Terrytown residents brought their complaints about code violations to the speakers at the Terrytown Civic Association’s July 13 meeting. Tiffany Wilken, Jefferson Parish Inspection and Code Enforcement director, and Brian Kennedy, property maintenance and zoning enforcement manager, fielded complaints from the 50 or so residents in attendance.

Most of the complaints her department receives center on property maintenance and inoperable vehicles, Wilken told the group. Complaints at the civic association meeting followed that pattern with most residents concerned about property and vehicles.

Wilken told association members that her department has 130 employees, and 40 of them are in zoning.

Wilken assured residents that their complaints via e-mail arrive as coming from anonymous.

Despite rumors to the contrary, the Office of Motor Vehicles (OMV) continues to send renewal notices for vehicle registrations, driver’s licenses and state identification cards, according to OMV Commissioner Nick Gautreaux.

In a news release issued July 19, OMV said it has received “a flood of inquiries” regarding the vehicle registration renewal program.

Apparently, e-mails are circulating which incorrectly state

Thank you to ALL who attended our delayed July meeting. It doesn't happen often that we push our Wednesday meeting back a week, but it did happen this year with the 4th falling on the previous Monday.

We had another great turnout as we discussed Code Enforcement issues with the Director of Code Enforcement, TIffany Wilken. We appreciate her taking time out of her day to come to our meeting and give the members and visitors an update. As we all know the squeaky wheel gets the grease, so we all must be vigilant to make sure we report what we see.

For our guest speaker in August, we've invited Donnie Rouse from the Rouse Corporation, but could not get confirmation, and then we were asked to just mail him an invitation, which we did. We are hopeful that he will still attend, but are expecting that Mr. Rouse will not show, we invited Terry J. Talamo, Quality of Life Officer for Jefferson Parish, to follow up on

our July meeting. Mr. Talamo will further explain how Quality of Life and Code Enforcement are working together to better the community.

As reported at our July meeting, the parish is expecting to take possession of the Terrytown Gym and reopen in Mid August. Intentions are that our next meeting will be held inside the Terrytown Gym. Keep watching and listening.

Please come out to hear Terry J Talamo, Aug. 3, at 7:00 p.m. at 341 Heritage, Fire Station 51. Maybe Mr. Rouse will surprise us and show up.

It is a pleasure for me to update you on the progress of the many improvements taking place throughout the Terrytown community.

After many delays, the Terrytown Gym is scheduled to be completed by Aug. 15. We can finally realize a quality facility that our young athletes will enjoy for years to come.

Construction on the new Golden Age Center is well underway, with an expected completion date in late September. This brand new building will feature state-of-the-art equipment such as an electronic bingo board, audio/visual equipment, a warming kitchen with double oven and a microwave, as well as a refrigerator and freezer.

Repair work to the Hickory Street Bridge is on schedule. Contractors are gearing up to repair approach landings of the bridge. We will continue to monitor the progress.

The open section of the Terry Parkway canal is being cleaned and swept for better drainage. This section of the canal runs from Guardian Avenue to Laurel Avenue.

Please be reminded that, in the event of a severe rainfall, the pumps can handle one inch for the first hour and one-half inch of rainfall per hour thereafter.

The newly constructed Terrytown

Elementary School is scheduled to open for the beginning of the 2011-2012 school year. Schools will reopen this month, and it is important to be aware of school buses and speed limits within school zones. Please be conscious of our young residents.

Hurricane season is here. During this time, I ask that you take a moment and clean out the drainage basin in front of your home and make sure it is clear of any debris or grass. Please stay tuned to news reports if there are any pending storms this season and follow the instructions of all state and local government agencies. For those residents with special needs, assessment forms can be filled out by visiting www.jeffparish.net and click on Jefferson Parish Assisted Evacuation link in the Important Information section. If you need additional help, please contact the Parish’s Department of Emergency Management at 349-5360.

Please be reminded that there will be no garbage collection on Labor Day, Monday, Sept. 5. If you are scheduled to have garbage picked up on Monday, Sept. 5, your garbage will be picked up on Thursday, Sept. 8. Garbage should not be placed curbside prior to 4:00 p.m. on Wednesday, Sept. 7.

