IntroductionIn this booklet, you’ll read the suggestions and requests from residents made during ten Public Discussions hosted by neighborhood organizations in May and June 2019 as part of the Cody Rouge & Warrendale Neighborhood Framework.

These Public Discussions were facilitated by youth Neighborhood Framework Investigators such as myself, along with city government planners and designers. We explained the process of a Neighborhood Framework, answered questions, took notes, and listened to residents thoroughly.

To guide the discussion, we used the Public Discussion Workbooks shown to the right, which include ideas from past plans, current projects, and background information. Sometimes, we broke the ice by having everyone use a box of junk and funny things to make a model of how they remember being a young person in their neighborhood.

On the next page, you can see flyers we used to advertise and a map of the Public Discussion locations.

These discussion summaries have been approved and verified by the host groups. For further explanation, feel free to contact the Project Manager, Matt Williams, whose information is displayed on the back of the booklet.

Support resident homeowners with

needed repairs!• About 10 Joy Community Association members have benefited from home repair grants to fix garages, roofs, and front porches. With the transi-tion from grants to loans, residents now have no access to similar programs. • What happened to the CDBG funds? • Why did the policy change? • How does the 0% interest loan program work? • What are the insurance & liability issues?

Support tenants!• Inform & enforce tenant rights, support tenant organizing, especially though dealing with out-of-town absentee landlords• Help tenants become homeowners. This neigh-borhood did not see the negative impact of $1 houses like others did—can we revive it but make it neighborhood-specific? • Flipping houses is a problem; you can get trained on how to do that on Facebook & that’s troubling. • Create nuisance abatement program.

Support nonprofits doing the work!• Can non-profits own land & work with the com-munity to offer a set of houses protected against speculation, like a Community Land Trust? Southwest Housing Solutions is one resource.• Devote some resources currently used for demo-lition to constructing new homes in the area.• Build a variety of units, from single-family homes to apartments, like at Gardenview.

Deal with vacant properties!• Around 2000 properties in the area are owned by the Land Bank?! That’s a lot. • Better communication between Land Bank & residents, translate & explain Land Bank by-laws & procedures. • Who checks on secured boarded homes? • Inspection & code enforcement of Land Bank-owned homes needs to improve. Better looking residential blocks will help business, too• How does Land Bank prioritize homes for sale? • Who appoints the Land Bank board? Can residents attend Land Bank board meetings to understand how decisions are made? When are meetings? • The six-month rehab period is too short—ex-tensions shouldn’t be too long while easier to get.

Make Joy Road safer for seniors & young people who walk!• Speeding cars is one of our biggest problems & sources of fear in everyday life!• Need safer crossing for seniors crossing Joy Road from Village at St Martha’s & near Gar-denview entrances, especially along route to post office on Joy near Grandmont.• The neighborhood needs to feel like a family, up & down Joy Road, with love & respect for each other, so that we can see love for our children everywhere!”• Who got the contract to do construction work on the new Joy Road green infrastructure?

Make it easier to get around!• Create better transportation, especially for young people to get to places including bike paths & maybe a shuttle bus.

Attract new businesses & jobs!• Attract new businesses including food business-es (especially a grocery store similar to Aldi’s), a bike shop or sporting goods store near Rouge Park, large-scale laundry, dry cleaners & Kid Zone or similar facility.• Support worker-owned cooperative businesses like solar installation using “Cleveland Model.”• Of around 2000 jobs here, how many pay mini-mum wage?• What businesses are viable for our neighbor-hood & pay above minimum wage, a livable wage?• What does DEGC do? Can they work with young people to attract new businesses? • Address crime so it’s better place for youth & all people.• Check out Cluster 7 of Mayor Dennis Archer’s 1997 Detroit Community Reinvestment Strategy.

Support small businesses!• Like Fusion Flare on Plymouth, shops at inter-section of Greenfield & Joy, or Mike’s Coney.• Offer incentives like in downtown & midtown.• Tell business owners what benefits they will get from moving to our area, ideas for businesses that will do well here, training & an “SOS line.”

