Why study at the College of Europe? The academic quality and the variety of its postgraduate European

study programmes are renowned worldwide. The College of Europe is the most genuinely ‘European’

of all the university institutes of European studies: it attracts a highly qualifi ed pan-European faculty

and welcomes students from across the entire continent and further afi eld; it enjoys a truly European

atmosphere on its Bruges and Natolin (Warsaw) campuses, and it can rely on its unique network

of personal and institutional relationships developed, throughout Europe and beyond, over the past

57 years. As the careers of many of its alumni illustrate, the College degree opens up rewarding

The College of Europe welcomes high level speakers to both

its campuses, many of whom use the occasion to further the

European debate. The College also organises conferences and

seminars where practitioners and students enter into critical

dialogue and a direct exchange of views over issues affecting

European integration and international relations.

It was the world’s fi rst university institute of postgraduate studies

and training in European affairs, and remains unique and innovative

to this day. The College’s origins date back to the 1948 Hague

Congress when Salvador de Madariaga, a Spanish statesman,

thinker and writer in exile, proposed the establishment of a

College where university graduates from many different countries

could study and live together.

A group of Bruges citizens led by the Reverend Father Karel Verleye

were successful in attracting the College to Bruges and Professor

Hendrik Brugmans, one of the intellectual leaders of the European

Movement at the time, became the fi rst Rector of the College of

Europe (1950-1972). In the wake of the changes in Central and

Eastern Europe following the fall of Communism, at the invitation

of the Polish government and with the support of the European

Union, a second campus was opened in Natolin (Warsaw) in 1994.

The College now operates as ‘one College – two campuses’ and

what was once referred to as the ‘esprit de Bruges’, is now known

as the ‘esprit du Collège’.

Il fut le premier institut d’études et de formation postuniversitaire

spécialisé dans les questions européennes. Il demeure unique et

innovateur dans son domaine. La création du Collège remonte

au Congrès de La Haye de 1948 quand Salvador de Madariaga,

homme d’Etat espagnol, penseur et écrivain exilé, eut l’idée

d’établir un Collège où des diplômés universitaires de différents

pays pourraient étudier et vivre ensemble.

Un groupe de brugeois, conduits par le Révérend Père Karel Verleye,

The College of Europe is characterised by its academic independence, its bilingualism, the diversity of its teaching staff and its multicultural environment, which together create a genuine European ‘microcosm’.

The academic programmes of Bruges and Natolin (Warsaw)

provide students with a specialised grounding in the European

dimension of their fi elds of study, as well as an in-depth

understanding of Europe in all its complexity. By working together

in an international community of students, teaching assistants,

faculty and staff members from all corners of the continent and

beyond, students experience Europe at fi rst hand and benefi t from

a wide range of teaching methods and challenging teamwork and

negotiation exercises.

Graduation from the College of Europe brings with it membership in an active, contemporary world-wide network. The formal training aside, alumni are never more than two phone calls away from informed, off-the-record, informal, inside briefi ngs on just about every contemporary aspect of European activity or development across the whole gamut of the system.

Student body

Entry requirements and rigorous selection procedures ensure that

students who are recruited are of the highest calibre. The student

body, around 300 students in Bruges and just over 100 in Natolin,

refl ects a variety of cultures and a variety of personal experiences.

Across both campuses, students come from over 45 different

countries and speak a number of languages. All have completed

a university degree in a fi eld appropriate for participation in the

College’s postgraduate programme, and many already hold a

postgraduate degree. Their average age is 25.

Academic life

The one year programme lasts from September to the end of June

and is taught in English and French. To be awarded the diploma of

the College, students must take oral and written examinations at

the end of each semester, and submit a Master’s Thesis in English

or French. This is the product of individual research, mainly

conducted in the second semester, under the supervision of a

faculty member. The programmes are enriched by study trips to

the European institutions and, for students at Natolin (Warsaw),

also to neighbouring countries. In addition, due to the College’s

extensive network of contacts, students also have the opportunity

to meet policy-makers, practitioners, and representatives of the

business community who often come as guest lecturers.

sévères assurent un recrutement de première qualité. Pluralité des

cultures et diversité des expériences caractérisent les étudiants du

Collège, qui accueille aujourd’hui environ 300 étudiants à Bruges

et un peu plus de 100 étudiants à Natolin. Ceux-ci représentent

plus de 45 nationalités, et ils parlent plusieurs langues. Ils

sont tous titulaires d’un diplôme universitaire dans un domaine

correspondant au programme postuniversitaire du Collège et un

grand nombre est déjà titulaire d’un diplôme de troisième cycle.

Leur âge moyen est de 25 ans.

Vie académique

Le programme se déroule de septembre à la fi n juin et est

enseigné en anglais et en français. Pour obtenir le diplôme du

Collège, les étudiants doivent réussir les examens oraux et

écrits à la fi n de chaque semestre et présenter un mémoire en

anglais ou en français. Celui-ci est le produit d’une recherche

individuelle, principalement menée durant le deuxième semestre

sous la direction d’un professeur. Aux programmes d’études

s’ajoutent des visites aux institutions européennes et, en outre,

pour les étudiants de Natolin (Varsovie), un voyage d’étude dans

les pays voisins. Grâce au réseau étendu de contacts du Collège,

les étudiants ont aussi l’occasion de rencontrer des hauts

responsables, des praticiens, et des représentants du monde des

affaires qui viennent au Collège pour donner des conférences.

The College provides a fi rst taste of Europe at work (and at play); it offers students a thorough grounding in the Union’s policies and institutions within a multicultural environment echoing the day-to-day reality of an increasingly integrated Union.

