A federally funded pre-collegiate program for low income students. Managed by the Colorado Department of Higher Education

17 Pre-Collegiate Advisors in 12 high schools

The Colorado GEAR UP model focuses on exploration, exposure and experience with an emphasis in college readiness, careers, and study skills.

National Educational Goals

American Graduation Initiative By 2020, lead the world in the percentage of citizens with a college

credential

Estimates show this will take enrolling at least 1 million more students in college per year

Complementary goal of 5 million additional community college graduates by 2020

Better prepare high school students to complete college level work

All Americans to complete at least one year of postsecondary education

Increase institutional capacity by decreasing years to complete degree programs

Student goals

Graduate from high school completing all Colorado Higher Education Admissions Requirements (HEAR)

Develop career interests, preferred majors, and study skills necessary to succeed in college

Enroll in one college class every semester starting in 2nd semester of their high school sophomore year

Earn at least 12 college credits by high school graduation (to qualify for Colorado ASCENT legislation)

Progress through developmental (remedial) education needs while in high school

Programmatic goals

Manage individual student progress and deliver daily college readiness curriculum, assuring students are best prepared to earn a collegiate degree

Partner with high schools and local colleges to implement one or more concurrent enrollment course available to every GEAR UP student starting 2nd semester sophomore year

Align high school course requirements with an accompanying college course (80% match) so they can be offered for dual credit

Prepare and credential high school teachers to perform as college adjuncts

Create and install stacked developmental education courses (ENG/REA/MAT) so students have the opportunity to enter college level courses directly after high school graduation

Develop access and support partnerships with colleges so students have lower cost of attendance as well as increased campus support regarding academic and personal issues

Each school is assigned 1-2 pre-collegiate advisors

Approximately 2 advisors for every 200 students

Advisors are provided incentives based on student performance, and can earn merit pay by improving results in the following areas:

94% of juniors and 92% of seniors completed a college course, with 82% earning a C or better.

Spring 2010

95% of sophomores and 90% of juniors completed a college course, with 88% earning a C or better.

90% of juniors completed a college course, with 79% earning a C or better in more rigorous courses

80% of sophomores completed a college course, with 77% earning a C or better

College Credit Initiatives

Developmental education courses (continued)

Offer ENG, REA and MAT 030/060/090 stacked, self-paced courses, where students can complete more than one level per semester (online)

While these courses are not for college credit, they are required for those who do not qualify to take introductory college courses

Completing these courses while in high school rather than during their first year of college saves time and tuition dollars

College Credit Initiatives

College Level Exam Program (CLEP) Colorado GEAR UP is a designated CLEP testing center, able to

administer all CLEP tests at all partner high schools Students send scores directly to GEAR UP and preferred colleges

High schools will be able to administer tests for all students, not only Colorado GEAR UP students

Spanish Language CLEP Test 88% of the bilingual Colorado GEAR UP student population

successfully passed the test at their high schools, earning either 6 or 12 college credits 36% of those who tested will earn 6-8 credits, depending on the

school they attend 52% of those who tested will earn 12-16 credits, which equates to

more than a full semester of college credit 4230 college credits were earned through the Spanish CLEP test

Colorado State House Bill 1319/ASCENT

Purpose

To develop a broad-based concurrent enrollment structure inclusive of all previous state programs

To create a 5th year college credit program where eligible students, upon completion, receive a high school diploma and an associate’s degree

Colorado GEAR UP student services, dual enrollment courses, and developmental courses all prepare students to utilize this legislation

College Access and Support Partnerships (In-State and Out-of-StateNegotiations)

Over 20 universities and community colleges in 13 states are in negotiations with Colorado GEAR UP to provide enhanced financial and academic support services for GEAR UP students from their transition into college through graduation Access

Reporting mechanisms

Pre-collegiate advisors track student services in a database system

Data is logged daily and reports are generated bi-weekly

Data collection includes 27 categories which captures all contact hours regarding case managing, college readiness curriculum, college coursework and summer programs

Database holds student profile information including contact information, grades, GPA, test scores, scholarships

Used as a tool to acknowledge success and implement strategies for improvement

Programmatic accomplishments are sent to district and school administrators

Program evaluation

The GEAR UP Survey

GEAR UP students, parents and a control group participate in an annual survey administered by a contracted evaluator who assesses the data and generates findings

Results consistently show that Colorado GEAR UP students are more knowledgeable about college options and better prepared to succeed
