obliges the students to attend regular
lectures according to a weekly timetable announced in the scientific Dept. The students have also
to pass both term and yearly exams for the subjects assigned for each stage by getting a pass
mark that ranges between 50-100% in each studying subject so as to move to the next stage.
Fourth: The weekly hours for each subject are weighted by a number of units that highlight the
relative importance of that subject so as to calculate the student’s yearly average and graduation
average as well. Each theoretical hour in the classroom is weighted by 2 units while a practical
hour in the laboratory is weighted by 1 unit.
Fifth: The number of subjects in each studying stage ranges between 6-10 subjects and the
number of units (the total of relative values for all subjects in a stage) is not less than 34 units.
Sixth: The syllabus for each studying subject is distributed the year round on the basis of 30
weeks (28 weeks as minimum and 32weeks as maximum). The number of weekly hours for the
studying subjects is within the limit of 1 hour to 6 hours per week for each subject
Seventh: The student is awarded the Bachelor degree after achieving success in all studying
Stages and covering not less than 156 units in addition to successfully passing the period of
training in the work field.
Eighth: The final examinations (first sitting) are held in June of every year. In case the student
fails in passing them, s/he is given another chance in September of the same year (second
sitting). It is provided that a student should pass all studying subjects to move to a higher stage.
A student’s mark in each subject is distributed according to the following table:

Ninth: The student is allowed to be absent for not more than 10%of the total number of lectures
for each studying subject during the academic year, just to take benefit of this in emergency
cases that demand him/her being absent. The following table illustrates the allowed upper ratios

Tenth: In case of disease or accidents, the student has the right to be referred to a medical centre
specialized in students’ affairs after getting an official form from the Registration Unit in the
College, taking into account the following:
A. In case the Medical Centre approves the students’ health state and gives him leave, the latter
will be 72 hrs. only as a maximum level.The number of disease leaves should not exceed 10 days
throughout the year.
B. The student has the right to have 3 disease forms throughout the year. This should not
contradict with legally fixed absence ratio. In case of severe disease certified by medical reports,
the College can look into the matter of raising the absence ratio to 15% for just one time and for
a limited number of studying subjects through the academic year.
C. In cases which treatment is required for a period that exceeds the limits mentioned in A and B,
the students should submit a request to postpone the school year.
D. The student is considered fail in any subject if his/her absences exceeded 10% of the
scheduled hours for the subject without a legal excuse or (15%) with legal excuse approved by
the college council.
Eleventh: The mark of the students who succeeds in the second sitting is reduced as follows:
a. If the student’s absence in the first sitting is due to a legal excuse that is convincing to the
college council, the mark is calculated as follows:
50 + 75% for the number that is over 50
b. If the student’s absence in the first sitting is due to an illegal excuse, the mark is calculated as
follows:
50 + 50% for the number that is over than 50
Twelfth: If the student does not get the minimum passing mark in the second sitting in any of
the subjects he has been tested in, s/he will be a failure in that year, and should repeat it by
attending the lectures and doing the exams of the subjects s/he has failed.
Thirteenth: The student is exempted from the subjects that omitted from the syllabus and has
to study those added in case of replacing the syllabuses. The subjects will be measured with
those of the session s/he has graduated with.

Fourteenth: It is not allowed to postpone the second setting exams whatever to be the case.
Fifteenth: The student’s graduation rank is calculated on the basis of multiplying the average
for each studying year by the percentage indicated opposite to it (The Weighted Mean for the
studying year). The Weighted averages for the four studying years are summed to be the
student’s graduation average. The following table illustrates the weighted percentages for the
average of each studying year:

Sixteenth: The final marks are announced by estimations only. The following table illustrates

Seventeenth: The student is dismissed from the college in either of two cases:
a. If s/he fails for two successive years in the same stage.
b. If the period of his/her studying has exceeded one and a half times the period set for it (i.e.
more than 6 years) including the years of postponement and failure. The halves of years are
modified to full years (This item applies to the students admitted from the studying year 2007-
2008 onward).