Campus life

Each year, students on both campuses organise a number of

conferences as well as a series of national events and other

social activities celebrating the diverse cultural, musical and

gastronomic heritages of their respective countries. Student-

organised debates, plays and sporting events are also important

features on the annual student calendar.

In recent years, students have formed a fi lm club, a student

choir, and have been actively involved in social issues. These

activities are supplemented by College-organised study trips

and exchanges between the campuses. Teams of students also

participate in international academic competitions such as the

European Law Moot Court, and students have the possibility of

publishing papers in ‘Collegium’, the College’s academic journal.

Student representatives are elected to act as liaisons between

the administration and the students.

Residential life

The College’s residential life is a vital component of the student

experience. By living in student residences, students from across

Europe and beyond live and work together, in the classroom, in the

residences, and in the College as a whole. The intensity of this

personal experience and interaction ensures that students become

familiar with the full cultural and social diversity of Europe and

learn how to operate in an international environment.

La vie au campus

Chaque année, les étudiants des deux campus organisent une série

de conférences, des soirées nationales et des événements sociaux

variés qui mettent à l’honneur les patrimoines culturels, musicaux

et gastronomiques de leur pays respectif. Des conférences,

des débats, des pièces de théâtre et des rencontres sportives,

organisés à l’initiative des étudiants représentent également des

moments importants dans le programme annuel.

Au cours d’années récentes, des étudiants ont formé un groupe

de cinéphiles, un choeur estudiantin et se sont engagés dans

des activités à portée sociale. En outre, des voyages d’étude

et des échanges entre les deux campus sont organisés. Des

équipes d’étudiants participent à des concours académiques

internationaux comme le ‘European Law Moot Court’. Les

étudiants ont également la possibilité de publier le fruit de leur

travail de recherche dans le ‘Collegium’, le journal académique du

Collège. Les étudiants élisent des représentants, qui ont un rôle

d’interface entre l’administration et les étudiants.

Libraries

The libraries of the College of Europe contain one of the world’s

best collections of information related to European studies with

65.000 volumes and 1.600 periodicals. Information resources

available, in both print and electronic form, focus principally on

European law, economics, international relations and diplomacy,

and politics and administration, with a special focus at the

Natolin (Warsaw) campus on EU neighbourhood policy and issues

regarding the role of the EU as a regional actor after the 2004

enlargement. Both libraries host European Documentation Centres

linked to a worldwide network that are supported by European

Union institutions and are continuously updated. In addition,

they have ready access to information from other international

organisations. Internet access is extensively available in both

libraries.

Bibliothèques

Les bibliothèques du Collège d’Europe contiennent avec leurs

65.000 livres et 1.600 périodiques l’une des meilleures collections

au monde relatives aux études européennes. Les sources

d’information disponibles, sous forme imprimée et électronique,

portent principalement sur le droit, l’économie, les relations

internationales et diplomatiques, et les sciences politiques et

administratives dans leurs aspects liés à l’Europe. Les questions

liées à la politique de voisinage de l’Union européenne et au rôle de

l’Union européenne comme acteur régional après l’élargissement

en 2004 sont davantage mises en relief à Natolin (Varsovie). Les

bibliothèques disposent de centres de documentation européenne

reliés à un réseau mondial soutenus et approvisionnés par

l’Union européenne, et ont également un accès permanent aux

informations émanant d’autres organisations internationales.

All students are allocated their own room with a private bathroom.

In addition, each room has a private telephone number, network

and internet access. Each residence also features a common

room as well as a kitchen area, equipped with refrigerators and

a microwave.

Culture and recreation at your doorstep

The campus in Bruges, with its seven halls of residence, is located

in the historic centre of what is one of the most beautiful cities in

Europe and a former ‘European Capital of Culture’. The campus in

Natolin with its two halls of residence form part of a 120-hectare

historical park and nature reserve, situated in the southern part

of Warsaw. Both cities house excellent theatres and concert

buildings, as well as numerous museums, and offer a wide variety

of cultural events. For Bruges students, Brussels is one hour away,

whereas Natolin students can reach the centre of Warsaw in

thirty minutes.

Culture et divertissement au seuil de votre porte

Le campus de Bruges et ses sept résidences sont situés dans

le centre historique de l’une des plus belles villes d’Europe,

ancienne ‘Capitale culturelle de l’Europe’. Le campus de Natolin

ainsi que de nombreux musées et offrent un grand choix de

est à une heure, tandis que les étudiants de Natolin peuvent se

rendre au centre de Varsovie en une demi-heure.

I remember Bruges mostly for the friendship and the fun. It was a magical moment that still stands suspended in time. Whenever I return, which is often, I still half-expect to meet my younger self crossing the Markt with my fellow students. It was a period of camaraderie and discovery; a mix of idealism and endeavour which has guided me personally and professionally ever since. The theme was Europe, but the experience was universal.

The Careers Service provides College students and graduates with

the necessary tools to prepare them for a successful professional

career. Throughout the academic year, students are supported in

developing their individual career plan and in their job search.

In the fi rst semester, seminars are offered on how to create a

career plan and on how to research the job market, as well as

interactive workshops on cover letter and C.V. writing. The second

semester features a seminar on interview skills, accompanied by a

simulation job interview. Job search strategies are also presented.

In addition, the Careers Service has strong links with the College

Alumni Association and organises a number of presentations by

former students on various aspects of the job market and the

current work environment, as well as the special considerations

of the European job market. A ‘Networking Evening’ organised

on both campuses gives students the opportunity to meet alumni

from a variety of professional sectors which helps them in the

determination of their career path.

During the second semester student C.V.s are collected and

distributed to prospective employers, and recruitment events are

organised to help students in the fi nal step of their job search. Job

offers, which often stem from the alumni network, are distributed

to students and alumni on a weekly basis.

