C. M. College, Darbhanga: Brief History
Chandradhari Mithila Mahavidyalaya, Darbhanga (Bihar), the Pride of
Mithila, one of the ancient seats of learning not only in Bihar but in the entire
country, the premier institution of L. N. Mithila University, was established in
1938. In fact, it was founded under the auspices of a Citizen's Committee
consisting of distinguished dignitaries of Darbhanga who felt the need of
imparting higher education along the western model while retaining oriental
flavour in the far flung and remote areas of North Bihar. Originally named Mithila
College, it started functioning in a private building at Laheriasarai and was later
shifted to Oval market, Darbhanga near the Tower which houses the C. M. Science
College, Darbhanga at present. The mission of turning a dream into reality could
be fulfilled due to the tireless and unforgettable efforts of Pandit Gangadhar
Mishra, a senior advocate and resident of Saurath (Madhubani) and it is in
deference to his pioneering endeavour and dedication that the college campus is
known as Gangadhar Niketan.
The college got its present name C. M. College because of the munificence
of Late Chandradhari Babu of Ranti Deorhi (Madhubani). Surviving the
constraints of space and financial handicap, the college got a real lease of life
because of the concerted efforts of late Dr. S. K. Sinha, the first C. M. of Bihar
and two distinguished citizens of Darbhanga, Late Kunwar Kalyan Lal and the
then Vice-Chairman of Darbhanga Municipality, Late Surendra Prasad Sinha. As a
result of a long-term deal between the Municipality and the Government, the
College could function and expand without legal encumbrance. Very soon, in the
early fifties the college began to impart Degree Education in four faculties - Arts,
Science, Commerce and Law.
In 1952, the college was separated from the Old Patna University and got
affiliated to the newly formed Bihar University. The first permanent Principal of
the college Dr. B.M.K. Sinha, a professor of English, became the first Registrar of
Bihar University, Muzaffarpur.
The College reached new heights under the new Principal Dr. L. K. Mishra
who had already worked in the college in early forties as a lecturer in chemistry.
During his stewardship, the college turned into a major centre of academic
excellence and in 1962 Post Graduate teaching was resumed in selected subjects of
Arts and Commerce faculties. Incidentally, the college was converted in to a
constituent unit of Bihar University, Muzaffarpur with retrospective effect which
was ratified on 30th March 1962 under the Bihar University Act 1952 Art 4 (13).
Pt. Radha Nandan Jha, the then secretary of the college signed the historic
document.
In April 1965, the then C. M. of Bihar Pt. Binodanand Jha laid the
foundation stone of a huge building on the piece of land known as Paliram Garden
where the present campus of the college is located.

The onward march of the college to progress continued and on 5 August
1972, the college became the nucleus of Post-Graduate teaching in Arts, Science
and Commerce subjects as the long-cherished demand of the people of Mithila
turned into a reality with the creation of Mithila University at Darbhanga. Finally
in 1974, the composite C.M. College was split up into two colleges, C. M. College
(Arts + Commerce) and C. M. Science College.
The entire campus of C. M. College is divided by the river Bagmati into
two parts. The Eastern Part houses the main building of the college along with the
Departments, the boys & girls common rooms, N.C.C. and N.S.S., The Library,
the B.C.A. Centre, The IGNOU office, the Principal's Chamber, the
Administrative Block, the PNB branch, the post-office and the swimming pool.
The College Hostel, Principal's Residence, Teacher's Quarters, a Women's Hostel
(under construction with the U.G.C. Grant.) and sports ground are situated on the
Western Part. Both parts are linked by a bridge in the north side. The College
imparts education from intermediate to post-graduation in most of the subjects of
Arts and Commerce. Every department has its own staff room. A prized
possession of the college is the Auditorium cum Examination Hall with the
Capacity to accommodate 2500 persons which is named in the loving memory of
the two alumni of this college, Late Karpoori Thakur & Lalit Narayan Mishra as
Karpoori-Lalit Bhawan. The Library of the college has over one lakh books with a
spacious and well-furnished reading room.

