What A special referendum question to

authorize the School District to raise

funds through the sale of bonds to

finance the “Collingswood Com-

munity Outdoor Enrichment” facili-

ties program is planned for Tuesday,

March 13, 2018.

The scope of the work is the culmi-

nation of the district wide long range

facilities plan and public participation

which enhances our school facilities

and provides much improved out-

door recreation opportunities

throughout the community.

The Referendum includes the follow-

ing projects:

Extensive Construction at the Mid-

dle/High School to remove a deteri-

orating high-school stadium structure

and construct a new multi-purpose

turf field using cork infill and a 6-

lane track; to re-orient existing fields

outside the stadium, adding a sec-

ond, multi-sport turf field using cork

infill; to reconfigure the existing soft-

ball and practice fields to maximize

use of our current space; to address

ADA concerns throughout the facili-

ty; to improve basketball courts,

lighting, and fencing, drainage, utili-

ties, paving and curbing. The play-

grounds at all 5 elementary

schools will be improved with new

Safety System surfaces.

Building Improvements at Stadi-

um Field include new grandstands

& press box, a 1-story building with

team rooms, rest rooms and conces-

sions, and a new special education

life skills classroom with attached

storage.

The local share cost of Building Im-

provements is $13,044,327.

Now is the Time The Board of Education took consid-erable time studying the need for this project, soliciting community input, and adjusting the project scope based on community input. The positives in this economic cli-mate are that interest rates are near historic lows and we can take ad-vantage of that now by supporting the Collingswood Community Outdoor Enrichment program.

Impact on Your Taxes The District’s financial advisors have made a preliminary analysis of the costs of the $13.7 M bonds, minus the debt service aid, over 20 years. The tax impact on the local average assessed home of $229,150 is $194 per year; or $84.66 per $100.000 of assessed value (not sales value).

The Referendum amount on which we will vote, is the total cost of $13.7 million. We have made applications for debt service aid and anticipate that the State of New Jersey will pay up to 5% of the cost of all eligible projects approved as part of the aid program. That is $664,600. These payments are made in annual installments.
