Editor's Notebook It seems that as I get older, time seems to
pass by at a faster rate each year. This seems to be a lament of most people as they get older. I have given some thought to this lament. I have come to the conclusion that the only reason that time goes by so quickly as one gets older is that the older we get the more things we have to do in less and less time. We get involved with various committees in Scouting or other activities which take up our time not just on weekends but during the week as well. In addition to all of these weekly organizational activities we have our hobbies to keep us busy. We tend to get so wrapped up in our own interests in the hobby that we forget that there are others in the hobby besides ourselves and the friends with whom we correspond. We tend to be in a world of our own and those of our friends, forgetting that there are others in the hobby as well. We forget that we may know something which might be of interest to someone else. In our case our councilor lodge has issued a new item and we tell our friends we have something new to trade, what do you have in trade for the item. We forget that there are others who may want the same information but we don't share this information with those who could publicize the information to everyone in the hobby.
One of the biggest problems Bill Kern has is that he does not get the information about new issues in a timely manner. Most of the information he has gotten in the past, has not been due to the efforts of others, but due to his own efforts of digging out the information by going to tradeorees. He has come back from tradeorees with a suitcase full of new issues, some of which may have been out for more than six months. This means that someone did not share the information with him. Why not turn a new leave this year and send Bill Kern the information about new issues in your lodge as soon as it comes out or you know a new issue is coming out so that he knows to look for it. Send him the patch either for trade or just to take a picture and he will return it after he has taken the picture. Thank you to those who shared in the past.
Look at the label on this issue of the SCQ. On it you will find your name, address, member number and the last issue you will receive before your dues are again due. Some of you will find the message "DUES ARE DUE". This means you will receive one more issue. If it says "LAST ISSUE" on the label your dues are really due!

lodge CREATION Not lodge MERGER

The last two years has seen a veritable rash of mergers of lodges. Some 32 new lodges were in existence for the 1994 NOAC for which new flaps could be obtained. Policy was made in the old East Central Region to merge councils, but let the lodges remain for a time to permit the youth members of the Order of the Arrow to create their new lodge in the manner acceptable to them.
This has resulted in some nice things for the collector. For one, the use of numbers for which no flaps had ever been previously issued. Examples are 45, 158,614,617 and 618. Secondly, numbers are available for lodges for which a flap could not be obtained because of its scarcity such as 47, and the up coming new 155.
For the new lodge member, the results of this policy have been good because the members have not had to meet a rigid deadline, have been able to become acquainted, and have been given time to consider the question of an appropriate name and totem. My own lodge, IIlini Lodge 92, and Waukheon Lodge 55 settled for the low number and keep the name IlIini, because Lodge 55 had installed Lodge 92 when it became Illini Lodge in 1936. But, the choice of the design of the new lodge flap and of the new totem was an outstanding example of proper thought in creating a new lodge. Creating is the proper word because it is a new, never before existing organization dedicated to the preservation of the traditions of the Order of the Arrow and the Boy Scouts of America.
In creating the new lodge, attention should be given to establishing a new tradition that will have a meaning which will be considered unique by its members. Admittedly, it may not be easy. In the case of the merger of Tseyedin Lodge 65 and ZitKala-Sha Lodge 123 with headquarters in Louisville,

Kentucky, a new lodge was truly created. The lodges were from different regions. Both lodges were early lodges with a low number. Yet, they chose the number 62, the number of a merged Texas lodge. The choice of the name Talligewi is an example of giving a great amount of thought to creating something new. The name was chosen to honor the unique history of the tribe of the Talligewi (White Indians), a tribe led by Prince Modoc, a member of the Welsh nobility, who had sailed to America three hundred years before Columbus. This tribe lived in the Indiana-Kentucky area in which the merged councils were located. This tribe was exterminated by the Iroquois, the same tribe who was involved in the legend of the Leni-Lenapi.
Of course there is more to the story. A great story to be related in establishing a tradition in the creation of a new lodge. Hopefully the members of other new lodges have established new traditions which will inspire them to value and respect such traditions all during their lives.
GONE HOME BILL ROGERS
1929 - 1994
It is with sadness that I must report the loss of a good Scouting friend, Bill Rogers. He died September 11, 1994 of liver cancer. Bill survived his bout with lung cancer but did not know about the liver cancer in time. Bill was involved with Scouting since he was 12 years old. He had been active as a troop leader as well as a Jamboree troop leader. He was retired from the Spartan Manufacturing Company for about 2 years. He enjoyed fishing and hunting. He was an avid OA and CSP collector. He attended the Pre-NOAC Tradeoree this past summer where he looked in good health. He is survived by his wife Myra, daughter Stacy, sons Danny Joe, Richard, Eagle Scout David and seven grand children.