The College is now entering seventy third year since its inception. It has
been accredited with B++ by NAAC. It is running a U.G.C. Sponsored Remedial
Coaching Programme for ST/SC and economically poor students. The IGNOU
centre of the college with a current strength of 1500 students has been functioning
full fledged since 1997. The BCA centre of the college has been running from the
session 1999-2000. The college also imparts vocational education (sponsored by
the UGC) in Creative Writing and Translation, Library and Information Science,
Journalism, E-Commerce, Foreign Trade and Hospitality and Catering. An
Ambedkar Study Centre is a recent addition to the College. Of late, the College
has become a member of INFLIBNET.
The College has been deeply involved in and committed to the all-round
development of the students. Its students have been excelling in academic fields
and administrative services and have done the college proud. The College, besides
motivating students to join the N.C.C./N.S.S., makes every possible effort to
encourage sports activities and achieve excellence. Our sports men and women
have won laurels at University and Inter-University Meets. Adequate sports
facilities are also provided to all aspiring students who have not sought admission
through the sports quota. The college has excellent infrastructure facilities for
various games like Lawn Tennis, Basketball, Football, Volleyball, Cricket, Judo,
Kabaddi, Athletics and Table-Tennis. Priority in admission will preferably be
given to the above listed games. The College Sports Committee looks after all
activities concerning sports. The college is progressing by leaps and bounds under
the dynamic leadership of the present principal Dr. Shashi Bhushan Singh.

College-Hostel (For Boys Only)

Name of the Hostel Superintendent/Warden -
Hostel accommodation is provided only to students admitted to the college
and ordinarily residents outside Darbhanga. Admission to the hostel is offered
strictly on merit-cum-interview basis subject to the undernoted guidelines framed
by the College Hostel Committee. Allotment of seats to students belonging to SC,
ST, OBC category in made as per reservation norms.
The College Hostel is quite distinct in many respects. It has a well-
furnished common-room, a gymnasium and subscribes to a number of newspapers
and magazines. It also organizes debates, seminars, elocution contest and quiz-
competitions from time to time. Besides, it has been actively involved in
organizing cultural festivities including screening of educative films.
Guidelines
1. Students seeking admission to college hostel should, after their admission to
college, apply in the prescribed form addressed to the superintendent along
with an attested copy of their mark-sheet.
2. The Hostel session is normally of 10 months divided into three terms-
(a) July, August, September, --- First Term
(b) October, November, December --- Second Term

(c) January, February, March, April --- Third Term
3. Hostel-fee for the whole session shall be charged irrespective of the month of
admission.
4. In case of a resident being allowed to stay beyond the 30 th of April on
justified ground, he shall have to pay maintenance charge for the months of
his stay in the hostel on a monthly basis.
5. Students selected for hostel accommodation shall be required to deposit
maintenance charge mess charge and all other fees in the office of the
college. Admission to hostel and allotment of room/seat shall be subject to
the production of the office receipt.
6. Intermediate students and Graduation students shall be offered hostel
accommodation for a maximum of two years and three years respectively.
7. Intermediate students and as well as Graduation students shall have to vacate
the hostel within one week after the completion of their respective final year
examinations.
8. Hostel accommodation shall be offered to students initially for a period of
one year. Admission to the next session shall be subject to the student's
sincerity to studies and observance of discipline.
9. At the time of admission, students shall be required to fill in a declaration
form and shall abide by the oral instructions issued from time-time.