Less unwanted businesses!• No more pawnshops, scrapyards & self storage!• Can zoning regulations help prevent these busi-nesses from coming in?

Design friendlier

buildings!• Buildings like CVS & Dollar Tree have no windows on the street, which should be required. Storefront windows draw your attention & en-courage young entrepreneurs.• Less bars on windows make the area feel safer & more welcoming.• Would be amazing to have windows to watch artisans work at a market with quilts, sneakers, jewelry, etc including young entrepreneurs.

Focus investment on Joy Road blocks near Henderson School!

• Our Lady Gate of Heaven building near West Chicago & Mettetal or near St Mary’s because it’s close to Henderson School.

Communicate more about park planning!• Who does contracting work on parks?• What’s going on at Henderson & why new soccer fields?• What’s the process does GSD uses to determine programs & investments in neighborhood parks?

Improve Henderson& Rouge Parks!• Make Henderson Park more family-oriented with BBQ pits, picnic tables & shade.• Add more basketball courts at Rouge Park.• Remove abandoned houses near parks in coordi-nation with Land Bank.

parks!• Treasure parks because nature is a place to get away, promote neighborliness. cultivate landscape & culture.• Renovate Stein & Henderson/Stoepel 2 Park including fixing sidewalks, adding walking trails (like Henderson Park on the east side) or tracks, and benches, more safe places to play & get away.• More programs for young people

Build up existing community centers& explore new ones!• Build up the programs at & use of Boys & Girls Club as well as St Suzanne.• District 7 is the only district that has no city rec-reation center & it should for four-season use.

More Green Lights!• Semma Liquor Shop recently became the first Green Light business on Warren west of South-field, and we hear sales are going up.

Safer & more beautiful shopping areas on Warren Ave!

• Need better lighting & pedestrian conditions.• Parking on Warren Ave is an issue and it’s not safe for people to park in the alley in the back. Motor City Makeover can’t address alleys.• Build sidewalk seating areas like in Dearborn Heights.• Promote banners & other street decorations.• Consider 45 degree parking on Warren Avenue.• Use residential lots for parking with 10’ buf-fer with GSI rainwater ($25-35 for approval by DWSD & construction) & consider shared park-ing lots.• Enforce moratorium on automotive uses.• One mile of West Warren between Greenfield & Southfield has been chosen for a pilot of “Tradi-tional Main Street Overlay” (TMSO) allowing mixed-use with residential & light industrial uses, and requiring street-wall construction, windows, street entrances & side or rear parking. For exam-ple, someone wanted to open a sewing facility for refugee woman & was turned down, this would now be allowed. Could the TMSO be extended west of Southfield & would that be something our residents would want?

Organize businesses!• Organizing businesses is difficult, particularly in the summertime & for evening meetings. JSCDC has been canvassing businesses, though this did not result in Public Discussion attendees. Similar-ly, an evening DEGC resource fair early this year attracted only three business owners. • On the other hand, two business owners, from Computer PC & Goodnight Lounge, attended the Public Discussion hosted by WACO & made several useful contributions.• JSCDC to take smaller steps, like creating a messaging system, then cultivating block captains for cleaning up & mowing. Maybe a 7 am break-fast meeting. Looking for incentives to offer.• Some businesses like CVS are not responsive.• Produce media spots on local businesses.

Connect withDearborn efforts!• Create a unified business environment along Warren Ave across Detroit-Dearborn boundary. Maybe the Arab American Chamber can help. • This year, Dearborn will build a Souk-themed “Middle Eastern Town” streetscape project with banners & archways on Warren Ave from Green-field to the east. Can the Detroit part of West Warren be included in a “soft expansion” through marketing, banners, or a brochure?

Support resident homeowners!• Need home repair grants, not loans• Tax & bank foreclosure prevention like Neigh-bor to Neighbor workshops & canvassing.• Many homeowners cannot afford available home insurance. How can insurance be more affordable? Could some sort of bundling work?• Make sure fair opportunities for affordable homes are available to all people.• Ask nearby corporations to encourage employ-ees to live in Warrendale.• Garbage pick-up by Advance has been a head-ache & creates a mess, especially bulk garbage.