Throughout the year students can also take advantage of the

‘Careers and Languages Centre’, which features books on every

aspect of the job search process, as well as language self-

learning materials for numerous languages that students can use

to improve their language skills.

Le Service Carrière met à la disposition des étudiants du Collège

une série d’outils indispensables à la défi nition d’un projet

professionnel enrichissant. Il les prépare de manière intensive,

pendant toute l’année académique, à l’accès au marché du travail

en leur apportant une réponse adéquate à chaque étape de leur

recherche d’emploi.

Pendant le premier semestre, des séminaires sont organisés

sur l’importance du projet professionnel et de la recherche

d’information. Des ateliers interactifs sont également consacrés

à la rédaction des C.V. et de la lettre de motivation. Le second

semestre voit se dérouler un séminaire sur les techniques

d’entretien accompagné de la possibilité de participer à des

simulations individuelles d’entretien d’embauche. Les stratégies

de recherche d’emploi sont également abordées. Le Service

Carrière travaille en collaboration avec l’Association des Anciens.

De nombreuses présentations par des anciens sont organisées

portant sur les conditions particulières du marché du travail

européen. Une ‘soirée networking’ est organisée sur les deux

campus et donne la possibilité aux étudiants de rencontrer des

anciens issus de secteurs d’activité variés leur permettant ainsi

de défi nir avec plus de précision leurs projets futurs.

Durant le second semestre, le Service Carrière rassemble les

C.V. des étudiants pour les présenter à des recruteurs potentiels.

Des événements carrières (rencontres avec des employeurs) sont

également organisés durant cette période. Des offres d’emploi

émanant pour beaucoup du réseau des anciens sont distribuées

hebdomadairement aux étudiants et aux anciens.

Pendant l’année académique, les étudiants ont également la

possibilité de bénéfi cier des services du ‘Centre des carrières

et des langues’ qui rassemble des livres et des publications de

référence sur tous les aspects d’une recherche d’emploi ainsi que

du matériel pour l’apprentissage des langues.

Attending the seminar on C.V. writing was benefi cial to me for two reasons: I learnt that it is better to adapt your C.V. to the offer you are answering to instead of sending standard C.V.s. I also now better understand how a recruiter may read my C.V., especially when it is one among hundreds, and how I could best get his attention. Finally, the advice from the Careers Service always provided us with a little trick to make the C.V. unique...

In Bruges, the academic programmes are built around four Departments

of European Studies: Economics, Law, Politics and Administration, and

International Relations and Diplomacy. Students enrol in one of them.

There is also a possibility for certain students in law or economics to

participate in the European Law and Economic Analysis Specialisation.

As a rule, students take one course each semester in European General

Studies. Upon completion, students are awarded the ‘Master of Arts

in European Economic Studies’, ‘Master in European Community Law

(LL M)’, ‘Master of Arts in European Political and Administrative

Studies’ or ‘Master of Arts in EU International Relations and Diplomacy’

respectively.

Bruges

The Bruges campus, with its seven halls of residence, is situated in the

heart of a medieval city, less than one hour from Brussels and the European

institutions.

The European Economic Studies Programme aims at an in-depth

specialisation in the economics of the European Union. The programme

offers a comprehensive coverage of European economic integration,

including the process, policies, market functioning, liberalisation

and regulation. All courses provide a blend of economic analysis and

critical in-depth reviews of EU policies and, where relevant, of the

European economy in general. The programme focuses on European

public policy, and a number of courses pay explicit attention to its

implications for business strategies.

In the fi rst semester, students take fi ve compulsory courses covering

European Economic Integration, European Institutions and Law,

European Macroeconomic Policy, Economic Institutions and Policies of

the EU Internal Market, and an Introduction to Quantitative Methods.

In the second semester, students choose four courses from a list of

twelve options. These explore in greater detail, and at an advanced

level of economic analysis, many of the policy areas and issues in

European economic integration. In addition, students are required to

write a Master’s Thesis in the framework of one of these four courses.

Students also participate in European General Studies. Before the

start of the academic year, the department organises an intensive

refresher course in intermediate micro- and macro-economics for

those students whose prior background might not be suffi cient to

follow this programme.

Le programme d’études économiques européennes offre aux étudiants

une spécialisation approfondie en économie de l’Union européenne.

Il envisage l’intégration économique européenne sous ses différents

aspects, comprenant processus, politiques, fonctionnement des

marchés, libéralisation et régulation. Tous les cours combinent

analyse économique et examen critique des politiques de l’Union

européenne et, lorsque cela est pertinent, de l’économie européenne

en général. Une grande importance est accordée aux politiques

publiques européennes, et un certain nombre de cours traitent de leurs

implications pour la stratégie des entreprises.

Au cours du premier semestre, les étudiants suivent cinq cours

obligatoires, portant sur l’intégration économique européenne, les

institutions et le droit européen, la politique macro-économique

Etudes juridiques européennesEuropean Legal Studies

The European Legal Studies Programme provides students with an

in-depth education in European law, the teaching methods being

similar to those used in North American law schools. The programme

establishes a balance between the economic and the constitutional

aspects of European law. The Legal Studies Programme emphasizes

both the increasing complexity of EU Law and the context in which

it is evolving. It should be noted that the programme is particularly

demanding and requires extensive individual preparation in advance

of each class.

In the fi rst semester, students take four compulsory courses covering:

the Four Freedoms, the European Institutions/Constitutional Law of

the EU, Community Litigation, and Competition Law, the latter running

throughout the academic year. In the second semester, students take

a compulsory course either on the External Relations of the European

Union or on Competition Law in the Public Sector and choose three

seminars from a list of twenty options, which explore, in greater

detail, many of the areas covered in the core curriculum. Students

are required to write a Master’s Thesis in the framework of one of

these seminars. Compact seminars are also offered on an optional

basis in the second semester. Students also participate in European

General Studies. Before the start of the academic year, the department

organises an intensive introductory course for those students whose

prior background in European law might not be suffi cient to follow this

programme.