10. Failure to abide by the instruction of the Superintendent/Prefect shall lead to
expulsion both from hostel and college.
11. Any form of ragging of the new/junior residents by the old/senior resident is
an unpardonable offence. Indulgence in act(s) of ragging shall lead to
immediate rustication from the hostel and suitable legal action.
12. On the recommendation of the Hostel Superintendent the Principal can expel
any resident that does not deposit the hostel fee within prescribed dead line
13. The Hostel Superintendent will nominate a senior resident as Prefect who
shall assist the former in maintaining discipline etc.
14. The time from 7AM to 9AM and from 7PM to 9PM is normally the study
period for residents, except when the Superintendent may change it briefly.
15. Residents must stay in their respective rooms during study-periods.
Permission for joint study is subject to approved by the study-periods.

are not allowed to stay in rooms during study-period and the doors of rooms
will not be bolted from inside. Attendance of residents will be marked at
7.30PM and absentees shall report to the Superintendent immediately after
their arrival. No student shall be allowed to stay out of the hostel from
9.30PM to 6AM, failing which shall invite punishment up to expulsion from
the hostel. The main gate of the hostel will be closed at 10.30PM beyond
which no stranger will be allowed inside the premises.

15. Any complaint against a resident or any employee of the hostel should be
lodged with the superintendent who is authorized to punish the defaulter.
Residents are in no way, allowed to exercise the authority to punish one
another.
16. Residents are forbidden to displace / damage plants / flowers / flower-vases.
They must report it to the superintendent in case it happens.
17. No resident shall eat outside of the place ear- marked for the same, except in
case of illness.
18. Residents shall participate in the physical exercises/drills sessions and games
an sports regularly. Exemptions, in case of sickness, can be granted on
production of sickness certificate from the Medical Officer.
19. Residents shall be responsible for the proper up-keep of their rooms.
Breakage of / damage to furniture must be reported to the Superintendent
failing which they shall be penalised.
20. Holding of meetings or issuance of any notice by the residents without the
prior permission of the Superintendent is strictly prohibited.
21. Residents shall not be allowed to have unlawful/banned books, letters or any
other incriminating document in possession.
22. Only such indoor games as the Superintendent permits shall be played in the
hostel-premises. Recital of songs shall be allowed only at a particular time or
the time fixed by the Superintendent.

23. Guests/Guardians or relations of the resident shall stay in the 4 Guest Room
after proper registration. Maintenance charges per day/per bed shall be
realised from them.
25. Women's stay in the hostel is normally prohibited. However, in special
circumstances, the Superintendent may allow them/her to stay.
26. Change of room without the prior permission of the superintendent shall not
be allowed. The Superintendent may, in special circumstances, allow the
same on a written request from the resident.
27. Hostel Accommodation is offered mainly on the basis of marks obtained in
the preceding examination. The Superintendent may, it he desires, ask the
students to get through a written/oral examination.
28. Residents willing to leave for home or any other place in case of illness,
outstation examination, vacation or in any other circumstances must inform
the superintendent in writing stating the purpose and number of days for
which they intend to leave.
29. The Principal/The Superintendent. or an official nominated by him can visit
and inspect any room/rooms of the hostel anytime and anyone/anything
found contrary to the code of discipline shall liable for punishment.
30. The following are the main grounds for expulsion from the hostel.:-
(a) Misconduct or misbehaviour of any nature towards the Superintendent a
teacher or any employee of the College/Hostel, a visitor to the hostel or any

resident, intimidating others, causing disturbances in study, indulgence in
anti-social activities, drinking/smoking or taking recourse to drugs etc. or
possessing such incriminating materials.
(b) Physical assault or threat to use physical force, or use of parliamentary
language against the Superintendent, a teacher or a guest or a resident.
(c) Direct or Indirect violation of the code of discipline.
(d) Violation of the status, dignity and honour of the hostel and airing
grievances in an indecorous way.
(e) Inviting persons of doubtful character to the rooms, providing shelter to
former residents rusticated from the hostel.
(f) Unauthorized absence from the hostel for more than 15 days.
(g) Non-appearance at the exam consecutively for two years.
(h) Keeping T.V. / Music Deck/ Sound box or any other loud musical
instrument or weapons and firearms in the hostel room(s).
College Library
The college library has a rich and variegated collection of over one lakh
books, periodical volumes, manuscripts and rare books. It subscribes to a number
of print journals on Arts, Social Sciences, Commerce and Humanities, besides a
number of National Dailies. There are also specialized subject collections in some
faculties. Efforts are on the make an online catalogue of its collection and a digital

