ManningManning

• Overview/Key Points:– Staff manning adequately supported dual Commander status– Appropriate management of manning flow – Personnel were sufficiently trained

• Challenges/Manning shortfalls:– CRG/CRS have insufficient Seabees to provide camp support for greater

than 15 day operations• Generator maintenance• Camp Czar functions• Manage fuel, sanitation, water services

• Keys to success:– Utilized Explosive Ordnance Disposal Expeditionary Support Unit ONE

detachment to provide camp maintenance support• Recommendations:

– Identify periods where there is a break in the scenario to rebalance/redistribute manning

– Establish MOU with ESU or NCF for support if required

TrainingTraining

• Overview/Key Points:– Training prior to RIMPAC proved invaluable– Establishing AFP pipeline is crucial to the development of the Staff and

increasing readiness

• Challenges/Training Shortfalls:– CRG not billeted with a Planning Department

• Keys to success:– United Nations Office for the Coordination of Humanitarian Affairs (UN

OCHA) Training for the Staff – Joint Humanitarian Operations Course (USAID) for the Staff– HADR Tabletop exercise with Japanese Maritime Self Defense Force– Naval Staff Planning Course

• Recommendations:– Make UN training part of the AFP training pipeline– Incorporate a more robust training track for Adaptive Force Package

EquippingEquipping

• Overview/Key Points:– Utilized a combination of ESU/CRS/JMAST assets for tent camps– Tested several energy saving concepts to include:

• Solar panels• Wind farm• Nitrogen car/generator• Able to provide independent power to CRS 11 Boat Company command center

• Challenges/Capability Gaps:– Environmental Control Unit shortage– Flooring shortage– Utilizing commercial boat trailers for embarkation via LCU/LCAC

• Keys to success:– Ensured all equipment was mission ready prior to deployment, including

communications capabilities• Recommendations:

– Increase TOA to include essential equipment for a field environment

Areas:

• Fuel – Established fuel delivery contracts, but needed to have 50 GAL Drums set aside for back up

• Food – Utilized per diem to maximize flexibility. See Best Practice Slide for discussion

• Retrograde – Ensure units have personnel scheduled to stay until retrograde is complete

• Supplies – Utilization of Serve-mart and HAZMINCEN were key to providing flexibility and minimizing footprint for loadout

• Pack-Out – Cut Off dates are critical in order to allow planning for flights scheduled to arrive prior to exercise start dates

• Overview/Key Points:– Gear staging prior to departure– Utilize NALO for opportune lift– Have a RETROGRADE Plan

• Challenges/Capability Gaps:– A comprehensive transportation plan to

ensure all necessary NEF equipment was deployed and redeployed successfully was lacking

• Keys to success:– Establish lead role for logistics

coordination/communication– Assistance provided by CBMU303 to stage

equipment and conduct onload/offload was CRITICAL!

– Contract services to begin one week prior to main body arrival

• Recommendations:

– Instead of depending on opportune lift, budget for commercial transportation to the max extent to allow for sufficient planning and ensure timely arrival of equipment.

• Overview/Key Points:– New NETC2 ver2 (MAST data/video systems replacement) – Setup and operational time for NETC2 ver2– VTC suite with NETC2 ver2 vastly improved – New Graphical Data Fusion System (GDFS) introduced– CENTRIXS communication was essential to mission success

• Challenges/Capability Gaps:– Iridium tracking unit (ITU) feed into COP was intermittent

• Keys to success:– NETC2 ver2 was essential key to C5I success of HADR event– CENTRIXS was essential to coalition communications– N3/N4/N6 collaboration

• Recommendations:– Work in ITU data path and test 6 months prior to RIMPAC 2016

HADR Camp (Day 1): One Command Tent and

Communications fully operational.

Bandwidth Bandwidth Allocation/ManagementAllocation/Management

• Overview/Key Points:– NETC2 ver2 utilized a 4MBS uplink downlink – CENTRIXS and VTC services were prioritized – MAST ver3 utilized a 2MBS uplink downlink – CENTRIXS and VTC services were prioritized

• Challenges/Capability Gaps:– MAST ver3 data allocation caused latency issues on all services

• Keys to success:– NETC2 ver2 4MBS data pipeline was sufficient to utilize all services

with no latency issues for staff

• Recommendations:– RIMPAC 2016 NEF and HADR HQ have NETC2 ver2 for exercise

Summary & RecommendationsSummary & Recommendations

• Commander’s key takeaways/recommendations– Properly manned for the mission conducted

– Support and interaction among all NECC Forces was superb

– Coordination with Coalition partners prior to exercise needs to be improved

– Things to do differently for RIMPAC 2016:• The process of shipping equipment needs to be refined

• Force flow should be adjusted to make most efficient use of personnel

• Integration into the HADR scenario needs to be comparable to Maritime assets (Crawl, Walk, Run)

– Overall, RIMPAC 2014 from the NEF perspective was a resounding success for all involved. U.S. and Coalition Partners met all training objectives and timelines.