Eighteenth: The University or Faculty Council has the right, based on a recommendation by
the college or institute council not to regard it a failure year for the student if she/he fails in the
subjects s/he has not done the second sitting examinations in them in the next year due to a
reason against his/her will or some hard circumstances during the examination period.
Nineteenth: The University or Faculty Council has the right, based on a recommendation by
the college or institute council to allow the students who has failed in the final year for 2
successive years to do the examination in the third year if his/her failure in the second year was
in one yearly subject or in two term subjects on the condition that s/he has not covered the period
allowed to stay at the college or institute.
Student’s Rights
1. The student has the right to learn in a relaxing environment provided with the modern learning
necessities. The university has to provide the required services.
2.The student has the right to use the university facilities that assist his learning, namely
laboratories, libraries and networks. (The university has to assure the quality of these
requirements and their enjoying of the international specifications).
3. The student has the right of studying according to the latest updates in his field of
specialization that tally with the studying programmes set in the universities of the Region. (The
university should endeavour to develop these programmes as much as possible to make them suit
the changes and shifts in the different specializations in the world).
4. The student has the right to get a fair, scientific and objective assessment of his/her academic
level via a solid system of examination programmes that minimize errors to the lowest extent and
by what brings justice among all students. (The university runs an electronic examination system
through the use of highly efficient computer programmes. It tries it best to develop these
programmes).
5. The first three top graduatesat the college level has the right to take back the whole or a part of
the tuition fees for the studying year when they achieved that level of success. (The first top
students receives back all his tuition fees; the second student half of them; and the third student a
quarter of them).
6. The students have the right to celebrate the national occasions and have scientific recreation
trips through collaboration with the Students Union as much as they can and in a way that does
not affect the running of lectures and through coordination with the Deaneries of the colleges.
7. The students have the right to participate in the athletic, artistic and cultural activities to
develop their mental abilities. This is done by cooperation with the Students Union and through
the Department of non-departmental activities in such way that does not affect the running of the
lectures and by approval on the part of the deaneries of the colleges.
8. The student has the right to use the allowed percentages of absence from lectures such as leave
in emergency and necessary cases on the condition it does not exceed the highest allowed extent.
This has nothing to do with the marks obtained by the student.

Examination Instructions
1. The student has to carry his ID in the examination hall and show it when asked.
2. No book or paper is allowed inside the examination hall.
3. The student has to write his full name as fixed in the official lists, class, department and the
name of the subject either in Kurdish or in Arabic by a ball-pen.
4.The speech is not allowed inside the examination hall.
5.No paper of the examination note-book is allowed to be torn.
6. All students’ questions are directed to the supervisor of the examination hall and students are
not allowed to talk with the invigilators.
7.The student is not allowed to leavethe examination hall during the first half-hour of the exam
and s/he is not allowed to enter the examination hall after distributing questions among the
students.
8. The student remains sitting in his place when the supervisor announces the end of the time
allotted to the examination.
9. The student has no right to change his sitting place. This happens only by the supervisor’s
approval.
10. The student has to bring all he requires in the examination and no borrowing is allowed in the
examination hall.
11. If cheating or an attempt to cheat is proved in the daily, weekly, monthly, term and yearly
examinations, the student will fail in all the studying subjects of that year. In case it is repeated
she/he will be dismissed and his/her file will be removed from the university documents.
12. It is never allowed to enter the mobile or any other electronic device into the examination
hall.
13. The student has the right to postpone the mid-year examinations to the second sitting of those
examinations after paying a certain amount of money specified by Presidency of University. The
student has to attend on the day of the examination to be postponed and submit an official
request to postpone to the registration Unit of the College.