resource mechanism to provide automated circulation and access to the e-journals,
e-thesis and other e-resources. The college is already a member of Inflibnet and
the library is going to be connected soon.
The library facilities are open to all bonafide students of the college. The
students are advised to enrol for membership and obtain library card.
The library has three major categories/sections—A, B, and C with their
respected by-laws. However, the following are the general rules to be followed by
the students:-
1. Students are advised to bring library cards both for borrowing and returning
books. The issuance and return of books will be entered in the card and the student
shall be responsible for it.
2. In case of the borrowed books being damaged disfigured through marking or
lost by the student shall have to replace them with new ones. Further, in case of
the non-availability of the books, the price of the book as decided by the principal
will have to be deposited.
3. Students can borrow books from the library normally for a period of 14 days. If
they need them still more, they can get them re-issued after returning.
4. The Librarian reserves the right to ask for a return of any book/books any time
on a three-day prior notice.
5. In case of the library card being lost, fresh card can be had by depositing Rs.
5/-

6. In case the borrowed book is not returned on time, a fine of one rupee a day for
the first seven days and beyond that two rupees a day per book but not exceeding
100 shall be realised.

Reading Room
There is a spacious, well-furnished reading-room attached to the library, with
a number of open and accessible book-shelves. Students are advised to avail
themselves of the reading room facility.
(A) Poor Boys' Library
This is an inevitable part of the General Library, which caters to the needs of
the poor boys and girls. Information is imparted through a formal notice and
applications are invited from the needy who may submit the duly filled application
forwarded by the professor in charge of their locality within the dead line.
(B) Book-Bank
The Book Bank was established in the college in 1972-73. It has an updated
stock of 2711 books. Its annual entry fee is Rs.1/- which is non-refundable. But
students are required to pay a non-refundable amount as per the under noted rates:-

Receipts can be had from the office. Books from Book-Bank are lent to
students, on the recommendation of the Professor-Incharge for one session. Rules
of Book-Bank are subject to change.
(C) Text-Book Section
There is a separate Text-Book Section in the Library. One text book for only
seven days is issued to a student.
Examination - Department
1. With a view to conducting the examination of the college properly. The
Principal appoints the Controller of Examinations and a few teacher members
to assist the Controller. Examination related information can be obtained
from the Examination Department.
2. It is compulsory for every student to appear at the college-level examinations.
He/She shall be eligible to take the Board/University exams only after
successfully getting through the internal exam of the college.
3. There shall be two internal examinations:-
(a) Mid Term Examinations are generally held in the month of December
and Terminal/Test examination in the month of April.
(b) Appearing at both the examination is compulsory: A student will be sent
up for the final Board/University examination only when he/she scores
the qualifying marks in every subject in either of the two examinations.

Announcement of dates related to the college-level examinations or any
other relevant announcement is made by the order of the Principal from
time-to-time.
4. 75% attendance in classes is a must in order to appear at the Board/
University Exams.
Health-Centre
The college provides the facility of health check-up for students at the
Health centre. Students are advised to consult the following physician (part-time)
in case of need:-

Medical Facilities for students are also available at the University Health Centre
student can avail these facilities through proper channel.
Railway Concessions
1. The College provides Railway Concessions to students desirous of visiting
their parents/guardians during summer vacation, D.P. vacation, Christmas
and Holi Vacation.
2. In order to avail themselves of the concession facility, students are advised
to write the addresses of their parents/guardians clearly in the Admission-
form. Any change in the address must be reported to the office or else