Le programme d’études juridiques européennes vise à donner aux

étudiants une connaissance approfondie du droit européen. Les

méthodes d’enseignement sont proches de celles utilisées dans des

facultés de droit nord-américaines. Le programme porte tant sur la

dimension économique que sur les aspects constitutionnels du droit

européen. Il met autant l’accent sur la technicité croissante du droit de

l’Union européenne que sur le contexte dans lequel celui-ci évolue. Le

niveau d’exigence est élevé et la quantité de travail requise par heure

Droit européen et analyse économique (DEAE)

European Law and Economic Analysis (ELEA)

Interaction and interdependence between the disciplines of Economics

and Law have become frequent and multi-faceted. Lawyers profi t

from a knowledge of the economic impact of legal rules in such

areas as commercial or company law, and economists benefi t from

an understanding of the institutional legal framework underpinning

different markets and a range of Community policies. Economic

analysis of European law already contributes signifi cantly to policy-

making in the EU and has become a necessary component in several

categories of case-law of the Union.

The ELEA Specialisation aims at generating added value to the

current curricula of both lawyers and economists through a deeper

knowledge and understanding of the other discipline. The purpose is

not to transform lawyers into economists, or vice versa. It is rather

to confer an additional degree of sophistication, which will allow

them to ‘interconnect’ more easily, and thus be directly useful for

their later work in such areas as competition policy, EU regulation and

liberalisation initiatives or network markets. Students will graduate in

their own departments as lawyers or economists respectively, but with

the added mention ‘with the European Law and Economic Analysis

Specialisation’.

Admission requirements

The ELEA Specialisation is offered to a limited number of students

of the European Legal Studies Department who have an interest

in economics and students from the European Economic Studies

Department who wish to have a better understanding of European

economic law. A more than elementary background in the other

discipline is required in order to be able to communicate with each

other and create an academically stimulating atmosphere in class. Only

those students who are not required to follow the introductory courses

in their respective department may apply for the specialisation. This

provision may be waived if the applicant shows proof of exceptional

skills.

L’économie et le droit sont devenus deux disciplines aussi interactives

qu’interdépendantes. S’il est indispensable pour les juristes de

connaître l’impact économique des normes juridiques dans des

domaines tels que le droit commercial ou des entreprises, il est tout

aussi important que les économistes acquièrent une connaissance des

structures juridiques sur lesquelles reposent les différents marchés et

politiques communautaires. L’analyse économique du droit européen

contribue déjà de façon signifi cative à l’élaboration des politiques

au sein de l’Union européenne et elle s’est même imposée comme

une composante essentielle de la jurisprudence de la Cour de Justice

européenne dans de nombreux domaines.

La spécialisation DEAE entend conférer, par l’approfondissement

des connaissances et une meilleure compréhension de l’autre

discipline, une valeur ajoutée à l’actuelle formation en économie ou

en droit. L’objectif n’est en aucun cas de transformer les juristes en

économistes ou inversement. Il s’agit plutôt d’ajouter un degré de

sophistication supplémentaire qui permettra à des juristes et à des

économistes de se comprendre plus facilement et ainsi d’accroître leur

chance de trouver dans le futur un emploi dans les domaines du droit

de la concurrence, de la régulation européenne et des initiatives de

libéralisation, ou encore des marchés en réseaux. Les étudiants seront

diplômés dans le cadre de leurs départements respectifs en tant

que juristes ou économistes, mais avec la mention supplémentaire

‘Spécialisation en droit européen et analyse économique’.

Conditions d’admission

La spécialisation DEAE est ouverte à un nombre limité d’étudiants

du département juridique qui montrent un intérêt particulier pour

l’économie ainsi qu’à un nombre limité d’étudiants du département

d’économie souhaitant approfondir leur connaissance du droit

économique européen. Les étudiants sélectionnés pour cette

spécialisation doivent avoir une bonne connaissance de l’autre

discipline pour faciliter la communication et créer une atmosphère

académique stimulante en classe. Seuls les étudiants auxquels il

n’aura pas été recommandé de suivre les cours d’introduction dans

leurs départements respectifs pourront se porter candidat à cette

spécialisation, à moins de démontrer des qualités académiques

exceptionnelles.

Introductory course / Cours d’introduction

Before the start of the academic year, ELEA students follow a two-week special intensive course in the other discipline: lawyers in economics, with an emphasis on micro-economics, and economists in European law.

ELEA students will have to follow a European general course designed especially for them in two blocks of six hours in each semester (24 hours altogether). This course will be taught by H. Kaelble in French and will cover the historical background for comparing European national societies, and contemporary European social and cultural specifi cities in the international context. European Political and Administrative Studies

The European Political and Administrative Studies Programme provides

students with a comprehensive understanding of the institutions and

major policies of the European Union and its role at the international,

national and regional levels. Successful applicants primarily come

from an academic background in political science, European studies,

public administration or history. The programme aims in particular to

prepare students for a career in European or national administrations,

non-governmental organisations or the private sector.

During the fi rst semester, students follow compulsory courses covering

three main topics: Politics and Policies of the European Union, European

Institutional Law and the Political Economy of European Integration.

The fourth compulsory course, taken at the beginning of the second

semester, deals with Negotiation Processes in the European Union in

the form of an interactive simulation exercise. This encourages students

to put into practice their knowledge of complex EU decision-making

procedures as well as to develop interpersonal and communication

skills through intensive teamwork and networking.

