    COLLECTIONDEVELOPMENTBASICSTATEMENTThiscollectiondevelopmentpolicystatestheprinciplesandguidelinesusedbytheUniversityofMinnesotaDuluth(UMD)KathrynA.MartinLibraryintheselection,acquisition,evaluation,andmaintenanceoflibrarymaterials.ItwillguidetheactionsoflibrarystaffandcommunicatetheLibrary'spoliciestofaculty,administrators,students,staff,andothers.

    ThiscollectiondevelopmentpolicyisbasedontheLibrary'smission:

    TheKathrynA.MartinLibrary'smissionistoenhance

    learningandresearchbyprovidinginformationresources

    andservices,uptodatetechnologies,andknowledgeable

    staffinawelcomingenvironment.

    Further,theLibrarywillcontinuetoimprovethecollectionandtheaccessibilitytotheKathrynA.MartinLibraryanditsresources.Todothis,theLibrarywillpurchaseinformationresourceselectronicallywhenavailable.ThecollectiondevelopmentpolicyisconsistentwiththeLibrary'scommitmenttoadvancinginformationliteracyanddevelopinglifelonglearningskillsinitsusers.

    TheprimarygoalofcollectiondevelopmentistobuildacollectionofinformationresourcesthatsupportstheundergraduateandgraduateprogramsatUMD.Prioritywillbegiventotheundergraduatecurricula,followedbythegraduatecurricula.Sincethisisnotaresearchcollection,withcomprehensivenessasanaim,facultyresearchneedswillbesupportedaslongastherearesufficientresources.

    TheLibrarywillattempttohavetheprimaryfindingtool,referencesources,andjournalsforeachdiscipline.Wheneverpossible,theLibrarygivesprioritytoelectronicformatswhenacquiringmaterials.

    Becauseperiodicals,standingorders,andelectronicresourcesinvolveanongoingcommitmentandpricescanchangeovertime,theiracquisitionrequiresmoreconsiderationthanthatofbooks.TheLibrarypreferstoacquireperiodicalsinelectronicformats,eitherindividuallyorindatabases.Thesetypesofresourceswillundergoregularevaluation.

    TheCollectionDevelopmentPolicywillbeevaluatedeverythreeyears.IfsignificantchangesneedtobeamendedbetweenevaluationstheCollectionTeammaychoosetoupdatetheoriginalpolicyorcreateanaddendum.

    COLLECTIONDEVELOPMENTRESPONSIBILITIESTheLibraryisresponsibleforthedevelopmentoftheLibraryscollections:

    LibraryAdministrationisresponsiblefordeterminingthecollectiondevelopmentbudget.

    TheCollectionTeam(COLT)isresponsibleforbudgetallocationsandoverallcollectiondevelopmentpolicies.COLTmakesdecisionsonmajorpurchases,andassesses,evaluates,reports,andadvisesonselectionpractices.

    TheElectronicResourcesLibrariancoordinatesandmanageselectronicresourceswiththeassistanceofCOLT,subjectlibrarians,andtechnicalservicesstaff.

    SubjectLibrariansareresponsibleformaterialselectionintheirassignedsubjectarea(s).Inconsultationwithfaculty,theywillselectinformationresourcesandassistwiththeongoingevaluationofsubscriptionsandlicenses.

    TheDirectorofArchivesandSpecialCollectionsisresponsibleformaterialsselectionforArchivesandSpecialCollections.

    TheLibraryrecognizestheUniversity'scommitmenttodiversityandwillincorporatethatvalueincollectinglibrarymaterials.

    MaterialsintheKathrynA.MartinLibraryscollectionsare,withrareexception,availabletoallUniversityofMinnesotaaffiliatedusersasdeterminedbyAlmasTermsofUse(TOU)andcollectionattributes.OurprimaryusersareUMDstudents,faculty,andstaffaswellaswalkincommunityusers.

