    Dipman, Thompsonand Clark met in regular adjourned session. No regular meeting washeld January 4 because of weather conditions. James Walker brought in 4th quarterlyreport for Road & Bridge Dept. Total expenditures for the quarter $54,731.24.The following persons were in concerning applying for the noxious weed supervisorposition. (1) Nathaniel Williams (2) Larry Schenkel (3) Robert Redger (4) KentLichenwa1ter. Jack Clock & Harold Erway were in to discuss the Swanson property asadvertised in the Tiller & Toiler. No bid was submitted as the county has more againstthe property than they wanted to pay at this time. After discussing other routinematters, the Board adjourned to January 11, 1971.

Louis James, Co.Attorney, in with information in regard to Swanson property. Draus Ehert in withCivil Defense end of year report. At noon, County officials beginning their firstterm along with officials beginning new terms were sworn in. Lois Miller is the newClk. of Dist. Court &Leona Niedens begins her first elective term. The Board ofCounty Commissioners reorganized. HowardThompsonto serve as chairman and Edgar Clarkas Secretary. Gerald Horning, PIt. Grove Twp. Trustee, in for Snowglaze for snow plow.SamHouf in to thank County Road Dept. for cleaning snow off National Guard Armoryparking. Kenneth Showalter took pictures of new county officers and county commissioners.Cliff Manry in to see Howard Thompsonin regard to trip to Garden City. Ed Petersonvisited regarding land valuation in Sec. 4-22-16. James Walker, Road Supervisor, andCOmmissioners decided to open all driveways in plowing snow out of roads if necessary.Mr. Geo , Place with Foster-VanGundy engineering dept. in regarding bridge inspections.W. Marilyn Koett called inregard to an extension phone in her back office. This has been taken care of. Mr.Robert Redger was hired as Noxious WeedSupervisor and Civil Defense Coordinator bothpositions to be effective February 1. Salary - WeedSupervisor $500.00 per month/Civil Defense Coordinator $50.00 per month. Civil defense phone number listing hasbeen changed and will be the same as the Noxious WeedDept. number 285-2014. WeedDept.office and phone located at 615 E. lOth st. James Fairchild, retiring supervisor, leftcheck for $12.25 to balance books from prior audit. County Commissioners have designatedthe three PawneeCounty banks as depository banks for the period ending on the secondMondayin January 1973.     Di.pnan, Thompsonand Clark met in adjourned session. Mr. Clark goes to Pratt to attenda district noxious weed meeting and a mental health meeting in the evening. James Fair-child, retiring weed supervisor, also attended. Melvin Keller, 1311 Park, Larned,contacted commissioners in regard to the janitor position. He was given an applicationform to complete. Louis James, Co. Attorney, gave the commissioners a prepared resolu-tion and a deed to be signed by the County Clerk to convey the County's interest in theSwansonReal Estate in case of sale. (same to be conducted MondayJan. 25, 1971 at 1:30P. M. Ronald Young, County Clerk, discussed salary increases for all employees otherthan officials (elected) within the courthouse. Said he favored some raise in additionto the Blue Cross-Blue Shield benefits. No decision made at this time. HowardThomp-son, Russell Dipman& James Walker checked with Harry Marconet regarding the sheriff'scars. One has been received and was being serviced for use. Mr. Marconet gave titlepapers to both cars and HowardThompsonsecured license tags for both. Mr. Thompsonwill contact The Bauer Insurance Agency of Burdett in regard to the Comphrehensive Ins.The Bauer Agency now carries the county fleet insurance. Howard, Russell & James Walkerviewed the Arkansas River bridge. Mr. Walker feels that its replacement should be ourfirst concern due to its condition. The Board adjourned to Mo y January 25, 1971.

    Twobids were submitted on Swanson property. W. B. Weaver's bid of $2,325.00 was higher;Clock & Erway made a bid of $2,300.00. The following order was signed by the Board.

    WHEREAS,after jUdgment was duly entered in case numbered 9283 in the District Courtof Pawnee County, Kansas, wherein the Board of County Commissioners of Pawnee County,Kansas, was plaintiff and Arlyn Conard, et a.l., were defendants, foreclosing the lien ofthe plaintiff for delinquent taxes, interest, and costs upon the property described inplaintiff's petition, a public sale was conducted by the Sheriff of Pawnee County,Kansas, on July 13, 1970, as by law provided on the unredeemed lots -Andtracts of realestate described in said petition; and,

    WHEREAS,no other bids were made at said sale in excess of the amount of judgmentlien, interest, and costs against the real estate hereinafter described, said county wasthe successful bidder for the following described tracts, to-wit:

    All of Lots Twenty-Eight (28) and Thirty (30) and the West Half of LotThirty-Two (32), Block Seven (7) of Scott and AdamsAddition to the Cityof Larned, Pawnee County, Kansas; .

    which sale and bidding-in of said tracts was subsequently approved and confirmed by theDistrict Court in and for Pawnee County, Kansas; and,

    WHEREAS,the Board of County Commissioners of said county has negotiated a privatesale of said real estate to W. B. Weaver for cash in hand in excess of the originalamount of the jUdgment, lien in said case and interest thereon as provided by law, plusthe amount of the costs set forth in the order of sale and plus all subsequent taxesand special assessments on said real estate that were not included in said judgment,which amount is the highest and best offer received for the purchase of said tracts;and,

    WHEREAS, such private sale is authorized by K.S.A. 79-2804 (f) and all of the require-ments and conditions of said statute have been met.