Order of the Arrow Ceremonial Books
Part I ... Ordeal Books

In each of the next four SCO's I will be sharing with you background information on and list many of the Order of the Arrow publications. The first article will deal with the Ordeal and the Ceremonial Books. The second article will discuss the Brotherhood, the Ceremonial Books, and the "Ouestions". The third article in the series will focus on the Vigil Ceremonial books. The fourth and final part of the series will list pre-1948 Order of the Arrow publications, New Member's Information booklets, OA Handbooks, membership cards, and OA promotion flyers.
I trust that these article will help collectors of this material have a common list and also a common numbering system that will help us all communicate more clearly.
After a long discussion with Albert. Hoogeveen, whose ARAPAHO I numbering system is now being used, we agreed that we should change to the following formula and new numbering system for all significant Order of the Arrow publications: OAP plus a three digit number, e.g. OAP-150

Each list, in each part of the series, will use the new three digit code, a check-off box, year and month of publication, copyright date, and number of the item printed.
So let it begin. There are no known nationally published Ordeal Ceremonial books prior to 1927. We do have on paper individual Lodge ceremonies like the Unami Lodge recollection of the earliest ceremony. The first official publication of the Ordeal Ceremony appears to be 1927 just after the National Meeting of the Grand Lodge. The book was published without copyright or publish

date listed in the book. (See the pictures of the ceremonial booklet covers for this cover design.)
However, we are relatively sure of the 1927 date of publication for three reasons. First, until 1924, the Order of the Arrow was popularly known as the Wimachtendienk W. W. Society. In late 1924, the name was formalized to the Order of the Arrow - Wimachtendienk W. W., it took effect in 1925. The cover of the 1927 Ordeal Ceremonial booklet is entitled "The First Degree of the Order of the Arrow Wimachtendienk W. W." From the title, we can conclude that the Ordeal Ceremony was formalized, nationalized, and published after 1925. However, it needs to be stated that many lodges continued using their won particular practices well after 1925.
Second, the minutes of the 1927 National Lodge meeting, which are contained in the book "History of the Order of the Arrow" written in 1990, included a suggestion for the closing of the lodge after the Brotherhood or Ordeal Ceremonies where each principle ceremonial figure extinguished certain candles in the circle, representing the virtues for which he stands. Closing were probably being done in some lodges already; however, these closing were likely to have been positional closing's. Nos, this suggestion for the closing was the first time it was nationally standardized for all lodges. As proof that the recommendation was done, we have a copy of the Ordeal Ceremonial book which has that newly suggested closing ceremony in it.
Lastly, the copy of the First Degree ceremonial book we have has the date of 1927 hand written on the front cover along with the owner's name. The owner was reliable and was interviewed by Dr. Hal Yocum to verify the date on the book and the book's historicity.
A change in the Ordeal Ceremony took place in 1931. The minutes contained in the "History of the Order of the Arrow" state "as the year 1931 opened, a Grand Lodge bulletin was sent from the national grand chieftain in Schenectady..... The final business of the bulletin was the attachment of a "Suggested Terminology fo r Ord er of the Arrow Officers," which was based entirely on names taken from the Lenni-Lenape dictionary." The bulletin listed the Officers of the Local Lodge and state that the ritual work was ow to be handled by four principle characters - Mighty Chief, Allowat Sakima; Medicine Man, Meteu; Guard, Nutiket; and Guide, Kichkinet.
This decision reduced the number of principle ceremonial team members. There were significant role changes; for example, the role of Nutiket changed from the outer Guard of the circle to the inner Guard of the circle. Another change was the elevation of Kichkinet to Guide.
Given this recommended change, we must deduce that there was probably a new Ordeal Ceremonial book prod uced in 1931. Further evidence can be gathered from the contents of a letter sent by Thomas Cairns, Grand Chieftain, on Order of the Arrow stationery, dated November 8th, 1934. The letter says, "In the Ritual (copy enclosed)" on pages 9, 11, 13, and 22, the Metui is called to say a prayer." The parenthesis "copy enclosed" clearly indicates the existence of a Ceremonial
book. When those pages are checked in the 1927 and 1935 editions, which I do have, the prayers by Metui are not found on those pages; but they are found on other numbered pages.
While we do not have such a book in hand or know of one's existence, a little detective work could produce such a book. IT is likely not have a copyright date. It might have the same cover as the 1927 issue. The principle characters will be four in number and named as listed above. It is likely to be similar in word and concept to the 1927 issue and very different from the 1935 edition. Lastly, Meteu's prayers w.ill appear on pages 9, 11, 13, and 22.
The Cairn's letter in 1934, state; "there is a common agreement. conveyed to me by Urner Goodman, of the desirability of eliminating from the Ritual these prayers as such since it is extremely difficult to have one prayer which is acceptable to all three groups." (Protestant. Catholic and Jewish subcommittees of the National Scout Committee on Church Relations).
In May 1935, the results of that letter and decision appeared. It was the first copyrighted and dated Ordeal Ceremonial booklet. One year later, in 1936 another copyrighted and dated publication was distributed. The 1936 copyrighted continued until 1948.
When a comparison is made between the 1927 Grand Lodge produced Ceremonial Book and the 1935 Ceremonial Book, there are many changes in characters, words and concepts. The most clear and notable change is the deletion of the names of the Indian great Spirit God. It would be neat to have a 1931 - 1935 edition to see what specific differences there are from the 1927 edition. There are just a few changes between the 1935 and 1936 editions. No changes in concept. just words such as "Tribe" becoming "Lodge." This specific change may be attributed to the possibility of the Lone Scouts being joined to the BSA. Groups of Lone Scouts were called "tribes." Thus the OA may have chosen to change terminology from the "tribe" to "lodge."
Another reason for these changes in the Ordeal Ceremony may have arisen in 1933 - 34. The Boy Scouts of America began discussions with the Order of the Arrow for the purpose of formally making the Order of the Arrow part of the BSA. While the formalization did not take place in 1934, changes in the Ordeal Ceremony were made. Thus, by 1935 and 1936, there are BSA copyrights on new pieces of OA material including the Ordeal Ceremonial Booklets.
The following is a listing of the Ordeal booklets that I know about. If you see errors in the listing OR if you can fill in some information gaps, lease contact me so we can make the list as complete as possible. Each year is listed, unless documented data is available to the contrary. It is possible that in some years, no Ordeal Book was published because of the number printed late in the previous year and early the following year. Likewise, it is possible because of the immediate need for additional books, that there are multiple printings in one year.

