The Democratic Alli- ance (DA) in eThekwini has questioned why only 19 ‘low cost’ homes have cost a staggering R1.8 million each. Cornubia is a mixed use and mixed income devel- opment consisting of 1 200 hectares of land. Of this, 80 hectares are earmarked for industrial development. The rest is for commer- cial, housing and other pub- lic amenities. The development will see an additional 24 000 homes, of which 15 000 are proposed for subsidised housing and the balance for a wide range of affordability levels. DA caucus leader Zwakele Mncwango said he will be writing to Co-op- erative Governance MEC Nomusa Dube to investi- gate the matter. According to a report re- cently tabled at an eThek- wini council meeting, the 19 ‘low cost’ homes are an expansion of the Cornubia housing development. “This episode raises serious ques-tions about the Cornubia housing de-velopment. It is disturbing that the con-tract has been given to Gralio Precast,a company with a history of shoddyworkmanship.

“TheManase report, Department ofHousing and the National Home Build-ers Registration Council (NHBRC) haveall chastised this company for poorworkmanship in recent years for vari-ous government housing contracts.”He added that giving the company an-other tender to construct ‘low cost’housing at R1.8 million per unit is“highly” questionable.

Minority Front (MF) councillorPraggie Padayachee said that the MFhas championed the fight against cor-ruption in the city. “TheManase reporthas revealed the allegations of malad-ministration and corruption which isstill being investigated by MEC Dube.

“Since this housing project will par-tially boost the housing backlog, theallocated budgets must be utilised tothemaximum for the provision of qual-ity housing. Contractors must bescreened when tenders are awarded.The quality and workmanship of theconstruction of the houses must meetall required standards of the NationalBuilding Regulation Acts.”

Local DA councillor Brian Jayanath-an said the cost of the homes wasridiculous. “It’s rather unfortunate thatthese homes are paid for by the rate-payerandnot theANCand theirmoneyneeds to be well controlled and spent.

“As the DA we will never support abudget because the ANC fails to put incontrols and procedures to ensure thatsome councillors don’t also have theirhands inthepie and benefit from thesehousing projects. Many councillorshave been found guilty of housing cor-ruptioninthepastand we cannotallowfor these irregularities to continue.”

Umgeni water pondersDESALINATION>> Potential to filter sea water into fresh drinking water

UMGENI Water is investigatingthe feasibility of two 150 mega­litre­per­day (Ml/d) seawater

desalination plants on the North andSouth Coasts of KwaZulu­Natal.

If found feasible, these schemeswould be constructed so that thenorthern scheme would provide up to75Ml/d of potable water to eThekwi­ni’s northern areas such as Tongaatand Verulam and 75Ml/d to iLembeDistrict Municipality.

The southern scheme would pro­vide approximately 75Ml/d to eThek­wini’s southern areas and a further75Ml/d south to Ugu District Municipal­ity.

If either of the schemes are devel­oped they would be the largest seawa­ter desalination plants in the country.

The largest scheme in South Africaat present is 15 Ml/d and the largest insouthern Africa is a 45Ml/d plant atSwakopmund in Namibia.

There are, however, many largescale desalination plants around theworld including Spain, UAE, and Aus­tralia with plants up to and exceeding450Ml/d.

The technology that would be usedas part of the desalination process isSea Water Reverse Osmosis.

Umgeni stakeholder manager Sha­mi Hurichunder said a 150 Ml/d desali­nation plant will include large infra­structure to abstract water from thesea and to return brine to the ocean.

“The technological components ofa desalination plant are expensive.Very high pressure pumps are required

to pressurise the seawater to the levelat which salt can be removed from thewater.

“With the high corrosivity of the wa­ter, super duplex stainless steels are al­so required for many of the compo­nents of the plant.”

He said the membranes which areused in the desalination process are al­so very expensive.

“Consequently our preliminary costestimates vary between R2.7 and R2.9billion for a 150 megalitre per day plantdepending on site location.”

The operational cost of desalinat­ing seawater is high compared to con­ventional water treatment.

