1. Purpose
The purpose of this booklet is to assist tanker operation and other operations taking place at
Coastbase terminal.
Unless othervise is stated, the limitations and recommendations found in this booklet is intended
for tankers only.
The booklet also provides guidelines for rare occasion and exception of loading the same
vessel/tenker at is current location with oil products for delivery at another terminal/costal
depot.
1.1. Introduction
This booklet contains general information and safety regulations for vessels using the
facilities at the terminal.
Responsibility for the safe conduct of operations while your ship is at the terminal rests
jointly with you, as Master of the ship, and with the responsible Terminal Representative.
We wish therefore, before operations start, to seek your full co-operations and
understanding on the safety requirements set out in the ship to shore safety checklist which
are based on safe practices that are widely accepted by the oil and tanker industries.
Failure to comply with Ship to Shore Safety Checklist and these regulations will involve
cessation of cargo operations and/or removal from berth, pending complete investigation
and receipt of written assurance from the Master that effective control has been
established. A vessel will be held responsible for any cost and delays arising from non-
compliance with the relevant safety procedures.
It is the Master’s responsibility to ensure that all officers and crew are informed of and
understands the contents of these safety regulations.
The Contents of this booklet is in addition to, and does not supersede or replace any
information contained in the national and/or local harbors regulations, the latest edition of
internal safety guide for oil tankers and terminal (ISGOTT) or safety regulations which the
appropriate authority may issue.
The information contained herein is believed to be corrected at the time of issue, however
no responsibility can be accepted by Coastbase, its principals or agents for the accuracy of
anything contained herein, or contained within any supplemental publication.

2. Terminal information and services
2.1. General The terminal is located near the town of Sandnessjøen.

2.2. General site rules
All work at the site requires a work permit (AT). This includes also a safety induction for the site
All personnel on the site shall be equipped with a identification card, given by Coastbase. Vistors are
to be equipped with visitor cards.
Personal cars are not accepted at the site, without special vehicle card. This is to be placed clearly
visible.
Safety precautions, such as fences, warning signs and barrier tape must be observed and left intact
The possession, bringing to work and/or the use of alcohol and drugs on site is prohibited.
Only designated operators who are qualified and trained may operate machinery and equipment.
Follow the instructions given by the yard supervisors and safety personnel at all times.

Do not use any obviously damaged or uncertified equipment.
Drivers on site for brief periods to be escorted at all times unless inducted.
If you are not sure then ask.

2.3. Infrastructure
The quayside can receive vessels up to 200 m length, 11.5 m drafts and an air draft of 43 m. Due to
the lifting and transport equipment available on site this facility is able to receive and handle large
shipments. The storage area is over 100,000 m2 (and can be extended if required). There are also
possibilities to provide sheltered storage to allow our clients to have cost-effective storage solutions
for their assets and equipment at one single location.

2.4. Pilots Pilotage is compulsory for all the vessels above 500 tons displacement, or if under the command of a
foreign captain/officer that does not hold a waterway certificate (farledsbevis) for the local waters.
Vessels en-route to and from the Coastbase terminal must comply with all regulations regarding use
of pilot within Norwegian territorial waters. A copy of these regultaons can be obtained from the
pilots on requests.

2.5. Pre – load/Discharge conference A pre-load conference shall be held between the terminal representative and the ship’s cargo officer.
To aid the overall safe management of the operation, an inspection based on the latest ISGOTT
version of “Ship/Shore safety checklist” is carried out before any loading or discharging. Repetitive
checks will be undertaken at intervals agreed during the pre-transfer conference.
Material safety sheets (MSDS) are available from the terminal on request.
2.6. Inspections Norway is a signatory to the Memorandum for Port State Control and in addition to terminal
inspections; Masters can expect governmental inspections to be undertaken aimed at confirming
that ship meets relevant international standards.
2.7. Ship/Shore safe access 12 m gangway is available.

For different size the vessel has to provide its own gangway; Safety net is mandatory.
2.8. Access to terminal Unauthorized persons are prohibited from entering the berth or boarding the vessel. All
unauthorized persons will be denied access to the terminal
Vessel crew or visitors that appear to be under the influence of alcohol and/or drugs will be
prohibited from entering the terminal facilities. Vessels are expected to undertake their own
precautions in respect of intoxicated persons appearing on deck
2.9. HSE
HSE is a high priority at Coastbase Nordland.
No work will not be conducted without a pre-job risk assessment and a safety discussion appropriate
for the level of risk. All persons will be trained and competent in the work they conduct. Personal
protection equipment will be worn as per risk assessment and minimum site requirements.
Emergency response plans, have been developed from a review of potential emergency scenarios.
Everyone has the obligation to stop work that is unsafe.
CON's security concept comprises physical barriers against crime. The HSE Manager is responsible for
both the security- and the safety arrangements at the base. Additional security support is provided
by a licensed security service company.
These services include:
Gate control outside ordinary working hours and during week-ends Patrolling guards outside
ordinary working hours
Manned switch-board 24 hours a day
The HSE unit issues entrance- and parking permits to visitors. They also administer the locking system
for the facilities at the base.
2.10. Agency
Coastbase can arrange for agency services by MO Shipping Agency as.
- Clearance of ships calling Sandnessjøen and nearby ports, taking care of everything like Safe Sea et,
custom documents, ISPS, pilot and tug booking.
- Handle crew change, spare parts, provision, repairs and all requests.