concessions shall be granted as per the address maintained in the admission
form.
3. Students seeking railway concessions should contact the professor-
Incharge, Railway concession for relevant information.
Free Studentship
The College grants free-studentship to poor but meritorious students.
Applications for the grant of free-studentship are invited every year and the
Principal, on the recommendation of the Free-Studentship Committee grants free-
studentship to the deserving students.
Free-Studentship can be withdrawn from the awardee if it is found on
verification that he/she belongs to a well-off family.
Scholarships, Prizes and Awards
1. State Sponsored sholarship for S.C./S.T. Students.
The Govt. of Bihar awards scholarship to S.C./S.T Candidates. Students are
advised to contact the scholarship cell of the college for relevant information. The
scholarship cell invites applications, forwards them and later arranges for the
payment of the scholarship amount.
Students shall, however, avail either free-studentship or the scholarship.
They are entitled to only one of the facilities.

2. Sudama-Ramdhari Merit-cum-Poverty Shcolarship
This Scholarship is offered every year to two extremely poor students who,
inspite of their poverty, are meritorious, bear a strong moral character and are
devoted to their studies. A sum of Rs. 100/- a month is granted to students under
the scholarship. Only First Divisioners in the previous exam, who do not avail
themselves of any other financial assistance from the college, are entitled to the
scholarship.
3. Late Umakant Jha Memorial Scholarship
This scholarship, founded by the noted physician, Dr. C.M. Jha in memory
of his revered grandfather and reputed teacher Late Umakant Jha in 2004, is
offered to meritorious, sincere and devoted students from the faculty of
Humanities. Selection of the students shall be made by the Dept of English. The
amount of scholarship is tobe decided in the current session.
4. Atma Ram Poddar Memorial Prize Convenor- Dr. Ashok Kumar Poddar.
This Prize scheme was initiated by Shree Pawan Poddar in memory of his
late father Atma Ram Poddar, a large hearted businessman of repute, with an
initial amount of Rs. 15000.00, to encourage the extra-curricular activities and
intellectual development of the students of C.M. College. The amount of interest
accrued to the principal sum deposited in the bank account shall be utilized to give
away prizes in the following categories/ levels:-

(a) Debate Competition - 4 Students
(b) Creative Writing - 2 Students
(c) Correct Writing - 5 Students
(d) Quiz Competition - 2 groups
The Prizes shall be given away by a distinguished personality of the
town along with Shree Pawan Kumar Poddar and/or a representative/nominee of
his family on the birthday of Late Atma Ram Poddar, i.e. November 30 th every
year or on the day following incase of a holiday on the 30th of November. The
Principal and the convenor of the Prize Committee shall jointly operate the bank
account.
N.C.C.
The 8 Bihar battalion has set up a company of N.C.C. in the college. The
company is performing well under its present Lieutenant Dr. KamalaNand Jha.
Any Student (boy/girl) of the college above the age of 15 in entitled to apply for
enrolment as a cadet in the prescribed form obtainable free of cost from the N.C.C.
office.
The N.C.C. provides huge career prospects to cadets 'B' and 'C' certificate
holders are generally tipped for jobs in the Armed forces, Short Service
commissions, Security Services and are given preferences in a variety of other
jobs.

N.S.S.
The National Service Scheme (N.S.S.) is designed to provide a platform for
students to engage in socially useful, productive activities. Work done under the
aegis of NSS will reflect on their in built sensitivity and sensibility level. The NSS
inculcated qualities of leadership and drive in the very significant areas of social
dynamism.
The NSS Unit was established in the college way back in 1976-77, thanks
to the tireless efforts of the then Principal, Late Dr. Shachinath Mishra. At Present
there are two units of the NSS for the students of Arts and Commerce and a third
unit exclusively for girls is in the pipeline. Students desirous of joining the NSS
can apply in the prescribed form obtainable from the Programme officers(s).
Students enrolled in the NSS are expected to assist the civil society in emergency
situations like flood, cyclone, epidemics, communal riots, warfare, fire etc.
Students enrolled in the N.C.C. are not entitle to enrollment in the N.S.S.