In the future, no Jefferson Parish permits will be given for fairs or carnivals at the corner of Terry Parkway and Carol Sue or at Terrytown Playground, District 1 interim Councilman Bill Townsend told the Terrytown Civic Association at its July 13 meeting.

The permit for the carnival held at the old A&P parking lot in May was given in error, Townsend said.

In addition, the permit for the Terrytown Festival, sponsored by the Terrytown Volunteer Fire Department and the Terrytown Civic Association in March and held at the Terrytown playground, was given in error, said Townsend, who is a member of the TVFD.

Townsend made it clear he would not be signing off on permits for fairs or carnivals for either location, so anyone looking for a permit would have to wait until January when a new councilman takes office.

The Jefferson Parish ordinance prohibits fairs/carnivals from being held within 300 feet of residences.

The Jefferson Parish Council may waive permit requirements, Townsend said, but the council is allowed only to waive the fee requirement and that only for non-profit organizations.

Townsend discussed ongoing projects in Terrytown, including:

-The Gym. “Our prayers have been answered. The Gym should be finished by the end of this month,” Townsend said. He expects the gym to open around Aug. 15.

-The Golden Age Center. The GAC is not being completed as fast as “we

would like to see,” but the contractor says it will be finished by the end of August, Townsend told the civic association.

-Lighting on Terry Parkway. The street lighting contractor says the “whole thing” should be complete by the end of September. When it is finished, there will be new lights all the way to Belle Chasse Highway, he said.

-Covering the Terry Parkway Canal. As Townsend explained, the state legislature moved the money to cover the canal to Category 2. Since the state’s budget is in a deficit position, money won’t be available this year, but covering the canal will be put in the budget next year. “Whoever (represents Terrytown) in Baton Rouge will have to push to get it in the (capital outlay) bill,” he said.

Completely covering the canal will take $8 million, according to Townsend, so the money probably won’t be appropriated all in one year, but it can be requested all in one year.

-Clock Tower. A clock tower is going to be installed at the corner of Heritage Ave. and Terry Parkway.

After a vehicle was driven into the canal, parish officials discovered that the approach to the bridge had disintegrated. To correct the problem, Eurotech will do the work, Townsend said, taking four weeks at an expected cost of $28,000. Initially, the cost quoted was $90,000, then $190,000 and was to take three months, he said.

Election time is near, so it is time to start looking at the upcoming elections and how technology is helping us perform our civic duty.

Important dates for the 2011 election are as follows: The last day to register is Sept. 21; Early voting is Oct. 8 – Oct. 15; Election day is Oct. 22.

The State of Louisiana created a website that allows residents to register to vote online instead of driving to the Registrar of Voters Office. The Westbank registration office is located in Marrero at 5001 Westbank Expy., Ste 5001, at the corner of the Westbank Expy. and Barataria Blvd.

To register, according to the Official Website for the Jefferson Parish Registrar of Voters, you must: Be a United States citizen; Be at least 17 years old, but must be 18 years old prior to next election to vote; Not be under an order of imprisonment for conviction of a felony; Not be under a

judgment of interdiction for mental incompetence, and Reside in the state and parish in which you seek to register.

If you meet those requirements, the State will allow you to register at a few locations, including the new online voter registration site HTTP://WWW.GEAUXVOTE.COM.

Remember, residents who are stationed out of the district by the military can register to vote online, request a mail-in ballot and mail in their vote so they can have a voice in the local government.

Becky Collins has been elected to a director’s position on the Terrytown Civic Association board. She was elected by acclamation at the association’s July 13 meeting.

Collins, who grew up in Terrytown, is employed by the Louisiana Department of Revenue, where she is an internal consultant.

Also at the July 13 meeting, Civic Association President Stephen Leonard announced that Greg Nieto has moved out of the area, so a director’s position and the corresponding secretary slot are open.

Subsequent to the meeting, Donnie Retif, who has lived in Terrytown for the past 40 years, volunteered, and is expected to be nominated, for the vacant director position.