In the second semester, students choose three courses from a list of

nineteen options that allow them to specialise, based on their academic

interests. In addition, students are required to write a Master’s Thesis

within the framework of one of the eight research seminars. Students

also have the opportunity to participate in a number of compact

seminars on specifi c subjects. Students also participate in European

General Studies. Before the start of the academic year, the College

offers an intensive introductory course for those students whose

prior background in political science or European affairs might not be

suffi cient to follow this programme.

Le programme d’études politiques et administratives européennes

offre aux étudiants un enseignement couvrant le fonctionnement des

institutions de l’Union européenne et les politiques les plus importantes,

ainsi que le rôle de l’Union européenne au plan international, national

Le quatrième cours obligatoire aborde le processus de négociation

au sein de l’Union au début du deuxième semestre sous la forme de

jeu de simulation interactif. Ce cours permet aux étudiants de mettre

en pratique leur connaissance des procédures complexes de prise de

décision au niveau de l’Union européenne et les amène à développer

leurs compétences en matière de communication et de travail en

réseaux et en équipes.

Au deuxième semestre, les étudiants suivent trois options à choisir

parmi dix-neuf cours qui leur permettent de se spécialiser selon leurs

intérêts académiques. En outre, les étudiants rédigent un mémoire

dans le cadre de l’un des huit séminaires de recherche. Le programme

du département comprend également un éventail de séminaires

intensifs abordant des thèmes plus spécifi ques. Les étudiants prennent

également part aux études générales européennes. Avant le début de

l’année académique, le Collège offre un cours d’introduction intensif

pour les étudiants dont la formation antérieure en sciences politiques

ou affaires européennes pourrait ne pas être suffi sante pour suivre ce

programme.

Le Collège d’Europe n’est pas seulement un lieu où l’on étudie l’Europe mais aussi où on la construit au quotidien. Etudes en relations internationales et diplomatiques de l’Union européenne

EU International Relations and Diplomacy Studies

The EU International Relations and Diplomacy Studies Programme provides specifi c knowledge of the European Union as an actor in the international environment, as well as skills in international negotiations and diplomacy. The programme thus aims at a comprehensive understanding of the EU’s external relations bringing together an interdisciplinary analysis of its internal decision-making processes with developments in the broader context of international relations and diplomacy. Successful applicants primarily come from an academic background in political science, European studies, law, economics or history or are seconded from international organisations and national foreign services.

During the fi rst semester, students follow three out of four introductory courses, the compulsory courses set out below as well as a language course. During the second semester, students choose fi ve optional courses which explore selected topics from the areas of security and justice, foreign economic relations, bi- and multilateral diplomacy, or professional skills in greater detail. They also complete their language course. In addition, students are required to write a Master’s Thesis.

In addition, students spend the month of March on the Natolin (Warsaw) campus where they participate in an interactive simulation game, an intensive course on the EU Neighbourhood Policy and a study trip to a neighbouring country.

Language requirements

All students entering this programme should have a minimum of ‘Common European Framework level C1’ in English. Students are admitted with an elementary level of French provided they follow an intensive French course in the summer before entering the College and a French course throughout the academic year. A level of B1 in French must be achieved to graduate. Those with a B1 level of French at the start of the academic year will have to choose between beginners level German (A2), Russian (A1) and Spanish (A2).

Le programme d’études en relations internationales et diplomatiques porte spécifi quement sur l’Union européenne en tant qu’acteur sur la scène internationale, sur les négociations internationales et la diplomatie. Ce programme vise à donner une compréhension approfondie des relations extérieures de l’Union européenne en associant une approche interdisciplinaire des modes de prise de décision interne et une analyse plus large du contexte international et diplomatique. Les candidats admis à ce programme ont principalement une formation universitaire en science politique, études européennes, droit, économie ou histoire, ou seront détachés d’une organisation internationale ou d’un ministère des affaires étrangères national.

Au cours du premier semestre, les étudiants suivent trois des quatre cours d’introduction, les cours obligatoires indiqués ci-dessous ainsi qu’un cours de langue. Au cours du deuxième semestre, les étudiants choisissent cinq cours à option où ils approfondissent certaines questions dans les domaines respectivement de la sécurité et de la justice, des relations économiques extérieures, de la diplomatie bilatérale et multilatérale ou de la formation professionnelle. Ils achèvent aussi leur cours de langue. En outre, les participants rédigent un mémoire.

Les étudiants passent le mois de mars au campus de Natolin (Varsovie) où ils participent à un jeu de simulation interactif, un cours intensif sur la politique de voisinage de l’Union européenne et un voyage d’étude dans un pays voisin.

Exigences linguistiques

Tous les étudiants de ce programme doivent au moins avoir le niveau C1 en anglais selon le ‘Cadre européen commun de référence’. Les étudiants sont admis avec un niveau minimum de français à condition de suivre un cours de langue française durant l’été qui précède leur entrée au Collège et un cours de français tout au long de l’année académique. Un niveau B1 en français doit être atteint avant la fi n de l’année. Ceux qui disposent d’un niveau B1 en français devront choisir entre un cours élémentaire d’allemand (A2), d’espagnol (A2) ou de russe (A1).

The course in International Relations and Diplomacy offers students the opportunity to ana-lyse the impact of the EU as an emerging international actor and to study the policies and priorities of the EU in the world. European General Studies

The European General Studies Programme prepares students in Bruges

to go beyond the specialised training received in their department

of studies. It gives them the opportunity to work in interdisciplinary

and multicultural teams and to participate with fellow students from

other departments in common courses, seminars and workshops. The

choice of subjects, professors and different forms of interdisciplinary

interaction allows students to discover approaches and methods

different from their discipline and to acquire a more complete

understanding of Europe in all its complexity. European General

Studies is centred around three main domains: European History,

Europe and the World, and Changing European Societies. Participation

in European General Studies is obligatory. In the fi rst semester,

students are asked to choose one introductory course and, in the

second semester, one seminar. Each seminar analyses European and

global issues through case studies and presentations given by guest

lecturers and professionals in their specifi c domain.

