Abstract. In this paper, we offer a comprehensive and updated review of the impact of fiscal decentralization on the economy, society and politics. Our first target is the examination of two crucial and yet unsolved issues in the empirical literature on decentralization: the proper measurement of decentralization itself and its potential endogeneity in econometric estimates. Then, we discuss the main existing findings on the effects of decentralization on a relevant list of socio-economic issues. The impact of fiscal decentralization reforms on political institutions and public policies is also considered. Complete answers on the impact of fiscal decentralization are not likely to be certain but, overall, there are reasons to be optimistic about the net positive result. Our survey by necessity has to be selective but it presents a balanced view of what is known and what is not yet known opening room for further research and practice on fiscal decentralization.

Judgment and decision-making research has a long tradition in management and represents a substantial stream of research in entrepreneurship. The foundation of our review is built on 186 articles, which we identified by searching keywords and references to central and highly cited articles (e.g., Cohen et al., 2000; Levin et al., 1987; Teece, 1986) published between 1980 and 2011 and available in online research databases including ABI/INFORM, EBSCO, Business Source Premier, JSTOR, and Science Direct. The set of 186 articles was then refined by verifying (a) that each manuscript was published in a top-tier management or economics journal, (b) that it represented a highly cited working paper or book chapter with more than 500 citations or was notable unpublished research (Coff, Lee, & Hayward, 2007; James, 2011; James & Shaver, 2011), and (c) that the abstract ensured that each manuscript focused on value capture research. The above process resulted in a subset of 100 articles central to the discourse on value capture mechanisms. The excluded 86 articles include those that focus on financing as an outcome variable or on innovation in general (as opposed to the primary value capture mechanisms).


The keywords used in the search include absorptive capacity, appropriability, appropriation, citation, commercialization, complementary assets, deterrence, diffusion, disclosure, firm value, idea market, innovation, intellectual property, knowledge, lead time, learning, licensing, litigation cost, patent, patenting, performance, R&D, research and development, secrecy, signaling, spillover, technological change, technological opportunity, and technology.

Although a growing literature explores occupational identity, or the overlap between “who we are” and “what we do,” this literature has not fully considered how occupational identity may interact with technological change. In this paper, we explore this interaction, asking how an occupation’s identity shapes and is shaped by its interactions with a new technology. We focus, specifically, on the relationship between librarians and Internet search.