Take care of flooding & mold!• Many homes have dangerous mold following 2014 flooding & FEMA support is restrictive.• Rain gardens & green infrastructure along roads like Whitlock can help.• For help with street flooding, need to clean storm drains.

Warrendaleness is...• Family-oriented neighborhood• Neighbors watching out for each other• Legacy of Ford family farms & burial sites• Businesses & crosstown #8 bus on Warren Ave

Destroy dumping & assist alleys! • We need more city inspectors to prevent dump-ing & related issues.• Even though the city government got rid of most alleys years ago, many residents still believe they are public property. Can there be a educational campaign about through flyers & social media?• Need to clean up overgrown weeds—how can city government better support residents taking care of these places?

Support tenants!• The rights of tenants need to be known & protected. Upcoming 2020 landlord compliance process is an opportunity to make these issues more public & WCO is ready to help.• How can a resident organization like WCO best engage landlords in the neighborhood?• A neighbor suggests that the rented house at 6769 Minock needs inspection.allow duplexes but not apartment buildings• Make sure fair opportunities for affordable homes are available to all people.

Deal with vacant properties!• Abandoned homes need better boarded up, espe-cially a property at Archdale & Longacre. Squat-ters are a real issue. Can we ask for an increase in inspectors, like they did in Grandmont Rosedale?• Encourage residents to buy from the Land Bank & support buyers with inspection: great when ex-isting homes are saved through Bridging Neigh-borhoods renovation like on Ashton Street.• The Land Bank still needs to be explained better to most people, also often sells too often to inves-tors & landlords.• Who are the Land Bank inspectors in this area? How often do they visit?

Improve road

conditions!• Warren Avenue must be resurfaced between Southfield and Evergreen! It has been decades. When will this happen?• Other areas that need resurfacing include Kirkwood & Dayton Streets from Southfield to Evergreen.• DTE utility cuts cause issues—seems they are more careful in adjacent suburbs.

Better bus experiences!

• Bus stops need improvement through efforts like extending Project No Stand Zone for all bus stops that don’t have seating (survey bus stop usage to provide right amount), adopt-a-shelter program for bus stops at Greenfield & Tireman (how does that work?), which also need wider sidewalks & trash cans. In response to robberies at bus stops, set up an emergency intercom sys-tem as found on college campuses.• Since WCO was told that DDOT cannot provide new bus shelters until other street & sidewalk work is done, when will this be? Does it make sense to wait if sidewalk & road improvements will not get done in the near future?• Bus service needs improvement through safer buses with better seats & promoting better behav-iors of the riders.

Make all streets safer for people

who walk!• Dangerous speeding is a huge issue & we must slow traffic down, not so long ago a 6-year-old child was hit on Brace near Warren Ave.• On Warren Ave, we want Detroit & Wayne County to reduce the speed limit to 30 miles per hour, install pedestrian islands, increase crossing time, fix crossing signals.• Speeding is a problem on all side streets, includ-ing everyday driving & extreme drag racing.• On east-west streets like Tireman, people use the parking lane to drive dangerously.• We want truck routes enforced so they stay off residential streets.• We like idea of beautifying walking space by painting intersections & decorative crosswalks in rainbow colors in locations such as Warren at Westwood, Evergreen & Faust, and want to understand more about who will do the painting & DPW procedures. The area around Warren & Southfield really needs some beauty!• Tree roots are breaking sidewalks.• We think putting a bike lane on Warren Ave may not be safe. Safer & more beautiful shopping areas on Warren Ave!• Slow down speeding on Warren Ave.• Make areas around businesses like sidewalks & parking feel more safe & pleasant, including lighting, landscaping (especially at Evergreen & Warren), more police presence, promoting project green light (maybe including matching funds).• Encourage & enforce sidewalk maintenance in front of businesses & deal with car businesses that block the sidewalk & public parking like at Joy & Westwood.• Reduce number of auto shops—how is morato-rium enforced & what happens when it expires?Provide more parking within wide street & con-sider creating a public parking lotEstablish noise ordinance• Is there a government program to clean up in front of the building• Traditional Main Street Overlay zoning is planned for Warren to the east of Southfield, which encourages buildings with no front set-back, doors & windows on street, reduced park-ing & including residential & light industrial uses. Can this be extended west?