Postponing The Studying Year
Based on the Rules of Section(1), Article (45), the student has the right to postpone the
studying year for humanitarian and hard conditions by a decision on the part of the College
Council and as follows:
First: The student can postpone his studying for one year for legal reasons that are convincing
for the college or institute council. The student has to submit the postponement format least a
month before the starting of the final examinations.
Second: The University or Faculty President has the right, after recommendation by the college
or institute council, to postpone the student’s studying for a second year, based on convincing
legal reason. The student has to submit the postponement form at least a month before the
starting of the final examinations.
Third: There is no postponement for the students’ studying at the colleges and institutes that
follow the Term System, in the second term only in case the students’ has hard circumstances
beyond his/her will. The students should succeed in the first term. In this case the postponement
of the studying year is for both terms.
Fourth: The Minister, based on a recommendation by the University Council or Faculty of
Technical Education and for hard circumstances, can postpone the student’s studying for a third
and a last year.
The Form of Postponing the Studying Year
1. Getting the postponement form the Registration Unit.
2. Filling in the spaces that are student’s specific. The
reasons behind postpone- ment should be clearly stated
with the student’s signature in the square assigned.
3. The student should annex with the form the receipt of
paying the tuition fees of the year of postponement. The
form is returned to the Registration Unit again to
complete the procedures.
4.The Registration Unit should check the student’s
payment of the tuition fees, and then get the approvals by
the Department and the College Council.
5. After obtaining the college Council approval, the
Registration Unit issues the administrative decision to
postpone the studying year.
6. The student pays 30% of the tuition fees in case of
postponing at the beginning of the studying year. The
whole sum is paid in case the student has attended
lectures.

Students Discipline Guides
First:
Each student should consider the following:
1. Abide by the laws, regulations, instructions and commands issued by the university or the
Faculty of Technical Education or Kurdistan Higher Council for Medical Specializations or the
college or the institute.
2.Should not do harm by saying or by action to the name of the university or the Faculty of
Technical Education or Kurdistan Higher Council for Medical Specializations or the college or
the institute inside or outside these institutions.
3. Should avoid any behavior that contradicts University, should abide strictly by rules, respect
the administration, teaching staff, personnel, and friendship relations, and cooperate with
students.
4. Stick to what imposes discipline, security and quietness in the university, the college, the
institute or the department.
5. Take care of the studying necessities and the possessions of the university, the college, the
institute or the department.
6. Should not violate the rules of the procedures of good teaching.
7. Should not do what harms religious beliefs, national unity and national feelings.
Second:
The student’s punishment will be (Calling Attention) if s/he misbehaves with his colleagues,
the students.
Third:
The student’s punishment will be (Warning) in case s/he does any of the following illegal
actions:
1.If s/he is punished with (Calling Attention) but which is not withdrawn or isnot notified and
commits another act that requires punishing by (Calling Attention) again.
2.In case the student violates the rules of Discipline, quietness and stability inside the
university, college, institute, or the department.
3.In case of offending a student orally.
Fourth:
The Student will be punished by (Reprehension) in case s/he committed any of the following
illegal acts:

1.Ifs/he is punished with (Calling Attention) but which is not withdrawn or isnot notified and
commits another act that requires punishing by (Warning ) also.
2.Has offended by speech a member of the staff of the university or the Faculty of
Technical Education or Kurdistan Higher Council for Medical Specializations or the college or
the institute other than the teaching staff or students.
3.Has done harm due to negligence or unintentional mistake to the possession of the university or
the Faculty of Technical Education or Kurdistan Higher Council for Medical Specializations.
Fifth:
Any student who commits any of the following illegal acts, will be dismissed temporarily from
the university or the college of institute for a period not more than one studying year.
1. Has been punished during the years of studying by two rapprochement punishments that have
not been withdrawn or cancelled. Then commits another illegal act that necessitates the
rapprochement punishment.
2. Done body attack to a member of the staffof the university or the Faculty of Technical
Education or Kurdistan Higher Council for Medical Specializations or the college or the institute
other than teaching staff members.
3. Practiced violence against his/her colleagues, the students.
4. Carried any kind of weapons, licensed or not licensed, on the campus of the University or
college or the institute.
5. Has intentionally done harm to the possessions of the university or the Faculty of Technical
Education or Kurdistan Higher Council for Medical Specializations or the college or the institute.
6. Done harm to national unity, religious beliefs or national feelings.
7. Has orally offended a member of the teaching staff or a lecturer at the university or the Faculty
of Technical Education or Kurdistan Higher Council for Medical Specializations or the college
or the institute.
8. Taken alcoholics on the campus, or has been evidently drunk at the university or the Faculty
of Technical Education or Kurdistan Higher Council for Medical Specializations or the college
or the institute.
9. Done harm by words or act to the namethe university or the Faculty of Technical Education or
Kurdistan Higher Council for Medical Specializations or the college or the institute inside or
outside these institutions.
10. Affected negatively the running of the lectures.

