Sir,College of Engineering & Technology, Bhubaneswar invites sealed quotations from reputedbooksellers/distributors having valid registration with National/State Federations Membershipwith Good Offices Committee(GOC) or any other recognized national body for supply of booksto its library during the year 2012-13.The booksellers/distributors must have experience of supply of books to Central/StateUniversities, Autonomous Academic institutions of higher learning in the field of Science andTechnology.

The Technical Bids are to be opened at the first instance and evaluated by competent Committeeor Authority. At the second stage Financial Bid of only technically qualified bidders will beopened for further evaluation and selection of supplier(s).

1. The offers may be submitted in TWO-BID SYSTEM i.e Technical Bid and FinancialBid in terms library discount .

2. Each page of the documents submitted must be signed by the bidder or his authorizedrepresentative with seal.

3. The Principal, CET Bhubaneswar reserves the right to amend or withdraw any of theterms and conditions contained in the quotation or to reject any or all the quotations inwhole or in part without giving any notice or assigning any reason.

Important Instructions1. Quotations are invited under two bid system i.e. Technical Bid and Financial Bid. The

interested book sellers/ distributors are advised to submit Technical Bid in a sealedenvelope superscribing as – “Technical Bid for supply of Books to Library of CET,Bhubaneswar”. The Financial Bid to be submitted in a separate envelope superscribingas “Financial Bid for supply of Books to Library of CET, Bhubaneswar”.

2. The two sealed envelopes (Technical Bid and Financial Bid envelopes) should becovered under one large sealed envelope superscribing as QUOTATION FOR SUPPLYOF BOOKS TO LIBRARY OF CET, BHUBANESWAR FOR THE YEAR 2012-13”..

3. The Technical Bids are to be opened at the first instance & evaluated by competentCommittee or Authority.

4. At the second stage, Financial Bid of only technically qualified bidders will be openedfor further evaluation and selection of vendors for empanelment.

5. The quotations should be signed by the authorized person and his full name and status shouldbe indicated below his signature along with the official seal.

6. Incomplete and conditional offers will be rejected. Quoting unrealistic rates will be treated asdisqualification

7. If at any point of time any of the documents furnished by the bidder is found to be false, itwould be deemed to be a breach of terms of contract making the firm concerned liable forlegal action besides termination of contract.

8. No bidder will be allowed to withdraw after submission of bids/opening of the tender, failingto maintain this discipline, the supplier may be blacklisted.

9. Quotations may be submitted at the office of the Library, CET during 09.00 AM to 01.30 PMor may be sent by post/courier addressing to the Principal, College of Engineering &Technology, PO- Ghatikia, Bhubaneswar-751003 which should reach on or before 01.30PM. of 26-07-2012. Quotations received beyond the scheduled date and time will besummarily rejected.

Legal dispute settlement:While the purchaser and the vendor shall make every effort to resolve amicably by direct informalnegotiation, even then in any disagreement or dispute arising between them under or in connectionwith the contract shall be settled under the Court of Law within its Jurisdiction at Bhubaneswar,Odisha. The resultant contract will be interpreted under Indian Laws.

Terms and conditions

1. More than one bidder may be selected for books on the basis of highest discount offeredwhich shall constitute a panel of supplier.

2. The discount is on printed price / catalogue price as applicable.3. The discount offered should match in figure and words. In case of any deviation between

figure and words, the offer in respect of that particular publication may be invalid.4. The discount columns in respect of any publisher which is not intended to be quoted

against should be written as “NA”.5. In case of foreign publications, the rate of conversion of foreign currencies to Indian

currency shall be according to GOC rate.6. If the foreign published books have Indian prints / publication, the supplier has to supply

the books of Indian prints.7. For the foreign published books, the supplier has to give the certificate / undertaking that

the books have no Indian prints / publication.8. Where the printed price of books is not available, the supplier has to produce the

publisher’s catalogue / original invoice of the publisher for the verification of the cost ofthe books.

9. The books will be delivered at CET library. The cost of packing, forwarding includingdelivery of books shall be borne by the supplier.

10. The latest edition / printing of books shall be supplied. Preference may be given for thelibrary edition books, if available. All the books of same title should have the sameyear of printing. Variation in the year of printing will not be accepted.

11. The supplier has to supply all the books placed in the purchase order preferably in onelot. For the non supply of books, the supplier has to furnish the certificate from thepublisher concerned regarding the non-availability / out of print status of such books.

12. Old and defective books if found at any stage even after the stock entry and stamping willhave to be replaced by the supplier at his own cost failing which the party may bedebarred to participate in the purchase of books in the coming years.

13. Books are to be supplied within one month(45 days in case of foreign publication) fromthe date of issue of purchase order.

14. The payment will be made only after successful supply of books against the purchaseorder as per above terms and conditions and upon submission of invoice in duplicate.