    BudgetsforCollectionDevelopmentTherearethreeprimarytypesofexpendituresthatcontributetotheLibraryscollectiondevelopment:books/media,electronicresources,andserials/standingorders.Thebooks/mediabudgetisannuallyallocatedbysubjectareaforpurchasingbooks,ebooks,DVDs,streamingvideos,andmore.ThisbudgetisdistributedbasedonaformulawhichisevaluatedannuallybyCOLT.Fromthere,thefollowingfactors(andothersasdeterminedbyCOLT)willbeweightedandwilldeterminethefinalallocation:baseallocation,undergraduateandgraduatecredithours,numberoffaculty,averagepriceofbooks,numberoflibraryloans,andthepercentageofoureresourcesbudgetwhichsupporttheresearchneedsofthecollegethedepartmentisin.ThelibrarywillestablishtheformulaforallocationsbyMayofeachyearallocationswillbeprovidedinJulyofeachyeartodepartmentheads.Theelectronicresourcesandserials/standingordersbudgetsaredeterminedfromtheallocationtheLibraryreceives.Thesetwobudgetsarenotbrokendownbysubjectareaduetocrossdisciplinaryuseoftheseresources.Theseallocationsareusedtopurchaseandsubscribetoprintandonlinejournals,standingorders,databases,electronicresourcecollections,andmore.

    TextbooksTheLibrarywillpurchasecoursematerials,includingtextbooksandlabmanuals,onanasneededbasisdeterminedbythesubjectlibrarian.Ifcoursematerialsaregiftedordonatedtothelibrarytheywillbeevaluatedbythesubjectlibrarianforpossibleadditiontothecollection.UsersmustcheckwithaCirculationDesksupervisorattheKathrynA.MartinLibrarytoreviewtheLibrarysreplacementcriteriabeforepurchasingreplacementitems.

    GiftsTheKathrynA.MartinLibraryacceptsdonationsofbooksandotherlibraryrelatedmaterialsasawayofenhancingitsresources.Materialsgiventothelibrarywillbeevaluatedbythesameselectioncriteriaaspurchasedmaterials,especiallythose

    concernedwithrelevancetocurriculum,currency,qualityofcontent,andstrengthofexistingcollections.Otherfactorstakenintoaccountare:

    Spacelimitations Costofprocessing Conditionofthematerials

    TheLibraryreservestherighttodeclineadonation.Ifaccepted,uponreceiptdonationsbecomethepropertyofthelibrary.Thelibraryholdstherighttodetermineretention,location,circulation,anddispositionofthegift.Thoseitemsnotaddedtothelibrarycollectionmaybeofferedtoanotherlibrary,donatedtoaworthycause,discarded,orsold.TheKathrynA.MartinLibraryadherestoallfederalandstateregulationsgoverningdonationsandisprohibitedbyconflictofinterestfromprovidingestimatesofmonetaryvalueforanydonation.Theappraisalofagiftsvaluefortaxorotherpurposesistheresponsibilityofthedonorandshouldbedonebeforethedonationismade.Donationsoflibrarymaterialswillbeacknowledgedwithaletterwhichindicatesthenumberofitemsdonated.Itdoesnotprovideanitemizedlist.

    OpenAccessTheLibrarywillprovideaccesstousefulopenaccessjournals,books,andothermaterialsasneededorasrequestedbyfacultyand/orlibrarianstosupporteducationalandresearchgoalsoffacultyandstudents.TheLibrarysupportsthecreationanddisseminationofopenaccessmaterialsproducedbyUniversityofMinnesotaDuluthfaculty,staff,andstudentsbasedontheUniversityofMinnesotaOpenAccesstoScholarlyArticlespolicy.

    Acquiringneweresources,serials,andstandingordersWhenasubjectlibrarian,inconsultationwiththefaculty,decidestoaddaneresource,serial,standingorder,oronetimepurchase(suchasastreamingvideo)withhostingfee,theywillfollowamultiyeartimelineandevaluation.Forthefirstandsecondyearofthesubscriptiontheitemwillbefinancedthroughtheallocationforthesubjectarea(s)fundswillbetransferredfromthebookbudget(s)totheserialsoreresourcesbudget.Priortothethirdyearrenewal,theitemwillundergoanevaluationbasedontheLibrarysGuidelinesforEresourceReview.ThesubjectlibrarianwillworkwithCOLT(andthefaculty/departmentasneeded)todetermineiftheitemisworthrenewing.Ifitisevaluatedanditisdetermineditisnotworthrenewing,thesubjectlibrariancanworkwiththedepartmenttofindalternativematerials.Ifitisevaluatedanditisdeterminedthatitisworthrenewing,thefundswillbepermanentlytransferredfromtheoverallbook

    ElectronicResourcesPrioritywillbegiventodigitalformatsthataddvalueoverprintversions,includinggreatercurrency,greaterfunctionality(linkingtothelibrarycatalogforexample),greateraccess,improvedusefeatures,andmorerapiddelivery.

