Introduction

At the current time, the Democrat Party has a sizable majority in both the Colorado State

House and the Colorado State Senate. This has lead to the far-Left majority pushing extreme

measures through the legislature; among these are SB-025 (firefighter collective bargaining), SB-213

(education reform), SB-252 (increasing alternative energy quotas), HB-1224 (high-capacity magazine

ban), and HB-1229 (universal background checks). These bills have been highly criticized by many

Coloradoans, and the legislature was so liberal in the 2013 session there was talk of a movement for

northern Colorado counties to secede from the state. While this movement has since lost momentum,

the fact that it was discussed as seriously as it had been demonstrates how taken aback the citizens

of Colorado were by the extremism of the legislature.

The best way to restore the balance of power in Colorado and remove the one-party rule

currently in place is for the minority party to take a majority in the Colorado Senate. There are

seven State Senate districts currently held by Democrats that opponents could potentially capture in

2014: Senate District 5 (currently held by Gail Schwartz), Senate District 11 (currently held by John

Morse, who is fighting a recall at this time), Senate District 16 (currently held by Jeanne Nicholson),

Senate District 20 (currently held by Cheri Jahn), Senate District 22 (currently held by Andy Kerr),and Senate District 24 (currently held by Lois Tochtrop). Senators Schwartz, Morse, Tochtrop, and

Newell will be ineligible to run for re-election due to term limits, leaving their seats open and

without the incumbent advantage. If the current minority party can capture just 3 of these seats and

hold on to the 15 seats they already have, they can give themselves a 1-vote majority (18-17),

allowing the state senate to block extreme bills that would pass under one-party rule.

The information in this report looks at the donations from public sector unions to these five

seats in the 2010 election, as well as donations to all House and Senate races in the 2012 elections. It

is important to note that the districts have changed since the 2010 elections after re-districting, so

the electorate will be different in these races will be different in 2014. There is no doubt, however,

that they will still be highly competitive races and the public sector unions will pour money intothem (this is evidenced by Senate District 22, where re-districting greatly increased Democrat

presence; the district went from receiving no public sector union funds to one of their biggest

targets).

This report also looks at how each member voted on two bills particularly favored by public

sector unions. Senate Bill 25 requires that all fire districts allow collective bargaining if the union

requests it. While it was previously allowed by some districts by their own choice, it is now required

and the process of collective bargaining is written in the bill and enforced by the state. Senate Bill

213 is a massive education reform bill requiring near one billion dollars in increased spending on

education.

Included at the end are the amounts spent by public sector unions on lobbying for FiscalYear 2013 (July 2012-June 2013). Public sector unions spent over $277,000 on lobbying in this fiscal

year. This number is small in comparison to some other industries (according to a recent report from

Ethics Watch, oil and gas spent over $1.06 million on lobbying in the same period), but it isnt

atypically low. Public sector unions likely dont need to lobby excessively for two reasons: they win

favor with politicians with large campaign donations, and the majority of the public has no problem

with them (unlike oil and gas companies, ranked the most disapproved-of industry by the most

recent Gallup poll on the subject), so they have little reason to go directly to legislators during the

session to influence the bills crafted.

The lobbying figures for the Public Employee Retirement Association (PERA) have also been

included. PERA, while not technically a public sector union, serves the same people and has many

similar goals to public sector unions, and their influence is strong.

While public sector unions are not the most powerful players in Colorado state politics, they

are certainly not to be overlooked. Not only do they spend considerable amounts of money to

influence state politics (they spent over $800,000 in the 2012 cycle and over $2.7 million in the 2010

cycle), but it pays off. Bills such as Senate Bill 25 and Senate Bill 213 are very big victories for them,

and with these and similar bills we can see the revenues of the unions (and, by consequence, their

political contributions) increase. In order for the current minority party to win the Colorado Senate

and restore balance to the Capitol, they will have to know what they are up against and how best to

counter against it.

TEACHERS UNIONS:

Colorado Education Association:

The Colorado Education Association (CEA) is the state chapter of the National Education Association (NEA). The

CEA is a teachers union with over 40,000 members throughout Colorado. The annual dues for membership are

$23. The CEA donated more money than any other teachers union in the 2012 election cycle with $146,825 in total

political donations. In addition, they spent over $135,000 in lobbying for the 2012-2013 fiscal year. It was recently

announced that the CEA has pledged $250,000 for the campaign to pass Initiative 22, a $950,000,000 tax increase

for K-12 education.

Colorado Federation of Teachers:

The Colorado Federation of Teachers is the state chapter of the national American Federation of Teachers. They

pledged $58,600 in the 2012 election cycle, $14,000 of which went to the Colorado Democratic Party and the rest

went to individual candidates, all of which were Democrats.

Jefferson County Education Association:

The Jefferson County Education Association is a local unit of the CEA based in Jefferson County. In 2012 they gave

over $27,000 to State House and State Senate races alone.

Pueblo Education Association:

The Pueblo Education Association is a local unit of the CEA based in Pueblo. They put a total of $19,500 into the

2012 election cycle.

Denver Classroom Teacher Association:

The Denver Classroom Teacher Association is affiliated with the CEA and the NEA serving almost 3,000 teachers in

Denver public schools. In the 2012 election cycle they gave $5,000 to the Colorado Democratic Party and $12,500to individual candidates, all representatives of the Democratic Party.

Boulder Valley Education Association:

The Boulder Valley Education Association is the official representative of teachers in the Boulder Valley School

district. In 2012, they made $15,250 in political donations, all going towards Democrat candidates and causes.