Less unwanted businesses!• Reduce number of automotive businesses car lots, as they reduce quality of life by parking cars illegally, also none participate in Green Light.

Attract new businesses & jobs!• Attract more businesses including fresh fruits & vegetables, groceries (like Kroger), dry cleaners.• Tell business owners about benefits of moving to Warrendale.• Provide more youth employment along Warren Ave, maybe something like Cafe Reconcile in New Orleans.

Organize& support localbusinesses!

• Build a new business alliance like has existed before to sponsor things like street banners.• Improve relationships between businesses & community: some like Pizza & Fish are generous community supporters & most others like CVS are not community-minded. Maybe have the com-munity give small businesses awards.• Create a map of active businesses & owners, a community bulletin board & social media cam-paigns.• Find ways & people to sustain important local businesses like Chene’s Bakery.• Create incentives to keep businesses clean.• Host young businesses at an “idea hub.”

vacant land!• Create more small recreation areas including gathering space by Piedmont Block Club between Warren & Sawyer with benches, picnic shelter & play area, a small basketball park with seating on vacant lots at Greenview & Sawyer, and on Faust between Warren & Sawyer.• We like idea of specialized spaces for specific blocks, for example a dog park on one block & planting on another.• There could be limited walking paths through vacant lots, like the one on Auburn & Plainview• All these projects require maintenance: who will do it? We’d like to see community organizations like WCO receive financial support for this work.• Build raingardens along Whitlock & Tireman.• What is relationship between Neighborhood Framework & city government’s Sustainability Action Agenda?

Re-use vacant school properties!• Re-use closed school properties, like JSCDC’s project to create a splash pad at Old Dixon School property at Tireman & Minock, or creating a walking path at Jemisen/Leslie School property.• Don’t tear down the buildings like old Koscius-ko School, which WCO cleaned up awhile ago, consider if they can be used for purposes such as a community center.

Improve existing

parks!• We’d like our parks to have more adult exercise areas, walking paths, security, smart tech like solar, programs & shared places to bring together young & elder people.• Making park programs better known to residents• We are glad Mansfield-Diversey Park was rebuilt. Now we must deal with vacant land & dumping across Rutherford Street.• In Ryan Park, need more consistent cutting grass & emptying garbage.• In Henderson Park, we did not advocate for soccer fields & don’t understand how that was decided.• In Rouge Park, we are excited about the So-rensen Trail & hope it becomes like amazing places seen in West Virginia.

Build up existing community centers& explore new ones!• We want community centers that are available for four-season use & support the Boys & Girls Club & other organization’s work to fill the need.

Make all streets safer for people

who walk!• Speeding cars are a big everyday problem throughout this area. Near Whitlock & Win-throp, there’s lots of speeding, burnout & donuts. There’s wild racing on Rutherford between Ma-jestic & Diversey & all across Paul.• We support efforts to redesign street to be safer & slower “complete streets.”• On Warren Ave, we’d like to see the speed limit lowered to 30 miles per hour, pedestrian “bump-outs/cut-outs” like on Warren Ave in Dearborn, converting from four traffic lanes to two traffic lanes with center turning lane, increased crossing time, construction of medians or traffic islands to slow traffic, more red light cameras like at Warren & Woodmont & heavier enforcement of speed limits on cars coming from Dearborn side.• On residential streets, we’d like to see traffic humps in the middle of blocks (& know if these cause issues for firetrucks), signage about chil-dren & people with disabilities & maybe decora-tive street painting at intersections. School routes especially need to be clear of debris and over-growth, and the stop sign at Mansfield & Tireman needs to be fixed.• Additional street lights needed throughout area.• Support the Radio Patrol!• Ask Henry Ford College & U of M-Dearborn to pitch in with security.