    Inadditiontoselectioncriteriamentionedabove,additionalissuesneedtobetakenintoaccountwhenconsideringthepurchaseofelectronicresources.Theseinclude:

    Pricing Possibilityofconsortiaagreements Licensingagreements Contractrequirements Easeofuse Needforhardwareandsoftwaretoaccess Authorizationrequirements Needfordocumentationandtroubleshooting Needforstaffandusertraining Specialfeatures(e.g.emailingresults) Usefulnessofproducerguidesandtutorials.

    Electronicresourcesalsoneedtobeconsideredintermsofaccessoptions.Onlineaccessisthepreferredformatformostelectronicpublications.Otheroptionsinclude:

    Networked/Remote Networked/LocalStandalone Circulationtopatrons(usuallyinCDROMformat) Commercialmediatedservicesforfeerecovery

    Generally,theLibrarydoesnotcollectcoursewareandinstructionalprogramsnoracquiresitelicensestosoftwareorcoursewareforthepurposeofdistributiontousers.

    MultimediaResourcesSelectionofmultimediaresources(soundrecordings,videorecordings,kits,CDs,etc.)requiresconsiderationofsuitabilityoftheformat,thequalityofproduction,accessibilityforpersonswithdisabilities,andavailabilityofequipmentinadditiontothegeneralselectioncriterialistedabove.

    AsadvancesinmediaformattechnologybecomepartofthemainstreamandastheequipmentandmaterialsarewithintheLibrary'sbudgetandaresupportedbycampusclassroomservices,theseformatswillbecomethepreferredformatsforlibrary

    acquisitions.Atthistime,streamingvideoformatwillbethepreferredvideoformatforvideomaterialacquisitionshowever,DVDisthepreferredphysicalformat.Itwillbedeterminedonacasebycasebasiswhetherthefilm(DVDorstreaming)willbepurchasedwithorwithouteducationaland/orpublicperformancerights.Thisdecisionismadebythesubjectlibrarianinconsultationwiththerequestor.

    MediaformatsarealwaysevolvingandtheLibrarywillneverhaveallitsmultimediainthemostpreferredformat.Iffundsareavailableandlegalrequirementsmet,multimediamaterialsmaybetransferredfromoneformattoanother.

    AudiobooksTheLibrarydoesnotpurchaseaudiobookswiththeexceptionofspecificrequestsfromfacultyorlibrariansforcurriculumorresearch.TheLibrarywillacceptaudiobooksasgiftsinCDformat.

    WebsitesSelectioncriteriaapplytowebsitesaddedtoMNCATDiscoveryandthedatabasespagesuchasthewebsiteforDuluthNewsTribune.

    COLLECTIONEVALUATIONANDDESELECTIONThecollectionisevaluatedperiodically.Typically,physicalmaterialsareevaluatedwhenspaceproblemsdevelopandusuallyresultsindeselectionandweedingofmaterials.

    Inthepast,materialsweretransferredtooffsitestorageattheMinnesotaLibrariesAccessCenter(MLAC).However,MLACnolongeracceptsmaterials.

    Evaluationcriteriausedfordeselectionoftangiblelibrarymaterialsinclude:

    Electronicresources,standingorders,andserialswillbereviewedwhenupforrenewalbytheReferenceTeamandCOLTbyconsideringqualitystandards,quantitativeusagestatistics,curriculumreview,userneed,existenceandqualitiesofalternatives,andcostfactors.GuidelinesforEresourceReviewforevaluatinghavebeencreated.

    Individualjournaltitlesmaybeaddedtothecollectionbyasubjectlibrarian,inconsultationwithdepartmentalfaculty,ifajournalorjournalsofequalvalueiscancelled.

    Decisionstowithdrawmultimediamaterialsmaybebasedontheobsolescenceoftheequipmentneededtousethem.

    PRESERVATIONTheKathrynA.MartinLibraryiscommittedtomaintainingresourcesinusableconditionandtothatendhasconservationandpreservationprocedures.TheKathrynA.MartinLibrarywillmaintainandpreserveitemsconsistentwiththeiruseandsignificancetothecollection.Preservationincludesactionstakentoprevent,limit,orstopdeteriorationoflibrarymaterialsinallformats,topreventtheirtheftorloss,andtoimprovetheircondition.

    Preservationactivitiesincludeselectionofthemostappropriateformatforacquiring,conservingandrepairingthecollections,controllingtheenvironment,andestablishingconditionsofuse.

    Thedecisiontobuyahardboundorapaperboundeditionrestswiththesubjectlibrarian.

    TheLibrarynolongerbindsprintperiodicals.
