TheCoachellaValleyMosquitoandVectorControlDistrict(CVMVCD)isrecruitingahighlyexperiencedGeneralManagertoadvancetheDistrict’smissionandgoals.

Thepositionisopenuntilfilled.TheselectedcandidatewillbeinvitedtojoinourteamnolaterthanDecember2015.

The Coachella Valley is one of the fastest growing regions in California and one of themost desirableplaces to live. It boasts a temperate climate, blue skies, and stunningmountains. Although recognizedthroughouttheworldasapremierresortdestination,itcontinuestohavesmalltowncharm.

TheValley is a haven for outdoor enthusiastswith 120 of theworld’s finest golf courses, hiking, rockclimbing, horse trails, ancient palm groves, panoramic vistas, and Joshua TreeNational Park just nextdoor.OtherattractionsincludethePalmSpringsTramway,LivingDesertZooandGardens,PalmSpringsArtMuseum,andPalmSpringsAirMuseum.Theareaalsohosts someof SouthernCalifornia’sbiggestsportingandentertainmenteventssuchastheBNPParibasOpenTennisTournamentinIndianWells,thePGAHumanaChallengeGolfTournament inLaQuinta, and theCoachellaValley andStagecoachMusicFestivalsinIndio.

Higher Education institutions in the desert include the College of the Desert, Chapman University,UniversityofPhoenix,andtwosatellitecampuses inPalmDesert forUniversityofCalifornia,RiversideandCaliforniaStateUniversity,SanBernardino.

The Coachella Valley Mosquito and Vector ControlDistrict is a special district whose main focus is toreducetheriskofdiseasetransmissiontoresidentsandvisitorstotheCoachellaValleybymosquitoesandothervectorssuchaseyegnats, flies,andRed ImportedFireAnts.TheDistrict boundaries encompass2,400 squaremiles and are governed by an 11‐member Board ofTrustees,includingonerepresentativefromeachofthecities of Cathedral City, Coachella, Desert Hot Springs,Indian Wells, Indio, La Quinta, Palm Desert, PalmSprings, and Rancho Mirage, and two representativesfromunincorporatedsectionsofRiversideCounty.TheDistrict employs 57 fulltime and seasonal staff fromApriltoNovember.

ThePositionofGeneralManager

Compensation

TheDistrictGeneralManager ishiredby theBoardofTrusteesand is responsible to theBoard forallmatters related toDistrict business or activities subject to local, state, and federal regulatory statutes.TheGeneralManager’sprimaryresponsibilityiscost‐effectivelyandefficientlydirectingthefunctionsofDistrictprograms,furtheringtheDistrict’smissionofprotectingthehealthofresidentsandvisitorsoftheCoachellaValley.TheGeneralManagerworkscloselywiththeBoardofTrustees,staff,andregionalandcommunitystakeholders.

This position requires a highly experienced vector controlManagertocarryoutthemissionstatementandgoalsfortheDistrict. The successful candidate will have a broadbackground in all aspects of vector control surveillance andprograms,andarecordofsuccessinmanagingamulti‐facetedorganization. This senior‐level executive will be results‐driven, with well‐grounded and ethical decision‐makingabilities, and superior interpersonal communication skills.The General Manager will possess the ability to work wellwithallemployeesof theDistrictandcreateapositiveworkenvironment.

The General Manager should be capable of providing cleardirectiontotheemployeesoftheDistrictbasedonthepoliciesand direction of the Trustees. The General Manager shouldkeep all Board Members equally informed regarding theoperationsandactivitiesoftheDistrict.Excellentwrittenandoralcommunicationskillsareamust.

TheGeneralManagermusttakeaconservativefiscalapproachto managing the District’s finances. An individual who willrespecttheneedtojustifytheexpenditureoftaxdollarstotheresidentsoftheDistrictwillsucceedintheposition.

A Bachelor’s Degree in Biology, Entomology, or related lifescience field or Public and/or Business Administration froman accredited college or university is required. A Master’sDegreeisstronglydesired.

ThesalaryandbenefitspackagefortheGeneralManagerisopenandisdependentonqualifications.TheDistrictcurrentlyprovidesCalPERSretirement,healthinsurance,lifeinsurance,disabilityinsurance,anddeferredcompensation,aswellaspaidholidaysandvacationleavebenefitstoallemployees.

OpportunitiesandChallenges

The new General Manager will be challenged withopportunitiesthatwillrequirealearningcurveandreviewofcomplexpoliciesandprocedures.Thiswillrequireattentiontodetail, inspired leadership, out‐of‐the‐box thinking, andcreativeproblemsolvingskills.

Amongthesechallengesandopportunitiesare:

Actsasanadministratorandexecutorof theBoardofTrustees’decisions.

Provides leadership, program development, andadministration and coordination of the District’sAdministrationandOperationsdepartments.

Organizes the planning and preparation of Districtoperationstomeetevolvingvectorcontrolneeds.

Monitors trends and changes in land utilization,population distribution, water project development,andlocal,state,andfederalregulations.

Determines and develops operating policies. Definestheorganizationalstructure,divisions,andassignmentof functions and lines of authority to carry out theDistrict's mission, including business, technical,scientific,andoperatingfunctions.

Recommendssalarystructureandworkingconditions.Maintains an employee relations program. Recruits,selects, and assigns employees to positions. Plans,directs, and conducts a training program for Districtpersonnel.Instructsemployees.Reviewsandevaluateswork,andtakesappropriateactiontomaintainaneffectiveworkforceandworkplacestandards.

Coordinatesandadministerstheannualbudget,includinganalysisandjustifications,andpresentsit totheBoardofTrusteesforconsiderationandapproval.Thecurrentoperatingbudget is$8.6million.

Coordinates with the Finance Manager the establishment and maintenance of an accountingsystemandbudgetarycontroloverexpenditures.

Sees that effective use ismade of District property. Keeps or directs the keeping of records ofoperations. Reviews records and takes appropriate action as needed. Overseesmaintenance offacilities,equipment,expenditures,andprogramareas.

Confers with the District’s legal counsel and secures legal assistance as needed. Preparescomplaints,includingdocumentationandevidenceonpublicnuisancesforactionbytheBoardofTrusteesandtheDistrict’sGeneralCounsel.

Periodically surveys for anddirects the studies of public health threats causedby vector‐bornediseases.Conferswithprofessionalpersonnel anddevelops recommendationsonprogramsandprioritiesforDistrict’soperationalprogram.

Keeps informedof the latestdevelopments invectorcontrolandrelated fields.Participatesandcooperateswithpublicagenciesandprivateorganizations tostimulateprojects favorable to theprevention and control of vectors. Reads related professional literature and participates in theactivitiesofrelatedprofessionalorganizations.