Retif’s family moved to Terrytown when he was three years-old. He attended Christ the King elementary school, played football for Belle Chasse High School and attended West Jefferson High School.

Retif has spent nearly 20 years working in the oil industry, where he is an instrument technician.

With more community involvement, he believes that Terrytown will become a better place to live. He is enthusiastic about the Terrytown Civic Association and has encouraged his neighbors and friends to attend meetings. With a full house at meetings, politicians will take the association more seriously, he said.

“You can’t sit on the sidelines and complain,” Retif said. “If you do, nothing gets done.”

During the month of June, there were eight to 10 burglaries in Terrytown, most of which could have been prevented for about $50, according to Deputy Alex Norman who handles community relations for the Jefferson Parish Sheriff’s Office.

In remarks to the Terrytown Civic Association at its July 13 meeting, Norman told the group that one of the biggest problems he sees is the length of the screw used to install the dead bolt on exterior doors. He indicated that longer screws offer more protection.

Norman’s job is dealing “with all that makes you safe at your house,” he told the civic association. He pointed out that there is only one active Neighborhood Watch in all of Terrytown, the one on Huckleberry Street.

Norman made a few suggestions of inexpensive things residents can do to make their homes safer and less

likely to be invaded. He advocates putting the radio on to talk radio when leaving; leaving ceiling fans on and putting a burglar alarm sign on windows.

Residents who aren’t sure what is unsafe in their house can schedule a visit from JPSO’s community relations section. The officers will conduct a survey. “Most of what we tell you will cost less than $100. They are simple things,” he said.

Norman reminded Terrytown residents that the Night Out Against Crime has been changed to Oct. 11 in Jefferson Parish. It will no longer be held on the second Tuesday of August. The national Night Out Against Crime organization gave Jefferson Parish the green light to change the date.

Aline Decoteau Saltzman

shortening; Poncho Villa attacked Juarez during the Mexican Revolution; Italy declared war on the Ottoman Empire; Carrie Nation, a temperance activist, died; Tennessee Williams, Jean Harlow and Ronald Reagan were born, and Terrytown resident Aline Decoteau Saltzman was born.

Saltzman was born Sept. 23, 1911 in Dutchtown in Ascension Parish. One of 12 children, her family lived on a farm where the main crop was sugar cane. They raised most of what they ate and ground their own coffee. She remembers that the coffee and chicory were bought separately and mixed in preparation. It was sold separately because “not everyone liked chicory in their coffee,” she says.

Woodrow Wilson had yet to be elected president. World War I had yet to happen. Most people didn’t have automobiles, and if they did, it was practically 100 percent certain to be a Model T Ford.

Saltzman remembers the day her uncle Frank drove home his first Model T, which was the first one in the neighborhood. “It was like a carnival parade,” she says. People were lined up on the road to see the car.

Her family farmed the Dutchtown land, called Sweet Home, until World War I came along. “World War I was our Waterloo,” she says, “because sugar prices went down to nothing.” Her father lost everything.

The family moved to the Southwood Plantation house in Geismar. Her father was the overseer for the plantation, working for an absentee owner who lived in Kentucky. As Saltzman described it, the plantation house was not in particularly good shape, but was large enough to easily accommodate the large family. That situation lasted only a couple of years, as the plantation, where rice was grown, had to be destroyed because of the encroaching Mississippi River. Saltzman was about 11 years-old then.

After the plantation was gone, “we moved away from the river,” she says. The family moved to Wadesboro, which is now part of Ponchatoula. In Wadesboro, Saltzman’s father was a sharecropper on a strawberry farm. He later purchased the farm and planted 220,000 strawberry plants.

Today, Ponchatoula is the Strawberry Capital of the World and Saltzman’s father represents the family on the Strawberry Farmers’ Wall of Honor. At one point, the family sent a batch of strawberries to the White House; that was when Franklin D. Roosevelt was president.

Saltzman attended school in Dutchtown and graduated from Ponchatoula High School. She received a high school diploma from the state of Louisiana dated April 8, 1929, several months before the stock market crashed and the great depression engulfed the country. There were 22 girls and 11 boys in her graduating class. Ponchatoula High School still stands, she says, but today, it is the middle school.

