II. CALL 4 COORDINATED ACTIONS

• New strategies and approaches are needed to reduce food losses and waste, especially due to the rapidly changing nature of agri-food systems and rapid urbanization”.

• Given these changes, intervention strategies need to focus on systematic improvements to the efficiency and sustainability of the entire supply chain rather than the single point interventions of the past.

CHALLENGES AND OPPORTUNITIES

• Currently in the Region, the trend in terms of legal and regulatory initiatives points to the reduction, rather than to the prevention of PDAs – CHALLENGES in terms of PREVENTION

• International anti-WASTE legislation promoted mainly by France has generated responses in the LAC countries. CHALLENGES ADAPTING INTERNATIONAL PROGRESS AND INNOVATIONS TO OUR CONTEXT

• The countries with advances integrating public policy and bills are: Argentina, Brazil, Chile, Colombia, Costa Rica – OPPORTUNITIES FOR COOPERATION

IV. PROVIDING THE NECESSARY INSTITUTIONALITY: National Committees

National committees are intersectorial, multistakeholders platforms, where all members are involved in as actors of the Food System as:

• Ministries and other State Institutions

• Academy

• Food Networks

• Food Industry

• Producers/Farmers Associations

• Consumer Associations

• Civil Society Organizations

• FAO Representation

• National Expert – Member of the Regional Network of FLW experts

PROVIDING THE NECESSARY INSTITUTIONALITY: National Committees

Functions of the National Committee for the Reduction of Food Losses and Waste:

• Promote the development of an action plan to prevent and reduce FLW

• Quantify, assess and monitor FLW in the main national value chains.

• Establish and promote cooperation agreements, public and private partnershipsfor innovation and technology and awarness.

• Facilitate the experiencies exchange and lessons learned on FLW prevention and reduction at territorial, national and regional level.

• Promote the open dialogue between all the stakeholders looking forward todevelop policy guidelines for FLW management.

V. NEXT STEPS…..

Construction of baselines for causes and impacts of FLW

Promote the institutionalization of the intersectorial National Committee,with public and non-public actors, as well as their institutionalizationthrough guidelines of technical standards.

Establish public-private partnerships for the development of innovationand technology for the prevention and reduction of FLW.

Linking the parliamentary fronts and other public and non-public actorsto push for bills that aim at the prevention of FLW.

More involment and coordination in the framework of the RegionalAlliance, continuing with the awarness campaigns, capacity development,research and development