Sixth:
Any student committing any of the following illegal acts will be totally dismissed from the
university or the Faculty of Technical Education or Kurdistan Higher Council for Medical
Specializations.
1.Repeating any act stated in (5) of these instructions.
2.Offendedby act a member of the teaching staff or the lecturers at the university or the Faculty
of Technical Education or Kurdistan Higher Council for Medical Specializations or the college
or the institute.
3.Committed an immoral act inside the institutions of the Ministry of Higher Education.
4.Is sentenced by a crime or an immoral act.
5.Has taken drugs inside the university or the Faculty of Technical Education or Kurdistan
Higher Council for Medical Specializations or the college or the institute.
Seventh:
1. The imposing of decided punishments in these instructions on the student does not prevent the
imposing of another punishment stated in the Penal Law or any other penal statement.
2. If there has been a case against a student for an illegal act outside the university, Kurdistan
Higher Council for Medical Specializations or the Faculty of Technical Education or the College
or the Institute, has the right took for it from a disciplinary perspective until the final decision is
taken concerning that case.
Eighth:
Kurdistan Higher Council for Medical Specializations or the Dean of the College form the
Students Discipline Committee headed by a member of the teaching staff whose academic
status is not less that Asst. Prof.the Committee also includes two other members whose
academic status is not less than a lecturer. There is also a member representing the students in
the committee.
Ninth:
In case any event of those stated in Articles (5) and (6) of these instructions, Students
Discipline Committee should look into the matter and submit its recommendation concerning
the suitable punishment to the head of Kurdistan Higher Council for Medical Specializations or
the Dean of the College or the Institute to approve it and duly recommend.
Tenth:
1.All types of punishment including dismissal for not more than a month are within the Dean’s
authority.
2. Dismissal for more than a month is within the authority of the College or Institute Council.

3.Final dismissal from the university or the Faculty of Technical Education or Kurdistan Higher
Council for Medical Specializations or the college or the institute is within the authority of the
Heads of these institutions based on a recommendation by the College or Institute Council.
Eleventh:
The student who is dismissed from the university or the Faculty of Technical Education or
Kurdistan Higher Council for Medical Specializations or the college or the Institute for not more
than a year and not less than a month, has the right to object it to the heads of these institutions the
decision of his/her dismissal within 15 days from the date of being notified of his dismissal or from
the date of being announced on the notice board of the college or the institute in case it was difficult
to notify him/her. If the student’s dismissal is final, s/he has the right to object it to the University
Council or the Council the Faculty of Technical Education or Kurdistan Higher Council for Medical
Specializations. The Council or its Head, each according to its authority has the right to look into
the objection within 15 days from the date of its submission. Then the decision will be final.
Twelfth:
The punishment should be announced on the notice board of the college or the institute for not
less than a week. The student’s father or any one representing him/her should be given a
written notification. Also the student should be summoned to make him/her understand the
reasons behind the punishment.
Admission Conditions
Students are admitted to Nawroz University according to a set of conditions according to the
below listed colleges and as follows:
First. College of Law and Politics:
1. Dept. of Law: The student’s average should not be less than (60%) and should be a graduate
of the scientific or the literary branch with a certificate approved by the Ministry of Education.
2. Dept. of International Relations, Diplomacy and Political Sciences: The applicant’s
average should not be less than (60%) and should be a graduate of the scientific or the literary
branch with a certificate approved by the Ministry of Education.
3. The Technique of Admission to the Depts. of Law, International Relations, Diplomacy
and Political Sciences: The number of admitted students should not exceed (160) in each Dept.
for both morning and evening studies after approval by the Quality Assurance Office depending
on the number of teaching staff members, classrooms, Laboratories, and all other requirements.
4. The ratio (10%) of the admission plan in the Dept. of Law is dedicated to the graduates of the
Dept. of Law Administration of the Technical Institute, on the condition that the average is not
less than (60%) according to Law no. (2) of the year 2013 of Civil Universities when a chance as
given to the graduates of preparatory schools and institutes to look after studying in private
universities, and after special looking into Article no. 8 of Law no. (2)of the year 2013 taking

