Gold project
• Allocation model being discussed by the Research Policy Group– Eligible research organisations in receipt of RCUK OA block grants are
expected to establish institutional publication funds, and processes to manage and allocate the funds available for OA charges and other publication costs.
– Institutions may use the block grant in the manner they consider will best deliver the RCUK Policy on Open Access in a transparent way that allocates funds fairly across the disciplines and across researchers at different stages in their careers.
– RCUK expects that the primary use of the block grant will be for payment of APCs.
– We expect research organisations in receipt of an RCUK OA block grant to comply with the monitoring arrangements that will be put in place by the RCUK for this policy.

Gold project
• Allocation model being discussed by the Research Policy Group– Two models proposed• Pro-rata top-up to all existing grants• Institutional Publication Fund
– RPG and Heads of Colleges making this decision
![Page 16: College of S&E: Library Committee Special meeting on Open Access Theo Andrew Open Access Implementation Manager Stuart Lewis Deputy Director Library &](https://reader036.vdocuments.mx/reader036/viewer/2022081602/55162d45550346b2068b4b31/html5/thumbnails/16.jpg)
Governance
• Research Policy Group has taken ownership of the issue– RPG Open Access sub-group formed to oversee
implementation– Chaired by Jo Shaw
![Page 17: College of S&E: Library Committee Special meeting on Open Access Theo Andrew Open Access Implementation Manager Stuart Lewis Deputy Director Library &](https://reader036.vdocuments.mx/reader036/viewer/2022081602/55162d45550346b2068b4b31/html5/thumbnails/17.jpg)
Publications PolicyBeing re-written by the RPG OA sub-group in response to changes in the funding environment:
1. Authors should not sign copyright transfer agreements with publishers that do not allow the author and the university sufficient rights to re-use the publication for local purposes such as teaching, research and promotion. This can be achieved through the use of a suitable licence, such as a Creative Commons licence.
2. Authors must include a record in PURE for all peer-reviewed outputs produced, including a reference (such as a DOI or publisher URL) to the open access version of each output.
3. Authors are required to upload into a PURE either a copy of the final accepted peer reviewed version or a copy of the publisher final version of their outputs (where permitted to do so by publisher agreements). This version will be made available for public access via the Edinburgh Research Explorer where allowed.
4. Authors are encouraged to record and deposit an electronic copy of non-peer-reviewed research outputs, particularly where this may be useful for raising the profile of research and to help increase the impact of University research activity.
5. The exact phrase “University of Edinburgh” should to be included when identifying the address of the originating institution on all research submitted for publication.
6. The appropriate finance account codes should be used for the recording of open access publication fees incurred either outwith or within the duration of the grant.

![Page 19: College of S&E: Library Committee Special meeting on Open Access Theo Andrew Open Access Implementation Manager Stuart Lewis Deputy Director Library &](https://reader036.vdocuments.mx/reader036/viewer/2022081602/55162d45550346b2068b4b31/html5/thumbnails/19.jpg)
The response from publishers
• Introduction of new discount schemes– Elsevier:• Pay for estimates cost of 45% Gold• Calculated using last year’s publication profile
• All RCUK funded papers will be published for free• Potential 55% saving on APC cost
• No double dipping policy• Removing page / colour / figure charges