- Repair and installation of computers. Data recovery. Installation and wiring of Maris ECDIS or Max
Sea electronic sea charts. We supply hardware and software. Any platform, Windows, UNIX and
Linux.
- Custom Clearance. We´re online with the Norwegian Customs and do imports, exports, transits to
ships and transits through third country. The advantage of this is that spares arriving to our ships end
up there without interruption or delay.

2.11. General Cargo/Supplies Supplies or ship provisions may be transported on to the berth of the terminal when it’s not in
violation with the safety regulations.
No transport of goods or supplies shall take place during cargo operations due to the safety zone
requirement.
Ships crane may be used for lifting ship supplies and equipment. However no lifting of any equipment
that may ignite sparks such as drums, steel, pipes etc may take place during cargo operations.
2.12. Bunker Not available
Bunker from trucks can be arranged.
2.13. Slop/Dirty ballast Disposal of dirty ballast water and/or slops to harbor waters and any pollution of the coastal waters
will result in heavy fines.
2.14. Fresh Water Fresh water is available at the berth. 4” hose, 100 m³ hour.

2.15. Garbage No garbage or other materials, neither liguid nor solid, shall be discharged over board from a vessel,
but shall be retained in suitable receptacles (suitable container) on board or arrangements made for
disposal ashore.
There are made arrangements for vessels to deliver garbage at Coastbase. Container placed at the
quay-side is to be used for general waste.
Special or chemical waste has to be made arrangements for.
3. Communication VHF, channel 12 is the primary contact for mooring and other operations on the base.
For other communication phones are to be used.
Communication between the responsible officer and the terminal representative should be
continuously manned by persons who immediately can contact their supervisor.
The necessary information, concerning the selected system of communication and/or telephone
number to be used, should be stated in the appropriate form.
This form should be signed by both ship and shore representatives.
3.1. Communication procedures To ensure the safe control of operations at all times, it should be the responsibility of both parties to
establish, agree in writing and maintain a reliable communication system. Before loading or
discharging commence, the system should be adequately tested. A secondary stand-by system
should be established and agreed. Allowance should be made for the time required for action in
response to signals.
These systems should include signals for:
Identification of vessel, berth and cargo
Stand by
Start loading or start discharging
Slow down
Stop loading or stop discharging
Emergency stop
Any other necessary signals should be agreed and understood.

4. PRE-ARRIVAL EXCHANGE INFORMATION
4.1. ISPS The International Ship and Port Facility Security code (ISPS) was initiated as a result of the September
11. Attacks in 2001. New regulations to prevent acts of terrorism at sea were adopted comprise
security measures both for ship and for port facilities.
Requirements for ships:
In advance of calling Coastbase Terminal, the following information is required;
1. Information on the latest 10 ports of arrival
2. A copy of the ship’s "International Ship Security Certificate" (ISSC) on first call
3. The ship’s "Continuous Synopsis Record” (CSR)
4. Passenger list
5. Crew list
6. In case of crew changes; list of new crew
7. List of visitors on board during the port stay
8. Detailed list of companies expected to deliver commodities and/or services during the
ship’s stay
The CoastBase Terminal requires as minimum information on add. 4, 5, 6, 7 and 8, 24 hours in

Requirements for crew, who wishes to go ashore, must bring:
Shore pass issued/stamped by the ship’s agent or by Coastbase.
Personal identification documents with photo.
Declaration of Security (DoS) is required when;
The ship is operating at another security level than the port facility or another ship it is interfacing
with

There has been a security threat or a security incident involving the ship or involving the port facility
applicable.
The ship has called at a port, which is not required to have and implement an approved Port Facility
Security Plan (PFSP), or the ship has conducted Ship to Ship transfers not required to have and
implement an approved Ship Security Plan (SSP)
A ship requesting a DOS must, before calling at port, apply to CoastBase - [email protected]
containing the necessary information/documentation in accordance with the foregoing.
4.2. Tanker to Terminal Wherever possible, the following information should be sendt at least 12 hours prior to arrival or
upon sailing from last port:

AA- Name of vessel and IMO no. (International marine organization)
CC- Overall length an beam of vessel and draught on arrival
DD- Estimated time of arrival at pilot boarding area
EE- Vessel’s displacement on arrival and departure
FF- Vessel ready to unload(/load if applicable) upon arrival
GG- Maximum draught expected during and upon completion of cargo handling
HH- Any defects that could adversely affect safe operations or delay commencement of cargo
handling.
II- Ship’s manifold details, including type, size, number. Also products to be handled at each
manifold, numbered from forward.
JJ- Advance information on proposed cargo handling operations, including grades, sequence
quantities and rate restrictions.
KK- On products likely to contain H”S, measured cargo tank atmosphere in each tank.
LL- On heated cargoes, average temperature.
