8IOGRAP~ICAL/HISTORICALFEATURES:William C. Foster (1897-1984) served as the first Director of the ArmsControl & Disarmament Agency (1962-1968). Much of his career was devotedto issues of arms control and the peaceful use of nuclear power. Priorto his ACDA work, Foster served the government in a number of capacitiesincluding Under Secretary of Commerce (1946-1948), and Administrator ofthe Economic Cooperation Administration (1950-1951). Foster was also abusinessman, beginning his career in 1922 with Pressed and Welded SteelProducts. After a decade of public service in the 1940s Foster returnedto the business world with the Manufacturing Chemists' Association. Hewas also connected with Olin Mathieson Chemical Company and Detroit Edison.FORMS OF MATERIAL:

Scope and Content
The William C. Foster papers span the years 1940-1984. They arearranged by phases of Foster's career and type of material into twelvecategories: PERSONAL BUSINESS; AGENCY FILES; SUBJECT FILES; BOARDMEMBERSHIPS; HONORARY DEGREES; SPEECHES, STATEMENTS AND ARTICLES;PRESS SUMMARIES; OFFICE RECORDS; CLIPPINGS; MEMORABILIA AND SCRAPBOOKS;PHOTOGRAPHS; and PRINTED MATERIAL.
There is little material pertaining to Foster's personal life. Theparts of the collection most likely to contain such items are PERSONALBUSINESS, SUBJECT FILES, CLIPPINGS, and MEMORABILIA. The PERSONALBUSINESS section includes occasional correspondence with Foster'sfather, brother or son, dealing with family and other personal matters.Box 54 holds a number of magazines and other printed materials whichcontain biographical information on Foster.
As there are no materials in this collection before 1940 (and, in fact,very little material before 1948), Foster's early business and governmental careers are not treated here. Likewise, Foster's role in theEconomic Cooperation Administration is not well documented.
The strength of the Foster Papers is the material on arms control.There are more than thirty boxes of material that in some way relateto arms control. The establishment of the Arms Control and DisarmamentAgency is well documented, as is Foster's participation in the EighteenNation Disarmament Committee. Of special interest in the SUBJECT FILESis material on the Security Resources Panel, or Gaither Committee.Established in April 1947, this group examined the merits of variousmethods of protecting people from nuclear attack, and studied thedeterrent value of weaponry. Foster's speeches and statements alsoprovide much information on arms control matters.