Le programme d’études européennes générales prépare les étudiants

de Bruges à dépasser la formation spécialisée qu’ils reçoivent dans

leur département d’études. Il leur donne l’occasion de travailler au

sein d’équipes multidisciplinaires et multiculturelles en participant

aux séminaires et à des ateliers communs avec des étudiants d’autres

départements. Le choix des thèmes, des enseignants et des différentes

formes d’interaction interdisciplinaire permettent aux étudiants de

découvrir d’autres approches et méthodes que celles de leur discipline

et d’acquérir ainsi une vision plus complète de l’Europe dans toute

sa complexité. Les études européennes générales sont centrées

autour de trois axes thématiques: l’histoire européenne, l’Europe et

le monde, et les sociétés européennes en mutation. La participation

aux études européennes générales est obligatoire. Les étudiants

choisissent un cours d’introduction au premier semestre et participent

à un séminaire au deuxième semestre. Chaque séminaire analyse des

problèmes européens et internationaux au moyen d’études de cas et

d’exposés faits par des conférenciers invités, experts et acteurs dans

leur domaine respectif.

26Natolin academic programme Le programme académique à Natolin

The Programme in European Advanced Interdisciplinary Studies in Natolin gives postgraduate students the opportunity to specialise in questions related to European integration beyond traditional disciplinary borders. The Natolin (Warsaw) Campus is situated in a new EU Member State and close to the EU’s eastern border, and thus offers the possibility to explore the political, economic, and social developments of Central and Eastern Europe as well as the European Union’s new neighbourhood relations.

The training in core disciplines is given in the fi rst semester when all students follow fundamental courses on EU institutions and policies, economics, law and sociology. The teaching in the fi rst semester is completed by courses on European civilization and selected questions of regional history, linking historical and cultural aspects of European heritage as a background to contemporary challenges.

In the second semester students choose one of the fi ve thematic majors. These majors are interdisciplinary and focus on selected areas of specialisation. All students also follow a course on European geopolitics.

Exam sessions take place after the fi rst and second semesters. To qualify for the Master of Arts degree, students write a Master’s Thesis within one of their courses to deepen their specialisation.

The course programme of European Advanced Interdisciplinary Studies is completed by different academic activities such as guest lectures and study trips.

The Natolin programme accepts university graduates with a background in a wide range of disciplines, such as law, economics, political science, history, social sciences, philosophy, geography, linguistics, or journalism, demonstrating a high academic level and a keen interest in European affairs.

Le programme d’études européennes interdisciplinaires approfondies à Natolin offre aux étudiants de troisième cycle la possibilité de se spécialiser aux défi s majeurs de l’intégration européenne au-delà des frontières disciplinaires. Le campus de Natolin (Varsovie) est installé dans un nouvel Etat membre de l’Union européenne et à proximité de la frontière est de l’Union européenne. Il donne la possibilité de se familiariser avec le développement politique, économique et social de l’Europe centrale et orientale ainsi qu’avec les nouvelles politiques de voisinage de l’Union européenne après son élargissement.

La formation multidisciplinaire de base se déroule au premier semestre où tous les étudiants suivent des cours fondamentaux traitant des domaines centraux des études européennes: institutions et politiques de l’Union, économie, droit et sociologie. L’enseignement du premier semestre est complété par des cours d’histoire et par un cours de civilisation européenne qui analyse les aspects historiques et culturels de l’héritage européen à la lumière des défi s contemporains. Au second semestre les étudiants choisissent une des cinq fi lières de spécialisation. Elles ont un caractère interdisciplinaire mais se concentrent sur des domaines particuliers de spécialisation. Tous les étudiants suivent également un cours de géopolitique.

Des sessions d’examens ont lieu après le premier et le second semestre. Pour obtenir le ‘Diplôme d’Etudes Européennes Interdisciplinaires Approfondies’, les étudiants doivent également écrire un mémoire dans le cadre de l’un de leurs cours, ce qui leur donne une possibilité additionnelle de spécialisation.

Le programme d’études européennes interdisciplinaires approfondies est complété par différentes activités académiques comme des conférences et des voyages d’étude.

Le programme de Natolin est ouvert aux diplômés universitaires de disciplines variées: droit, économie, sciences politiques et sociales, histoire, ainsi que philosophie, géographie, philologie, journalisme ou équivalent. The strongest impression about the Ukraine trip was observing how people live outside the border of the European Union and understanding where we would have been without the European integration. But what was even more impressive was to experience this together with 107 students of different nationalities, all with different study and personal backgrounds, all of whom interpreted this trip from similar or opposite perspectives making it a unique event we all still talk about.

Chair of European CivilisationLa Chaire de Civilisation européenne

The Chair of European Civilisation, funded by the Robert Bosch Foundation and inaugurated in 2002, is based at the Natolin campus. The aim of the chair is to strengthen the historical, philosophical and cultural understanding of the European integration process and its related debates.

The chair, held by Professor B. Geremek, furthers this aim with a course on ‘Civilisation européenne – héritages et perspectives’. In addition, the chair organises conferences, debates and seminars with leading European intellectual and political fi gures for College students and external attendees. Each May, an international conference is organised in Warsaw.

Finally, the chair, in close cooperation with the Bruges campus, has developed the ‘Visions of Europe’ project which launches a wider European debate on certain key issues of European integration.



