Foreign Licensing & Host Nation Agreements (HNAs) USG entities are obligated to secure HNAs and/or specific
transmit licenses for their in-country satelite earth stations prior to commencing operations
Commercial satellite is only area where USG users are required to obtain HNAs Failure to get HNA =
no protection from interference possible interception and potential violation of int’l and local laws
Fines of up to $500,000 Seizure of Equipment “International Incident”
DISA will not release satellite capacity until HNA is in hand

HNA/License Types HNA/Licensing process is different in every country
Our mandate = HNA/licensing should never prevent government from operating on their schedule
Host Nation Agreement Permission for a foreign government to “use” the resources needed in
a country, granted at sole discretion of host country.
Frequency Clearance/License for Earth Station Approval required by regulator in host country for specific piece of
telecom equipment that utilizes radio spectrum.
Satellite Landing Rights Granted to satellite operators, give right to radiate satellite signals
over the country.

Host Nation Approval HNA is based on the following conditions:
Reciprocity and U.S. foreign policy How country uses the spectrum being requested
Interference issues Commercial vs. military frequencies
Equipment How it is being used Location
HNA is required for military & diplomatic agencies Timing:
Anywhere from 2- 12 months Short term or temporary use authorization may be available,
can be granted by Host Nation in days

Earth Station Licensing Authorization for any piece of communications equipment
radiating towards a satellite must be secured Application Procedure
Typical information required: Satellite & terminal Frequencies & bandwidth Location & purpose Technical information such as EIRP, gain, AZ & EL, etc
Often issue is what entity can hold license 3rd party, USG, local operator
Fees Timing: from 1 to 12+ months

Form DD1494 & Use on Bases I filled in my DD1494 so now I don't need an
HNA, right? WRONG! COMMERCIAL satcom use is NOT coordinated by
military spectrum managers My terminal is being used on a military base in
the host nation, so I don't need an HNA, right? WRONG! HNA still required even if terminal is used on a
base, Embassy, etc – anywhere in country Not sure, have a question? ASK ME!

Examples of Local HNA Requirements
Iraq & Afghanistan: HNA is now required for US & NATO military users
Germany, Italy: Frequency clearance/assignment from local regulator required
Djibouti, Denmark, Australia & New Zealand: No HNA required for ku-band (14.0 GHz-14.5 GHz) VSATs under 2.4m Larger terminals may require HNAs