Hurichunder said South Africa is, ingeneral, a water scarce country.

“Large dams are required to store

the water necessary to provide citieswith an assurance of supply duringdrought periods. ”

He said with the current growth inwater demand, even this scheme willsoon, not provide the requiredassurance of supply to Durban, Pieter­maritzburg and surrounding areas.

“Other options are available foraugmenting the water resources ofthe Mgeni Catchment, including thepossibility of damming the uMkho­mazi River.

“Umgeni Water is now undertak­ing a detailed feasibility study of two150Ml/d seawater desalination plantsand once this study is completed thecapital and operating costs will becompared against those of dammingthe uMkhomazi and transferring thatwater to the Mgeni Catchment,” saidHurichunder. He said the economicanalysis, together with the perceived,environmental impacts, will providethe water board with the informationnecessary to evaluate implemena­tion.

ceived her identity document andwas eager to register to vote.

According to the IndependentElectoral Commission (IEC), Kwa-Zulu-Natal had a relatively highturnout.

Thehighestturnoutnationwidewas young people, with up to 75%of new registrations being peopleaged 30 and under.

“KZNhadreceivedthemost vis-its and there were no distractionsor any form of conflict reported,”said Mawethu Mosery, KZN IECspokesman.

Siphamandla Mcaka (25) was reported miss­ing to his family by a Zwelisha lady who had alleg­edly asked him to come renovate her house.

“The last time we saw him was that morningwhen this lady came to fetch him, asking that hecome help with renovations of her house in Zwel­

isha. After that we never saw him again,” said hisbrother Linda.

Upon their arrival on scene theyfound that a light delivery vehicle andminibus taxi were involved in a side-impact collision.

“Eleven people sustained injuriesranging from moderate to serious.They were all transported to hospitalafter receiving treatment on scene,”said Steinmann.

The late Roy Narain

COMMUNITYservant passes on>> A tribute to Coastal Weekly columnist and well known personality

ROY Narain, a renowned community per-sonality in the Tongaat and Verulam ar-easandcolumnist for theCoastalWeekly,

passed away peacefully in his sleep in the earlyhours of Friday morning, 8 November.

Narain,whoranhisownestateandmanage-ment agency from his offices in Arbee Drive,worked closelywith several body corporates inthe Tongaat area and was well known for hishelp and assistance in various areas of financeand body corporate management.

Narainwas the only son of teacher VNarainfrom Gandhi Nagar in Tongaat.

He matriculated at Tongaat SecondarySchool in the 1970s and completed a tertiarycourse in finance and administration.

He received a certificate in sectional titlesmanagementfromtheUniversityofCapeTown.He was also a qualified estate agent.

Narainwas alsowell known among the reli-gious and spiritual circles associated closely tothe Sathya Sai Seva Organisation.

He engaged in service orientated activitiesthroughout the North Coast.

He served as the chairperson of the NorthCoastco-ordinatingcommitteeof theSaiorgan-isation serving centre stretching fromVerulamtoRichardsBay.Hemoveduptheorganisation’sranks after serving the Tongaat Sai Centrewithdistinction for a number of years. At the time ofhis death he returned to the Tongaat Sai Centreto serve again as its chairperson.

As part of the Sai Organisation’s mission tospread spiritual messages and practices, RoytogetherwithSumenGovenderhostedaninspi-rational programme of messages, music andpracticeontheverypopularradiostationcalledRadio Phoenix.

This was a service to all spiritual aspirantswho followed them religiously every morningbetween 4am and 6am.

He was also a passionate environmentalistwho became amember of theWildlife Associa-tion of South Africa together with Teddy Al-imuthu Perumal a close friend and asso-ciate. BothNarainandPerumalengagedinsev-

eral environmental awareness campaigns andprojects in their quest to save the planet.

He was also a familiar face at theTongaat Child and FamilyWelfare’s an-nual Charity Fair, serving as a vol-unteer at their annual charityfair.Notaskwastoomenial

for Narain to perform-whether itwasserv-ing in the kitchen orselling tickets atthe Kiosk, he wasequal to thetask.