La Chaire de Civilisation européenne, fi nancée par la ‘Fondation Robert Bosch’, a été établie en 2002 au campus de Natolin. Le principal objectif de la chaire est l’approfondissement des aspects culturels, historiques et philosophiques du processus d’intégration européenne et des débats afférents.

La chaire, dont le Professeur B. Geremek est titulaire, promeut cet objectif par l’enseignement d’un cours sur la ‘Civilisation européenne – héritages et perspectives’. En plus, la chaire organise des conférences, des débats et des séminaires, animés par des personnalités politiques et des intellectuels de renom, destinés aux étudiants du Collège ainsi qu’à un public invité. The Language Services of the College of Europe support students throughout their studies in the two working languages of the College: French and English.

Supplementary courses are offered on both campuses in German and Spanish. Russian is also offered on the Natolin (Warsaw) Campus.

On the Bruges and Natolin (Warsaw) campuses courses are also offered in Dutch and Polish respectively to help students integrate into the local environment.

Students are encouraged to exchange language skills in this linguistically rich environment, and self-access facilities are available to strengthen this. The ‘European language portfolio’ and ‘Europass’ are recommended as tools for self-assessment and for the recording of language skills. In certain cases, students will be able to sit tests for internationally recognised language certifi cates.

Students on both campuses have the opportunity of following communication workshops where an active approach is taken towards professionalising presentation and public speaking skills. Students are fi lmed, and given direct linguistic and skills feedback on an individual basis.

On both campuses students have the opportunity to practice and improve negotiation skills.

The Alliance française in Brussels (CELF), in cooperation with ‘l’Organisation internationale de la francophonie’, organises free courses for students wishing to improve their French before entering the College.

Le Service des langues du Collège d’Europe a pour but d’aider les étudiants pendant leurs études dans les deux langues de travail du Collège: le français et l’anglais.

Des cours supplémentaires d’allemand et d’espagnol sont dispensés aux deux campus. Le russe est également enseigné au campus de Natolin (Varsovie).

Aux campus de Bruges et de Natolin (Varsovie), respectivement, des cours supplémentaires de néerlandais et de polonais sont dispensés, afi n d’aider les étudiants à s’adapter à leur environnement local.

Les étudiants sont encouragés à partager leurs compétences linguistiques dans cet environnement linguistiquement riche et du matériel pédagogique est mis librement à leur disposition à cet effet. ‘Le portfolio européen des langues’ et ‘Europass’ sont recommandés en tant qu’outils d’autoévaluation et de certifi cation des compétences linguistiques. Dans certains cas, les étudiants auront l’occasion de se présenter à des tests conduisant à l’octroi de certifi cats linguistiques internationalement reconnus.

Les étudiants des deux campus ont l’occasion de suivre des ateliers de communication, fondés sur une méthode active, destinée à parfaire la façon de se présenter et de prendre la parole en public. Les étudiants sont fi lmés, avant de recevoir une évaluation directe et personnelle de leurs compétences linguistiques et de communication.

Tant à Bruges qu’à Natolin, les étudiants ont l’occasion de mettre en pratique et d’améliorer leurs talents en matière de négociation.

L’Alliance française de Bruxelles (CELF), en coopération avec l’Organisation internationale de la francophonie, organise des cours gratuits pour les étudiants soucieux d’améliorer leur français avant leur entrée au Collège.

Admission and scholarships Admission et bourses d’études

Admission and selection procedureAll applicants to the College must hold a relevant university degree. Candidates must submit a formal application for admission, which consists of a completed application form (which can be downloaded from www.coleurope.eu) and a number of supporting documents, as specifi ed in the form. All applications must be sent to the selection committee in the candidate’s country or region, before the closing date (normally 15th of January). A copy of the entire application must also be sent to the Admissions Offi ce of the College of Europe (Dijver 11, BE-8000 Brugge, Belgium). Students who do not apply for a scholarship must also send their application to both their selection committee and the Admissions Offi ce of the College of Europe. If there is no local selection committee, applications can be sent directly to the Admissions Offi ce of the College of Europe.After the deadline, the applications are evaluated and the preselection of all candidates is made by the selection committee, in collaboration with the College, on the basis of the documents in the application. Preselected candidates are invited for an interview with the national committee. In most cases, a representative of the College participates in these interviews. The decision to admit a candidate is taken after the interview by the selection board (comprised of the selection committee as well as the College). Applications for admission are valid for one academic year.

FeesFees for one academic year amount to € 16.800 (free of bank transaction costs) and cover tuition (€ 10.800) and board and lodging in a student residence of the College (€ 6.000) (except meals on Sundays and on public holidays in Bruges).

ScholarshipsApproximately 80% of students are granted full or partial scholarships by their national or regional government, EU programmes where applicable, the Flemish Community of Belgium1, and other public or private institutions. Every year, the Inbev-Baillet Latour Fund offers four scholarships to Belgian students admitted to Bruges and Natolin (Warsaw). The Lanckoronski Foundation offers three scholarships to Polish students admitted to the Bruges campus. The Belgium-Hong Kong Society as well as the law fi rms Homburger (Zurich) and Houthoff Buruma (The Hague) offer one scholarship each.