Improve road

conditions!• Finish incomplete roadwork• Asbury Park between Whitlock & Warren has street problems because it is “The Valley,” used to be Ford Creek & former dump.• WACO is interested in participating in “adopt a road” programs• Educate residents on cleaning street drains.• Much dissatisfaction about GSD snow plowing.

Assist with alleys!• Clarify ownership of alleys & support residents who want to take care of them.• Strange things happen in alley near Southfield behind Chase bank —maybe a place for murals?

Support resident homeowners!• Many need help making home repairs on roofs, furnaces, porches. Increase availability of corpo-rate-sponsored home repairs for seniors & find ways to help with cost of alley sewer lines. • Many suffer from high assessments & taxes, and property tax exemption application should be better known & easier to complete.• Some of us believe we should have more own-ers & fewer renters, while others think we should encourage multi-unit housing & ban single family houses.

Deal with vacant properties!• Fix dangerous properties like the collapsing house on Warwick between Paul & Whitlock, as well as near Archdale & Longacre.• Address squatters with better inspections. Who are Land Bank inspectors in this area & how often do they inspect?• WACO would like to work closer with the Land Bank to understand existing inventory, suggest specific properties for sale & encourage residents to buy from the Land Bank.• Land Bank should require deposit for dumpster for demolition debris once a property is sold, as well as provide more support for buyers during inspections.• What are Land Bank rules for rehabbing brick structures like those on Abington, Grandmont, Asbury Park & Winthrop? • Use vacant corner lots like on Tireman near Forrer for raingardens with native plants.

Provide Parking!• To increase safe & convenient parking, use Warren Aven’s wide sidewalk & street to consid-er 45-degree parking, municipal parking, clearer parking signs & designated parking spaces.• Parking in alley behind Warren is not workable.• Some want to stop commercial parking on res-idential streets (which has already been relayed to the DONS), though others say this will cause problems for people who drive trucks.

Support small businesses!• Support businesses like Warren Family Bakery & Goodnight Lounge. • Build up relationships & communication be-tween businesses & community. • Create youth businesses like hair care, custom clothing & painting.• Invest in block on Warren between Mettetal & Asbury Park with City Hardware.

Less unwanted businesses!• There are too many auto businesses—need to increase enforcement on illegal parking & dump-ing, though some of us wonder if it’s legal to disallow them through zoning law.• WACO members want to attend zoning hearings to influence development decisions.

Build up existing community centers& explore new ones!• Decrease the generation gap by strengthening & creating places for community to come togeth-er & appreciate its diversity with programs for young people & seniors, such as Boys & Girls Club, which could perhaps be expanded to in-clude old Herman School, & the old Ruddiman School, which has a kitchen, could be a year-round senior center.

parks!• Improve parks for young people & everyone with more walking areas & intergenerational pro-grams like at Dearborn’s Ford Woods park.• Bring back ice skating to Mansfield-Diversey Park.• Build a skate park like in Simanek Park like the one near Davison.• Encourage better use of Rouge Park.

Better bus experiences!• Improve bus stops with seating (such as bench-es being design by Weaver Arts Academy), trash cans, and ensuring accessibility.

vacant land!• Support resident groups working to create community yards & gathering spaces like FPNA’s plan for West Chicago & Westwood (including a message board, flowers, a rock trail, & activity spot), the Evergreen Garden (sign & fence), West-wood Block Club, and DFD fireman Gary paint-er’s efforts around vacant lots near the fire station.• We’d like to see more flower beds, gazebos & sculptures like the ones at Rouge Park.• Explore potential community uses for old Dixon School property on Tireman such as JSCDC splash pad project.

Neighborhood signs!• FPNA, JCA & WCO would like refurbished or new signs to welcome people to the neighborhood at Joy & Evergreen, Joy & Southfield as well as on Warren.

Build up existing community centers& explore new ones!• Need additional centers since St Suzanne & Boys & Girls Club are too far for many chil-dren—some support idea of Hype facility in Rouge Park while others think it will be too far.