The Unauthorized National Camping Award Emblem

While serving as Scout Executive of the Tioughnioga Council, Cortland, New York from 1958 to 1972 I had an idea to recognize those Scoutmasters and Scouts whose troops had earned the National Camping Award. Little did I realize what a commotion my idea would cause.
I took the National Camping School emblem and changed the wording to read NATIONAL CAMPING AWARD instead of National Camping School.
So I ordered a minimum loom run (about 220) and started to give them out to the troop membership that earned the award. Some how the National Council found out and called me and said I had committed a sin desecrating the holier than thou emblem of the National Camping School.
I was instructed to return the emblems pronto to National Camping Service and that was Wes Klusman, National Director of Camping, who was very upset. They also wanted to know where the emblems were made and who authorized them. When I told them that I ordered them through National Supply Service they had a fit. I had already issued maybe 75 to 100 of the patches but I did return the balance (fool me) for credit. I kept one for my collection.
I suppose National thought I was trying to pull the wool over their eyes and all but all I was trying to do was give recognition to good camping troops and their membership. Since I was not allowed to use the National Camping School design as part of my recognition, I issued the redesigned emblem shown above.

Another Pre-NOAC is history. It seems space is always a problem when the Conference is held in Indiana. Almost everyone expressed gratitude to the personnel at the Holiday Inn for their efforts in seeking to satisfy needs for the TOR. The event turned out to be a great success for the participants. There were all kinds of material available to satisfy most every need. Because of my membership in the National OA Committee, I did not have an opportunity to fully participate in the TOR in previous years and greatly enjoyed being able to attend for the full three days this time. Got to visit, trade, buy and sell the whole time.
A couple observations about the hobby. First, it seems rare items are becomming very scrace. If one can find a rare flalp and wants to sell it, prices do not seem to have dropped any. Some thought this event would see the death of the popularity of the first flap. If this means the prices would drop, then it certaily didn't happen. Record prices were being paid for such items as 136f, 153s, 337f, and 535f, to name just a few. Rare old odd shapes also commanded unbelievable prices with 152a, felt selling for over $2,000.00 just prior to the Conference.
Second, there still seems to be a good chance for trading and good fellowship still out there. Lots of trading was seen for NOAC flaps and new lodge issues. With all the mergers taking place, there are a lot of brand new numbers and names to whet the appetite of all traders. Check with Conley Williams for flaps from lodges with new names. Also, Doug Bearce in the West and Greg Baechtle in the East if you just can't wait until the next TOR to find these items. They may also provide you with the first flap in case the issue is hard to get.
Well, Wilmington is next. Hope to see lots of folks there.