into account the market requirements in the region, it has been decided to accept the graduates of
the preparatory school and the technical institutes at the level of the governmental Polytechnic
Universities or anyone who has got a preparatory certificate or the Institutes outside Iraq.
Second. College of Administration and Economics:
1. The Technique of Admission to the Depts. of Accounting, Banking and Finance, Business
Administration, Administration and Economics, Hospitality and Tourism: Students are admitted
without competition and the number of admitted students should not exceed (200) students in
each dept. for both morning and evening studies taking into account the aforementioned
conditions and after approval by the Quality Assurance Office depending on the number of
teaching staff members, laboratories classrooms and all other requirements.
2. The ratio (10%) of the admission plan in the Depts. of Accountancy, and Financing and
Banking is dedicated to the graduates of the Dept. of Bank Administration of the Technical
Institute, on the condition that the average is not less than (60%)
3. The ratio of (15%) of the admission plan for the Depts. of Accounting and Banking and
Finance is for the graduates of Commercial preparatory schools or the graduates of the Region’s
Ministry of Education on the condition that the average is not less than (60%) .
4. The ratio of (10%) of the admission plan for the Dept. of Business Management is for the
graduates of the Dept. of Administration, Technical Institute and without competition
5. The ratio of (10%) of the admission plan for the Dept. of Accountancy is for the graduates of
the Dept. of accounting, Technical Institute and without competition .
Third: College of Computers and Information Technology
1. Departments of Computer Sciences, Information Technology and Information Systems: The general average should not be less than (60%) and the total of the marks of the subjects
(Physics and Mathematics) should not be less than (120) marks. Only graduates of the scientific
branch are accepted.
2. The Technique of Admission in the Departments of Computer Sciences, Information
Technology and Information Systems: The number of admitted applicants should not be more
than (100) students for both morning and evening studiesand after approval by the Quality
Assurance Office depending on the number of teaching staff members, laboratories, classrooms
and all other requirements.
3. The ratio (10%) of admission plan in the Dept. of Information Systems and Information
Technology is dedicated to the graduates of the Dept. of IT, on the condition that the average is
not less than (60%)
4. The ratio (5%) of the admission plan in the Dept. of I.T. is given to the graduates of
Vocational Preparatory Schools, Dept. of I.T. on the condition that the average is not less than
(65%) .

Fourth: College of Languages
1. Departments of English Language, English Literature and Translation
The average should not be less than (60%) and the student’s mark in English subject not less
than (60%). It accepts graduates of preparatory schools, both scientific and literary branches.
2. Department of Kurdish:
The average should not be less than (55%) and the student’s mark in Kurdish subject not less
than (55%). It accepts graduates of preparatory schools, both scientific and literary branches.
Fifth: College of Engineering
1. Dept. of Architecture Engineering:
The applicant should be a graduate of the scientific branch and the certificate should be
equalized at the Ministry of Education. The general average should not be less than (80%) and
the total of the marks of the subjects (Physics and Mathematics) should not be less than (140)
marks.
2. Depts. of Computer Engineering and Communications, Computer Engineering,
Electrical Engineering, Mechanical Engineering and General Engineering:
The applicant should be a graduate of the scientific branch. The general average should not be
less than (75%) and the total of marks in (Physics and Mathematics) should not be less than (140
marks).
3. Studying at the college of Engineering in 1 and 2 above is morning. The student’s age should
not be more than (35) years and studying in these departments is morning.
4. The Technique of Admission in the Engineering Group:
Including all its specializations, the engineering group should not admit more than (80)
applicants, except the Dept. of Architectural Engineering, the number of admitted applicants
should not be more than (50) students and after approval by the Quality Assurance Office
depending on the number of teaching staff members, laboratories, classrooms and all other
requirements of conditions ,measurements and instructions concerning average, preference and
age.
5. The ratio (5%) of admission plan in Computer Engineering is dedicated to the graduates of the
Dept. of IT and Information Systems of the Technical Institute, on the condition that the average
is not less than (75%)
6. The ratio (5%) of the admission plan in Computer Engineering and Communication is given to
the graduates of the Dept. of Communications at the Technological Institute on the condition that
the average is not less than (75%) .
7. The ratio (5%) of the admission plan in Computer Engineering and Communication is given to
the graduates of the vocational preparatory schools, Dept. of IT on the condition that the average
is not less than (80%).