During her school years, Saltzman says, she lived on sandwiches made of peanut butter and jelly, homemade strawberry jelly.

She observes that strawberries aren’t as good today as they used to be. The reason: farmers don’t mulch the plants with pine straw; instead they use plastic to protect the plants.

Saltzman spoke Cajun French at home when she was growing up. Indeed, listening closely, one can catch a remnant of that accent still. She learned to speak the English language in school.

As children, she says, they didn’t know there was a depression. “We raised pigs, cattle and grew our own food.”

She says she walked the short one mile to school in Ponchatoula, but the family rode to church in a horse drawn buggy when they lived at Southwood. The plantation was seven miles from church.

Saltzman never drove an automobile. “All the boys drove,” she says.

“They would just get in the car and drive. They didn’t need a license.” Saltzman wanted to go to college and become a teacher. That didn’t

happen. When her friends went off to college, her father told her she needed to help with the children instead. Her second sister was living in New Orleans and having a baby, so Saltzman went to New Orleans to help out. She liked New Orleans and didn’t want to go home, so after her sister was well enough to take care of herself and her children, Saltzman looked around for work.

She found a job at McKenzie’s bakery and worked there for several years until a man from Tennessee, who had come to New Orleans with Winn Dixie, opened Green’s grocery store. Saltzman went to work for Green’s in the Pastry Department as a saleslady. She later worked for the Piggly Wiggly grocery store on Metairie Road.

Along the way, she got tired of working in a grocery store. “We worked six days a week with no benefits. On New Year’s Eve we would be taking inventory.”

Saltzman decided to make a change, so she took a bus to Canal Street with the intention of interviewing with major department stores, including Sears Roebuck and Company and D.H. Holmes. She landed a job at Sears, where she worked for nearly 20 years. She worked first in the credit department, and at one time, worked for the head cashier. Her job included such tasks as getting the money ready for the armored car to pick up. “Everything in the safe was my responsibility,” she says.

The only thing she didn’t like about working at the department store was working at night. “In the beginning the store was open only one night a week; then two nights; then all of a sudden it was every night,” she says.

If she had stayed one more month, Saltzman says, she would have received one month vacation every year, but everyone she knew had retired, and “I didn’t like that new bunch they put in there.” That was 1973. A year later, Saltzman and her husband moved to the Westbank, near Oakdale playground. He died in 1975 in Hotel Dieu Hospital.

Her husband, she says, was born in New Orleans and thought it was the best place to be. He never wanted to live anywhere else.

She met her husband on the Steamer Capitol at a dance. She remembers those dances and how toward the end of the evening 500 balloons would come down and “mix up with the crowd.”

She married “Johnny” in 1941. She was married in a pink dress at Mater Dolorosa in New Orleans, where she was a member from 1934 to 1959.

During World War II, all six of Saltzman’s brothers went off to war, and they all came home.

Saltzman raised one daughter, Betty Jean, a Terrytown resident. Currently, Saltzman lives in Terrytown with her granddaughter, Pamela Dinicola, who is an assistant principal at Terrytown Elementary School.

Her granddaughter raves about Saltzman’s beautiful gardens (specifically the day lilies that lined the yard), her cooking skills (particularly the blackberry cobbler, etouffees and fricassees), her quilting and crocheting expertise, and the clothes she made for Dinicola when Dinicola was growing up. “She always made a purse to go with every dress,” Dinicola says.

Saltzman likes flying and has flown to Idaho several times to visit her grandson (Dinicola’s brother).

In addition to her husband being gone, her six brothers and five sisters are also deceased, but Saltzman has more than 30 nieces and nephews to help her daughter and grandchildren celebrate her 100 years of life.

Saltzman counts it as a blessing that she has been able to experience country and city living during her life.

Ask her if life is better today, and she gives an unusual answer for someone of advanced age. She says life is definitely better today. She attributes that mostly to refrigeration and air conditioning. “It is more comfortable,” she says.