Brighton Education Association:

The Brighton Education Association is a local unit of the CEA based in Brighton. Their 2012 election donations

totaled at $10,825.

Pikes Peak Education Association:

The Pikes Peak Education Association is a local member of the CEA and the NEA representing teachers in the areas

surrounding Pikes Peak. They gave $9,500 to State House and State Senate Candidates in the 2012 election,

exclusively going to Democrat candidates.

Saint Vrain Valley Education Association:

The Saint Vrain Valley Education Association is a CEA and NEA affiliate based in Longmont, Colorado. Their 2012

donations total to $8,950, all given to Democrat candidates and causes.

Poudre Education Association:

The Poudre Education Association is a CEA and NEA local branch based in Fort Collins, Colorado. In the 2012

election cycle they donated $7,300 to Democrat candidates for State House, State Senate, and State Board of

Education.

Pueblo County Teachers Association:

The Pueblo County Teachers Association represents educators from the Pueblo County school system. They gave

$5,500 to Democratic candidates in 2012.

District Twelve Educators Association:

The District Twelve Educators Association is an affiliate of the CEA and the NEA based in the Adams 12 Five StarSchool District. They gave $3,800 in political donations in 2012.

FIRE FIGHTERS UNIONS

Colorado Professional Fire Fighters

Colorado Professional Fire Fighters advocates for fire fighters throughout the state. They were the largest political

contributor of any public sector union in 2012, giving $179,300 to Democratic candidates and causes. In addition,

they spent $25,000 on lobbying in the 2012-2013 fiscal year and managed to get a bill passed that allowed

collective bargaining for fire fighters unions.

West Metro Fire Fighters Local 1309

West Metro Fire Fighters is a local chapter of the International Association of Fire Fighters in Lakewood, Colorado.

In 2012 they donated a total $6,500 to 3 candidates.

Fire Fighters Local 3

Fire Fighters Local 3 is a local chapter of the International Association of Fire Fighters based in Pueblo, Colorado.

They gave $4,500 to candidates in the 2012 election cycle.

Littleton Fire Fighters Small Donor Committee:

The Little Fire Fighters Small Donor Committee was set up by the fire fighters union in Littleton, Colorado to make

political donations on behalf of the union. In 2012 they gave $4,500 to Linda Newell, a Democratic State Senator

from Senate District 26 who was not up for re-election.

South Metro Professional Fire Fighters Association:

The South Metro Professional Fire Fighters Association, also known as the International Association of Fire Fighters

Local 2164, is the fire fighters union for Englewood, Colorado. In 2012, they gave $2,500 to Linda Newell.

Colorado Springs Professional Fire Fighters, also known as International Association of Fire Fighters Local 5,

represents fire fighters in the Colorado Springs area. They gave $2,200 to Daniel Kagan, a Democrat representative

of House District 3.

Thornton Professional Fire Fighters Local 2376:

International Association of Fire Fighters Local 2376 represents fire fighters in the Thornton area. They gave $250

to Steve Lebsock, the Democrat representative of State House District 34.

Colorado Wins SDC:

Colorado Workers for Innovative and New Solutions is a union that represents over 31,000 state employees. The

Small Donor Committee allows them to make political contributions. They donated $83,480 across 48 candidates

for Colorado State House and State Senate in 2012, 44 of which are now in office.

AFSCME Council 76:

The American Federation of State, County, and Municipal Employees (AFSCME) Council 76 is the Denver, Colorado

based state branch of the national union for government workers from the state level down. In 2012 they donated

$57,000 to Democrat candidates for State House and State Senate.

AFSCME:

The national headquarters of the American Federation of State, County, and Municipal Employees is based in

Washington, D.C. They put $54,975 towards Democrats running for State House and State Senate in Colorado in

2012.

Service Employees Local 105

The Service Employees Local 105 is the Denver-based branch of the Service Employees International Union with

over 6,000 members representing health care and property service workers. They made $39,500 in political

donations in 2012, $9,000 going to the Colorado Democratic Party and $30,500 going to Democratic candidates for

State House and State Senate.

Colorado Association of Public Employees

Colorado Association of Public Employees represents public employees. They donated $6,000 to Democratic

Methodology

Campaign Contributions

I began my search by going to followthemoney.org, National Overview, Colorado 2012. Under

Election Summary I looked both at the House and Senate figures separately. Used the Election

Status filter and entered won to only look at those candidates who are now in the state legislature.I went to each candidates page and used Table 3: Contributions to narrow my search; I selected

Public Sector Unions under the Labor section and clicked View Selected Contributions. I clicked

Summarize by Contributor at the top of the page to more easily record the total amounts spend by

each organization. The contributions were recorded, organized first by size of the contribution, then

alphabetically by the name of the contributing organization. All contributions from individuals who

listed a public sector union as their employer were aggregated into one contributor.

Lobbying Figures

The lobbying figures were found by using the Colorado Secretary of State Websites Online

Lobbyist System (http://www.sos.state.co.us/lobby/Home.do). I would Search by Principal to search

all the public sector unions that donated in the 2012 election cycle, from the list I complied in my

previous search. I looked at the disclosure reports for the months of July 2012 through June 2013

(Fiscal Year 2013) for every individual lobbyist and lobbying firm listed under each principle and

recorded the amount paid by the organization in question for each month. This was done for all

public sector unions found to have lobbied during this period; some did not have lobbyists, and are

therefore not listed.