Last issue I asked for some volunteers to help with the new issues from different parts of the country. Unfortunately it must have failed on deaf ears for I only received one response. Because of numerous problems I am not attending the major tradeorees where I usually found the new issues. I did not attend the National OA Conference this year, it was the first missed in 1 7 years. We are especially thankful to Todd Kelton for 90% of the information regarding the NOAC issues. This is article is possible through the help primarily from Todd Kelton who provided the list. He has been working with several other people to come up with a fairly complete listing. I am sure that there are a few items missing, but these will be included in later issues as the information becomes available.
I am also having a serious problem with our Post Office service. I did not get the last issue of SCQ and only one of the last six issues of Scouting Magazine. Every day in both my office and home mail I find numerous letters etc. that belong to other people. I have had several complaints from friends and relatives that did not receive things that were sent and now the Post Office is asking for another raise in rates. If anyone has sent me a flap and has not received a response, please let me know either by another letter or phone. My home phone is 909-925-7564.

At the present time the plans call for the Lincoln Heritage Council's two Order of the Arrow Lodges, Tyesedin # 65 and Zit-KalaSha # 123, to surrender their charters as of December 31, 1994. A new lodge, Talligewi #62, will be chartered.
To commemorate fifty-six years of service, Zit-Kala-Sha is issuing a "last flap". These patches are on sale for $10.00.
Additionally, a limited number of 1994 NOAC flaps are available, at $10.00 each, on a first come, first serve basis.
Proceeds from the sale of these patches will be used for construction of a multi purpose program shelter at Camp Crooked Creek and checks may be so marked.

MORE MERGERS The mergers are continuing. While at the
1994 National Order of the Arrow Conference this summer I heard of a couple more mergers.
Effective July 1, 1994 Audubon Council 200 and Four Rivers Council 207 have merged. The temporary name chose for the council was Many Waters Council. This name was to be used until a new permanent name could be decided upon. As of this writing, a new name has been chosen for the council. The new name chosen for the council is Shawnee Trails Council 200. The offices will be in Owensboro, Kentucky. As of this date, Wapiti Lodge 367 and Red Feather Lodge 499 have not merged.
Another merger has occurred this summer with the joining of Lake Superior Area Council 286 and Headwaters Area Council 290. The new name chosen for the council will be Voyageur Area Council 286. Nahak Lodges 526 and Mesabi Lodge 196 have agreed to merger to form Lodge 196 but a name has not been chosen as of this date. By the next issue we should know the name.
I was talking to Ed Pagenkopp and Jean Amster today and both were surprised to hear that these councils had merged. None of their sources had informed them. I was fortunate to have been told by someone at the National Order of the Arrow Conference and relayed the information to them. It is very important that if you hear of a merger, to let Jean and Ed and Bill Kern know what is happening. If you share the information with us, then we will share the information with the SCQ readership. Everyone will appreciate it as well.
There are a number of other mergers in the discussion stages, when we find out about them, they will be reported here.

COMPUTER BULLETIN BOARD SYSTEM WITH SCOUTING RESOURCES
For beginners: A computer Bulletin Board System (BBS) is a computer set up to answer phone calls from other computers. Most of them offer FILES (programs and data you can download into your computer), E-MAIL (messages and articles you can read, write, and reply to) and other services. Meet Scouts from around the World, swap ideas about Scouting topics, trade patches, and even get electronic copies of many World Scouting resources. You can call a BBS by hooking up your computer and modem to a telephone line, installing some communications software, and telling your computer to "DIAL" the phone number of the BBS. The other computer" ANSWERS" and the 2 machines start swapping data. Instructions will appear on your screen.
Many BBS's have resources for Scouting. Ours (ALLSCOUTS at 615-579-0214) is all for Scouting (and open to others who want to know more). This spring (1994) we looked for other on-line Scouting resources, and found at least 120. We also found at least three other lists (kept by Dave Tracewell, Steve Souza, and Olan Watkins). We borrowed these lists, and 50 + excellent volunteers checked (verified) all the listings. This book is the first of a two volume guide to the OA area and section conclave patches since the first areas were formed in 1938. Based upon Frank's extensive collection of conference items, the largest amassed to date, and augmented with photos of a few borrowed patches. Pictures of nearly all of the area conference items up to 1972. Chart style check lists for the collector Which explain if a yearly meeting was held, what was issued for the event, when the areas were created or disbanded. NATIONAL SCOUTING COLLECTORS SOCIETY (NSCS) NSCS is an organization of dedicated collectors of Boy Scout memorabilia. It promotes Scouting and collecting through publications, research, and periodic gatherings (called Trade-O-Rees or "TOR's) to develop fellowship, knowledge and possibly exchange a few "pieces of cloth."
Members of NSCS not only collect patches (other countries call them badges) but everything the mind can conceive that is Scout related is collected; books, coins, uniforms, posters, knives, pins, letters, published histories, games, etc., are the targets of our membership.
Most of all we promote Scouting above and beyond any collecting activities. To be eligible you must be a member of Scouting and agree to apply the Scout Oath and Law to your collecting; and refrain from making private issues and fakes. You are welcome to join us and become a member.