Student loansThe College of Europe, Bruges, has set up a student loan programme in cooperation with Fortis Bank, for students admitted to one of the Bruges programmes, in need of fi nancial assistance to cover the cost of the tuition and fees at the Bruges campus. The College is seeking to develop a similar programme for the Natolin students. For more information, see www.coleurope.eu. Language requirementsStudents interested in EU International Relations and Diplomacy Studies, see page 22.The two working languages of the College are English and French. A good working knowledge of both is an essential condition for admission. The College requires all students to have a level of B2 on the Common European Framework language scales, for both languages. They should demonstrate their language capacities by completing the College of Europe ‘Language knowledge statement’ (downloadable from www.coleurope.eu), and whenever possible, should supply internationally recognised language certifi cates (level B2 or above). See the website (www.coleurope.eu/languages) for more information on accepted tests and where to take them. Please note that student language levels in French and in English are tested during selection interviews, and those students not supplying internationally recognised certifi cates before admission will be obliged to sit College tests on entry, and may be asked to follow language courses. For those students who need to improve their level of French before entering the College, the Alliance française in Brussels and the ‘Organisation internationale de la francophonie’ organise summer courses especially developed with students’ specifi c needs in mind. Exigences linguistiquesLes étudiants étant intéressés aux études de relations internationales et diplomatiques de l’Union européenne, voir page 22.Les deux langues de travail du Collège sont l’anglais et le français. Une bonne connaissance des deux langues est une condition indispensable d’admission. Les étudiants doivent disposer d’un niveau minimum B2 pour chaque langue, selon les échelles d’évaluation du ‘Cadre européen commun de référence’ et doivent démontrer leurs capacités linguistiques en complétant la ‘Déclaration des connaissances linguistiques’ du Collège d’Europe (à télécharger sur www.coleurope.eu), et si possible, fournir des certifi cats de langues reconnus à un niveau international (niveau B2 ou supérieur). Le Service de Développement

Development Offi ce

The Development Offi ce is the interface of the College in relation

to its public and private partners. It offers a dynamic and fl exible

structure allowing the initiation and management of projects and

activities linked to the academic expertise of the College.

The Development Offi ce offers seminars and training courses

targeted at public sector offi cials and decision-makers, as well

as private sector professionals. It delivers consultancy services

and advice in the various domains of European affairs and

manages applied research projects undertaken by the academic

departments. Moreover, the Development Offi ce intervenes in an

innovative way in institutional academic cooperation projects at

the College by regularly organising international conferences and

by participating strongly in EU programmes such as TEMPUS or

ASIA-Link. It is also responsible for the publication of the College

of Europe’s trimestrial academic journal ‘Collegium’, in cooperation

with the teaching assistants of the College.

The Development Offi ce tailors its activities in relation to the

particular needs of its clients. To do so, it calls upon the combined

experience of the College professors, teaching assistants, alumni

and the Offi ce’s own network managed trough its On-line Experts

Database (www.coleurope.eu/experts).

Together with the College’s academic programmes, the activities

of the Development Offi ce contribute to the reputation of the

College of Europe in the fi eld of European integration.

Le Service de Développement est l’interface du Collège par rapport

à ses partenaires tant publics que privés. Il offre une structure

fl exible et dynamique permettant d’initier et de gérer toute activité

et projet liés à l’aire d’expertise académique du Collège.

Le Service de Développement offre des séminaires ou des cours

une importante activité de conseil et d’analyse dans le domaine

les activités de coopération institutionnelle et académique

du Collège en organisant régulièrement des ateliers et des

conférences internationales et en participant de façon intense à

responsable, en coopération avec les assistants académiques du

‘Global Competition Law Centre’ (GCLC)

Global Competition Law Centre (GCLC)

The Global Competition Law Centre (GCLC) is a research centre of

the College of Europe, founded on 1 January 2004.

The aims of the GCLC are:

• to promote legal and economic analysis of competition policy in

the EU and globally;

• to provide a discussion forum for academics, practitioners, and

enforcement offi cers in the fi eld of competition law.

In order to achieve these aims, the GCLC engages in a wide range

of activities, including:

• organising conferences, workshops, and lunch talks on current

topics of competition law;

• publishing a working paper series containing critical and

innovative research in the area of competition law;

• hosting European and non-European scholars wishing to

undertake competition law research.

Administration

Governing bodies

The Administrative Council, presided over by Jean-Luc Dehaene,

Minister of State, Member of the European Parliament and

former Prime Minister of Belgium, includes representatives of

the countries hosting the two campuses in Bruges and Natolin

(Warsaw) and of European governments. It is the highest decision-

making authority, and is responsible for the implementation of

the College’s objectives. The Executive Committee, reporting

to the Administrative Council, ensures the sound fi nancial and

administrative management of the College. The Academic Council

ensures that College-wide education and training standards are

kept at a high level. Rector Paul Demaret directs and coordinates

the College’s activities, and is assisted by the Vice-Rector,

Robert Picht, who is responsible for the day-to-day academic

administration of the campus in Natolin (Warsaw). Academic Sub-

Committees on each campus report to the Academic Council.

ALUMNI ASSOCIATION: a single tree with many roots and branchesThe Alumni Association, with its headquarters in Brussels and eighteen Regional Groups in more than sixteen countries, works within a network of more than eight thousand former students of the College worldwide.The Association serves the European cause both collectively and at a regional level, while playing an active role in the life of the College. The Association fosters this network through its website and a regular newsletter, ‘The College of Europe News’, which it produces together with the College and the Madariaga European Foundation. Elle est au centre d’un réseau de plus de huit mille anciens répartis dans le monde entier. L’Association sert la cause européenne au plan général et à un niveau régional. The Verversdijk buildings of the College of Europe will, from

2007, provide additional auditoria, teaching rooms and offi ces for

academics, research fellows and staff, and will allow the College

to extend its activities.

A partir de l’année 2007, les bâtiments du Verversdijk permettront

au Collège d’Europe de disposer de nouvelles salles de cours et

de séminaires, ainsi que de bureaux supplémentaires pour les

professeurs, chercheurs et membres de l’administration, ce qui

permettra au Collège de développer ses activités.