Station is open from 7 A.M. to10 P.M. seven days a week. Harold Lamfers, Bucher &Willis Engineering, in discussingbridge inspection. Clinton Smith visited in regard to dumping sand for storage at schooldist. #18 (USD496)-Brick school. -Sawmill Twp.- Also discussed 18" X 30' culvert west ofRoy Sell driveway. Co. JamesWalker presented road agreement with pipelineco. for laying pipeline along road right-of-way. Cliff Manry, County Agent, visited inregard to Township& County Officials meeting on roads and spraying of weeds. Meetingdate set for March 25, 1971. Dennis Heinrichs visited. He has to go to Lyons, Ks, inthe afternoon. Dave Griffin, Berry Tractor Co. salesman, called. The companyis planninga trip for County Commissioners & Engineers to the Gallion factory March 2nd & 3rd or 22nd& 23rd. Dan Lewien with Marconet Motor Co. and Dilwyn Baugher with Robbins Ford Inc. werepresent for opening of bids on a pickup truck for the road dept. Shank Bros. Chevrolet ofBurdett had the low bid of '$1,850.00 with automatic transmission; $1,690.00 with standardthree speed transmission. County Comnissioners and County Attorney agreed to purchase pinsand medals for county spelling contest with personal funds. Cost not knownat this time.Other routitine matters were discussed before adjourning to Thursday February 18, 1971.

Walter Crawford called in regardto oil lease on svh 9 & NVh 16-21-16, the county farm. Offered $2.00 per acre lst year &$1. 00 per acre thereafter. First notice for bids published Feb. 19th. Bids to be openedMarch 8, 1971. Louis James, County Attorney, will take care of leasing county farm.DonBomancalled to see about work.     Dipman, Thompsonand Clark met in adjourned session. James Walker, Road Supervisor, inwith road reports and permit to acquire property for road improvements and bridges. CliffordAtteberry-, Sheriff, in to see about repairing Sheriff's car that was wrecked. Commissionerswill decide later whether to repair or trade. Robert Redger, WeedSupervisor, in with StateHighwaycontract for spray-ing highway; also presented the 1970 Annual WeedReport. Mr. Red-ger will have ~ailroad spray-ing contract at a later date. He reports that tanks on spraytrucks are in bad shape; maybe able to clean and treat them. Oliff Atteberry will get bidfrom B & B Salvage on wrecked sheriff's car and report at a later date. Other routine matterswere discussed by the Board before adjourning at 5:00 P. M. to MondayMarch 1, 1971.

Noland appeared on her appeal of the valuation on thesEa 17-22-18. Commissioners voted to makeno change. Appeal of C. F. Kristufek was heldat 2:30 P.M. Cliff Manry called to make the arrangements for the tripto Hays on Thursday September 16. Mr. Manry also discussed prairie dog control & methodsof control. All land now classified as upland cultivated. Cliff Manry, County Agent,called in regard to prairie dog poison. His office will send out follw up letters.Mrs. Helen Schulz called in regard to troublesome neighbors and some one killing cats.Cats which are not all hers have been thrown on her porch at 1102 Fry. She would like tosell and buy other property or sell a vacant lot to raise funds for building a garage forher car. Her problem was discussed with welfare director. Mrs. Schulz is in poor healthand receives welfare assistance. County Commissioners visited Nat'l Guard Armory andpurchased some repairs for chairs furnished by the county and kept at the Armory. Comm.also checked on some needed repairs to driveway, etc. Byron Ne1sm, Schendel "ExterminatorCo. of Great Bend, called to check on County Homefor control of cockroaches, termites andother insects. He will report back to Commissioners later. Dr. Robert Harder, StateWelfare Director, called for conference. Commissioners checked with him in regard tofurnishing a list of names and addresses of welfare clients to certain committees. To datewe cannot do this. Dr. Harder will check on the possibility of this. Christmas basketcommittee the only one considered. Kenneth Dreese said that he was filing a complaint againstWIn. Keller for firing a rifle to harass Dreese's son when he is riding his minibike inthe pasture ownedby Pawnee County but rented to Jim Kirby. Commissioners received astatement from the Crawford-McDonaldInsurance Agency for 1 3 year policy dated Oct. 10and another of co-insurance dated Oct. 20, 1911 in the amount of $30,000 for the buildingand $4,000 for equipment .. combined premiumof $78.00 per year.