The commu-nity is definitelypoorer withthe loss of a self-less servant likeRoy Narain wholived to servewith distinc-tion.

THE Tongaat Anti Drug Forum (TADF)in conjunction with the TongaatChild Welfare launched the Teenager

Against Drug Abuse (TADA) initiative onFriday, 1 November.

Addressing high school pupils, TADFpresident Clyde Pillay said TADA had be­gan 10 years ago but was eventually dor­mant. “It is now time to re­energise this ini­tiative and ensure the fight against drugs

continues. Schools that have continuedthis fight without TADA must be compli­mented.” Pillay said resurrecting TADAcame after “the situation with drugsreached serious levels”.

“Things have gotten so bad that I heardabout a 13­year­old boy selling drugs. Canyou imagine what he will be like in five orsix years from now.

“He is beyond the consuming point. Heis actually buying these drugs in bulk andselling it to his fellow pupils.

“We need to stand up and be counted.As people of the community we must sayno to these ills of our society.”

Pillay said TADA aimed to minimise thefuture usage of drugs by the community.

“We have gathered pupils here to helpthem understand the dangers of drugs andhelp them avoid even experimenting withdrugs.” Also addressing pupils, former drugaddict Jared Cronje shared his experiencesand encouraged sober lifestyles.

“I was at a stage in my life when yet an­other missing persons report had been is­sued for me. I was a cocaine addict whowould do anything to feed my addiction.”

Cronje said he had been living a perfect­ly successful life in Johannesburg when hebegan experimenting with drugs.

“I had lots of money and I used a lot ofit to fuel this evil addiction. It is scary howyou lose yourself in something so terrible.”

He said that in South Africa 94 percentof teenagers confess to experimentingwith drugs. “This is an absolutely frighten­ing statistic. I say this because in rehab, thesuccess rate is a mere three to five per cent.This means that if you become hooked on

drugs there is a good chance you will neverrecover. This is why we are trying to helpyou understand the negative path you willtreading along.

“There is a slim chance you will recoverand live a full life. If there is anything youshould do, its not submit to this evil. Dis­courage your friends against it and livehappy normal lives.”

ISAW the most amazing computer gamereview on Tuesday. It was in the DailyTimes. The game was called Democracy

3.Democracy 3 is essentially sim­presi­

dent – this means it allows you to run oneof several countries the way you want withthe policies you like.

You interact with the game purely bysettingandalteringpolicies–spendingpo­litical capital to do this.

That capital is gained through yourministers, who each sympathise with par­ticular special interest groups.

If you annoy those groups too much,your ministers don’t give you much capital,and may even end up resigning.

They also throw in a number of vari­ables such as having to solve national cri­ses – whether they be asthma epidemicsor organised crime, and keep yourself rea­sonably popular with the electorate. Ac­cording to the reviewer: “It is interesting tonote that sometimes what actually worksfor dealing with one crisis isn’t what the

people want – legalising prostitution forexample can cut down organised crime,making your people safer but annoyingparents.”

This entire process of how this gameworks sent my mind on an unstoppablejourney questioning democracy and itstrue nature.

There are always chants by politiciansabout the “greatness” of democracy, butI wonder how true this actually is. You haveto ask yourself, if a game of this nature canbe created with real world­like results, dowe not have architects in our society whosimply dictate how we live? It is a wellknown fact that the world is run by a selectfew corporations who fund politics.

Political funding has often been a hottopic that barely reaches mainstream me­dia (unlike Idols). Even locally you oftensee politicians warming up to people ofprominence. They know they can bebacked and win a constituency.

Like this game, real politics is the same.It’s all about votes and securing your posi­tion of power for the next five years.

We all know that over the next fewmonths the ANC, DA, MF, IFP – all the wellknown parties will be far more visible. Play­ing their game as usual. I think it’s impor­tant for us all to understand that the sys­tem we abide by is failing.

It is flawed and it has shown economical­ly and socially. If the ANC and DA in Ton­gaatwereactuallydoinganythinggoodwewould see many changes.

For a town this small it seems like apathyis the name of the game. Councillorshelping people with burst pipes or over­grown verges is not service delivery.They are playing their game. Their versionof Democracy 3. There is a bigger picture.

A picture beyond pathetic excuses andlack of service delivery.

THEASEN PILLAYUNFORTUNATELY salaries don’t increaseat the same rate as our costs and infla­tion. As such, more and more people findthemselves drowning in debt with no re­covery in sight.

Knocks on the door at night are alwaysscary ­ often you are greeted by a sheriffof the court with a summons or he hasarrived to attach your possessions.

Sales in execution have become theaccepted norm, which often ultimatelyonly serves to further cripple adebtor.

The legal process and the time thisdrags on increases the debt, with no reliefto the debtor. For most people in debt,there seems to be no hope in sight.

Debt counselling has become themost viable and practical solution andhas been recognised as the best solutionto recover from over indebtedness.

Bear in mind that over indebtednessis not when the summons or letters of de­mand arrive, if you are

spending more than 60% of your in­come on paying accounts, you are alreadyover­indebted.

In debt counselling, a consumer con­sultswithaDebtCounsellor(DB)whowilltailor a strategy (payment plan) that willresult in the client becoming debt free in3­5 years.

The DB contacts and makes specificarrangements with each of the consum­ers credit providers, negotiating pay­ments at a lower interest rate. In some in­stances, interest is waived completelyandthecapitalsumisalsoreduceddrasti­

cally.Done effectively and timeously, the

debt counselling process will protectone’s assets from being sold and will putan end to those harassing calls from col­lection agents.

It gives a consumer, and their families,peace of mind in the knowledge that theyare on a definite road towards being debtfree.

During debt counselling, a consumermerely makes one monthly payment tohis DB which gets divided proportionatelybetween all the creditors. All paymentsare done via the DB.

The consumer is provided with updat­

ed statements. It is the most effectiveand convenient, free way to resolve debtproblems People often “hide and avoid”confronting their debts.

Reality is that ignoring debt will notmake it go away. You need to deal withit. There is no shame in being under debtreview.

It should be seen as a temporary mea­sure, which is necessary for a more con­structive financial growth in the future.

Ready for Duzi challenge>> Duzi hopefuls start training for gruelling race

THE South African Maritime Safety Authority chiefoperating officer Sobantu Tilayi announced 12 suc­cessful candidates who have been chosen for theorganisation in its first ever­canoeing training pro­gramme for the SAMSA Change a Life Academy.

The organisation will groom the chosen enthu­siasts, with the help of Duzi winner Martin Dreyerto become potential participants in the world fa­mous Duzi Canoe Marathon race, which takes placein February 2014.

The organisation is calling for more candidatesto show interest in filling up at least 13 more place­ments for training.

All the canoeists are from the Inanda areawhere for the past few months they have beentraining. They come from various schools includingHlengimpilo Primary School, KaGence PrimarySchool, Mbheki High School, Matebetula Primary

School, Mqhawe High School, Sthabile High andthe Abalindi Orphanage.

Thus far 12 successful candidates have been an­nounced and they are:

Mhlonishwa Hlongwane (20), Hlanganani Gc­wensa (16), Siphamandla Shozi (19), Patrick Can­ham (22), Mhlonishwa Gcwensa (22), Mmeli Ndi­mande (18), Lazala Pangeni Nxumalo (12),Zamokuhle Gwensa (12), Sbahle Sibiya (11), MholiNdimande (12)and the youngest canoeist PhumlaMkhize (9).

SAMSA through its corporate social investmentwing has committed itself to sponsoring the train­ing, supplying of canoes, training gear and groceriesfor canoeist’s families. Through various stages oftraining, the paddlers will proceed into receivingadvanced training and all the necessary support,from canoe equipment, clothing, energy supple­ments and transport to races ­ to achieve their truepotential.
