CBC Sudweeks, Telecommunications Division:

A New Site Development Paradigm

CBC Sudweeks, Telecommunications Division (“CBC Telecom”), approaches telecommunications site development from a commercial real estate perspective: professionalism, expertise, knowledge and accountability.

Our primary objective is to provide the same level of service and professionalism that

Coldwell Banker Commercial delivers to our Fortune 500 and REIT clients in commercial real estate.

Our site development model ensures speed, quality and accountability at every phase of the site development life cycle, whether in site/candidate selection, leasing, zoning, A&E services or permit-expediting. Our core philosophy of client-centered professionalism means that we do not rest until we have impressed our clients and outperformed our competition.

Coldwell Banker CommerCial haS the larGeSt national footprint in the induStry. This allows us to: 1) make quicker contact with decision-makers through credibility and recognition of a global company; and 2) network with affiliates across the country, providing a large repository of friendly landlords, which assists in speed to market and controlling construction costs.

CommerCial real eState BaCkGround. Our leasing specialists have a foundation in commercial real estate: they readily understand and address landlords’ concerns, negotiate leases in commercial real estate parlance (e.g., price/SF comparisons, IROR, pro forma cap rates, etc.), and employ skills using negotiating tactics that are not commonly found in the typical site development company

fiduCiary aCCountaBility. Being rooted in commercial real estate, our employees approach fiduciary duty as a core part of their work ethic: deliver the best candidate at the lowest cost (lease rate, zoning and construction costs), while pushing for speed to market. Each quarter, we track—through metrics developed in-house—key performance indicators (e.g., lease rates, construction costs) and use them to establish baseline averages. We know of no other site development company that holds accountability to this high standard.

CommerCial dataBaSe of friendly landlordS. In the Southern California market alone, CBC Sudweeks has in excess 1,500 commercial landlords—rooftop and raw land—who have expressed an interest in long-term telecommunication leases. Any hit in our existing database ensures quicker turnaround times on leasing, lower construction costs, and speed to market.

Coldwell Banker CommerCial infraStruCture. As part of a global corporation, CBC Telecom has at its disposable several tools to assist in management and implementation of site development services. • A cloud-based internal task-

management and milestone tracker, to assist CBC management in delegating and tracking every task of the site development process. Staff are assisted by built-in timeline triggers which alert them to overdue tasks. The usual Excel spreadsheet tracker takes an evolutionary step in accountability and tracking, allowing our clients real-time access to current milestone status.

• Encrypted, cloud-based document storage and retrieval, allowing our staff to access documents (leases, zoning-submittal packages, correspondence, etc.) from anywhere at any time, including from smartphone and tablet devices.

in-houSe leGal CounSel that reviews all leases prior to being submitted to our clients’ legal departments for review, which results in cleaner leases and faster turnaround times. This legal service is provided as part of a scope of work at no additional cost to our clients.

an expanSive network of affiliateS. Through existing relationships, our affiliates provide local knowledge to quickly close leases and negotiate through difficult zoning jurisdictions in any city throughout California.

proprietary StaffinG model. Our staffing model, developed over several years and employing techniques rooted in Industrial/Organizational Psychology, streamlines the site development workflow through proprietary systems implementation. This ensures efficiency and speed to market, freeing up our skilled, professional staff to focus on closing leases and acquiring zoning approvals.

onGoinG Skill BuildinG and Staff development. For a company to dominate in its industry, it is not enough to maintain the status quo. From the top-down, professional development needs to be ongoing. At CBC Telecom, we offer continual training and development in: lease negotiation/strategies, alternative language review, case presentations (of difficult leases or planning hearings), mock hearings, and topical data (e.g., new legislation). In addition, management continually reviews its own performance, looking to improve the way it delegates and leads staff, with the ultimate goal of providing the highest level of stewardship. No other site development company offers the depth and breadth of ongoing staff development like CBC Telecom.

the leaderShip paradiGm. Management provides oversight and direction, but ultimately management is limited. In order to truly bring the best out of staff, leadership needs to develop within its staff, an intrinsic motivation, professionalism and an unparalleled work ethic. We impart our vision on our staff through empowerment, modeling and accountability. This model—made popular in the 1990’s by Japanese companies—ensures all of our staff take ownership of the company and its objectives; they are part of the company, and the company is part of them.

Tom Hanna is the founder of CMH Consulting Group and of CBC Telecom. In addition to business development, Tom oversees staff development/training and liaising with clients, ensuring every client is receiving the highest level of performance from CBC Telecom.

Tom earned his Master’s in Clinical Psychology, and Ph.D. in Organizational Psychology/Leadership Development in the 1990’s. In 1999, Tom entered the wireless industry, and by 2003 formed his own company, CMH Consulting Group.

In 2006, Tom began an exclusive direct contract with MetroPCS up until the present; one of only two vendors that has maintained this status over the last 7 years. With a two-man team, and employing systems learned in Organizational Psychology, Tom and his cohort, Veronica Arvizu, were able to manage upwards of 80 sites, including a site-rollout of 60+ sites (leasing, zoning & permitting) in the Palm Springs market within 18 months of ring issuance.

Wanting to increase in size and scope, Tom partnered up with a Southern California franchise of Coldwell Banker Commercial (Coldwell Banker Commercial, Sudweeks Group), and began creating a site development model that would surpass the historical industry model.

Tom has extensive experience both in leasing and zoning. In leasing, Tom consistently closed leases quickly, with favorable deal terms for his clients. In planning, Tom has maintained a 100% success rate; no denials, one appeal.

Tom has worked on the following projects over the last 14 years:
