This was the groups rst meeng ofthe year, aer an informal survey wassent out by the group to parents in thedistrict to determine areas of concernwithin the district and how to improvethem. From the results survey, thegroup concluded that communicaonand class size were of greatestimportance. The meeng discussedthe survey results, but was designedto go beyond them.

Most of the African American inaendance were outraged by thesurvey. It was said that the surveywas problemac because it asked for

the educaon and income level of theparents and was not evenly distributedto minority communies and parents.

Appeals for the evening surroundedthe need for all interested paresto come together to address and toadminister what should be the bestpracces for addressing the needs ofall children no maer their race, theirclass or home environment.

New Yorks aorney general is suingHSBC Bank USA and HSBC MortgageCorp. claiming theyre failing toset mely foreclosure selementconferences required by state law.

The law says mortgage lenderswho sue to foreclose on residenalhomeowners will request court-supervised intervenon and aenda selement conference on possibleloan modicaons within 60 days.

Aorney General Eric Schneidermansays about 25,000 foreclosure casesstatewide have languished for monthsbecause lenders have delayed ling

the papers to trigger a conferencewhile connuing to assess interest, fees and penales.

The suit would require HSBC to waivethose later charges.

Schneiderman says lenders arebrazenly ignoring state law, cingnearly 300 HSBC cases in four counes.

He says hell also sue other lenders.

HSBC did not inially respond torequests for comment Tuesday.

NY Attorney General SuesHSBC Over Foreclosures

Governor Andrew Cuomo proposed atleast $80 million in state aid Tuesdayto help New York cies and counesescape a decades-long cycle of highertaxes and reduced services in theface of rising public payroll costs anddwindling populaons.

Cuomo said state government canno longer aord temporary xes toan imbalance that is forcing someof Americas greatest cies to faceinsolvency during a news conferencein describing his proposal to theLegislature.

Its not a momentary setback, its achronic imbalance, Cuomo said.

The states last four governorshave tried to turn the Rust Beltphenomena around with state aid.Cuomos approach would involve apanel that would tailor each plan toa local governments needs. Changeswould likely include consolidangadministrave dues with otherlocal governments, renancing debt, reducing the number of policians inoce, bargaining for no raises, cungspending and more layos.

Some local ocials welcomed theapproach as a way to free themselves

from a ghtening scal noose. Butothers said the panel, while helpful, wouldnt go nearly far enough. Theysaid it lets state government o thehook from making the hard decisionson the biggest issues.

What is driving us to insolvency isstate mandates, Syracuse MayorStephanie Miner said.

Miner, who co-chairs the stateDemocrac Commiee, wasnt invitedto the Democrac governors pressconference, although she has been aleader in the eort to pressure Cuomoto help local governments.

She said Syracuse has cut stangby 282 jobs to 1,915 employeessince 1990. She also said the cityFire Department is a huge sourceof the citys rising health care andpension costs, much of which were

set in Albany with public unions. Butthe city department is the only full-me, professional reghng unit inOnondaga County and she wonderedaloud how the city could share serviceswith another municipality.

Cuomos proposal doesnt includechanges to state laws that protectpublic jobs and benets, whichpowerful state unions lobbied for.Meanwhile, local governments areforced to conform to a law pushed byCuomo to limit the increase in some ofthe naons highest property taxes to 2percent a year, with some excepons.

Tuesdays proposal also doesnt coverschools, which account for the largestshare of property taxes, and doesntinclude a permanent change in thelaw that forces governments to acceptdecisions under binding arbitraon inlabor disputes, even if the governmentscant aord the result of the decisions.

I dont think it will be enough toenable the counes to connue toprovide services as well as meet the2 percent property tax cap. But itdoes help, said Stephen J. Acquarioof the New York State Associaon ofCounes.

The associaon is among thesupporters of Cuomos proposal.

The governor said local governmentscan choose to work with the panel ornot. A local government would onlyhave to accept the recommendaonsif it accepted state aid to consolidate, merge services, or take other acon.

He said the panel is a last step beforea nancial control board, whichunder law has power to rewrite laborcontracts. Local ocials seek to avoidthose powerful boards because thestate-appointed board supersedeslocally elected ocials unl nancesare corrected.

This is a viable alternave, saidJamestown Mayor Samuel Teresi. Wemay be one of the rst municipaliesin line.

George Zimmermans aorney doubtshe will be able to nd jurors whohavent heard about the Trayvon

Marn fatal shoong. He just wants topick people who havent already madeup their mind about the case.

Jury selecon begins Monday in theOrlando suburb of Sanford, Fla., thescene of massive protests by peoplewho were angered that police waited44 days before charging Zimmermanwith second-degree murder. Otherdemonstraons were held around thecountry, and the case drew worldwideaenon as it fanned a debate aboutrace, equal jusce under the law andgun control.

There is no dispute Zimmermanshot an unarmed Marn, 17, during

a ght on a rainy night in February2012. Prosecutors will try to show theneighborhood watch volunteer raciallyproled the black teenager, whileZimmermans aorney must convincejurors Zimmerman pulled his 9 mmhandgun and red a bullet into thehigh school students chest because hefeared for his life.

Zimmerman is charged with second-degree murder. He says he shot

Marn in self-defense. If convicted,Zimmerman, who idenes himself asHispanic, could get a life sentence.

Under Florida law, Zimmerman, 29,could shoot Marn in self-defense ifit was necessary to prevent death orgreat bodily harm.

His lead aorney, Mark OMara, hasto be careful how he characterizesMarn, said Randy McClean, anOrlando-area defense aorney.

Mr. OMaras challenge is toshow Trayvon wasnt proled, thatZimmerman either saw somethingthat looked suspicious or somethingelse that caused him to make contactwith Trayvon.

McClean and another Orlandodefense aorney, David Hill, predictedprosecutors will aack Zimmerman asa frustrated, would-be police ocerwho had a chip on his shoulder.Zimmerman was employed at amortgage risk management rm.He had studied criminal jusceat a community college and hadvolunteered to run his communitysneighborhood watch program.

The states narrave is going tobe ... Zimmerman was a powerfulneighborhood watchman, a wannabe

ocer who liked to use his authority,McClean said.

The Feb. 26, 2012, confrontaonbegan when Zimmerman spoedMarn, whom he did not recognize, walking in the Retreat at Twin Lakes, the gated townhome communitywhere Zimmerman lived and theancee of Marns father also resided. There had been a rash of recent break-ins at the Retreat, and Zimmermanwas wary of strangers walking throughthe complex. He was well-knownto police dispatchers for his regularcalls reporng suspicious people andevents.

Marn was walking back from aconvenience store aer buying ice teaand Skiles. It was raining, and he waswearing a hoodie.

Zimmerman called 911, got out of hisvehicle and followed Marn behindthe townhomes despite being told notto by a police dispatcher. These a------s, they always get away, Zimmermansaid on the call. Zimmerman, who hada concealed weapons permit, wasarmed.

The two then got into a struggle.Zimmerman told police he had lostsight of Marn, and that Marn circledback and aacked him as he walked

back to his truck. Prosecutors say hetracked down Marn and started theght.

Zimmerman told police Marnpunched him in the nose, knockinghim down, and then got on top ofhim and began banging Zimmermanshead on the sidewalk. Photos takenaer the ght show Zimmerman witha broken nose, bruises and bloodycuts on the back of his head. He saidthat when Marn spoed his gunholstered around his waist under hisclothes, he said, You are going to dietonight. Zimmerman said he grabbedthe gun rst and red. Marn died atthe scene.

Given the low visibility on the dark, rainy night of the shoong, fewresidents of the Retreat at Twin Lakeswere able to give invesgators a gooddescripon of what happened, andseveral oered conicng accounts ofwho was on top of whom during thestruggle.

But 911 calls made by neighborscaptured cries for help during theght and then the gunshot. Marnsparents say the cries for help werefrom their son, while Zimmermansfather has tesed they were from hisson. Voice-recognion experts couldplay an important role in helping jurors

decide who was screaming, providedthey are allowed to tesfy. OMara hadraised quesons about whether suchprosecuon experts would misleadjurors and Circuit Judge Debra Nelson

    has yet to rule.

The shoong received lile inialaenon, but that changed aerMarns parents hired BenjaminCrump, a prominent civil rightsaorney. He began complaining to thenews media, accusing the police andprosecutors of leng the murderer ofa black child go free, and contacngother civil rights leaders, including theRevs. Jesse Jackson and Al Sharpton,to get their support.

Gov. Rick Sco appointed StateAorney Angela B. Corey from thenearby Jacksonville district to re-examine the case. She decided tocharge Zimmerman.

For the past year, Zimmerman hasbeen free on $1 million bond and livingin seclusion.

OMara earlier decided not to invoke astand your ground hearing in whicha judge alone would decide whether todismiss the case or allow it to proceedto trial.

Its not clear whether Zimmermanwill take the stand, but he has alreadytesed in pretrial hearings.

Another crucial witness will be aMiami-area female friend of Marnswho was talking to the teen bycellphone as he was walking throughthe Retreat at Twin Lakes followedby Zimmerman. She says Marn toldher during that conversaon thatsomeone was following him andthat she also heard a brief exchangebetween him and someone before thephone was cut o. Marn was shotshortly aerward. But OMara alreadyhas called into queson her credibility, accusing her of lying about missingMarns funeral because she was inthe hospital.

Prosecutors have refused to commentabout the case outside the courtroom.Areas near the courthouse have beendesignated for expected protests.

We want to make sure this trial istried in a courtroom and not outside acourtroom, lead prosecutor Bernie dela Rionda said.

    The story of

Balaal Hollingsis one that isboth tragic andi n s p i r a t i o n a l .Hollings wasone of thelatest vicmsof the wave ofgun violencethat puts thelives of AfricanAmericans in

jeopardy all over the country. Beyondthe shoong death of Trayvon Marn, there are thousands of other blackmen whove also seen death come atthe hands of a someone holding a gun.

The rst part of Hollings story is notmuch dierent from the others: Hewas at a party and tried to break up aght. During the ght, he was shot inthe head. For the young man who wasa football star, prom king, and classpresident on his way to college, thisappeared to be the end, as it almostalways is.

    But God had other plans.

    The Northwestern High School

graduate stunned his class by appearing

at the graduaon, walking up to thepodium, and actually addressing theclass. Aer others thought that hewould not live, let alone walk or talkagain, the student stood up and gavethe most inspiraonal speech that anyof his classmates will ever hear in theirlives.

Balaal is one of the most intelligent,kind-hearted, and seless men I haveever met, classmate Jusn Williamstold the Detroit Free Press. I nevercame across a person that could makepeople smile and give them joy just bysaying hello.

    Hollings lost his football scholarship,

since the NCAA doesnt see much valuein black males who cant run up anddown the eld. This is unfortunate, because these scholarships shouldbe guaranteed, parcularly given thetremendous risk taken by young menwhen they step on the eld of play.

During his speech, Hollings thankedGod for giving him another chance. His story brings tears to the eyes ofanyone who reads it, including myself.Tragedies like this dont have to

happen, and every me a bullet leaves

the chamber of an ill-goen gun, apromising future is at risk of beingmurdered in broad daylight.

Happily for Mr. Hollings, he did ndout that hed won another scholarshipworth $50,000. He plans to study Pre-Law or Criminal Jusce. He has alsobeen invited to throw the openingpitch at Comerica Park when theDetroit Tigers play the Tampa Bay Rays.

Father Michael Peger, one of thebravest men I know, has faced gunviolence all too oen in his SouthSide Chicago community. Peger hasrepeatedly pushed the idea of tlingguns like cars, so that guns cannot

magically appear on the blackmarket to allow teenagers to kill oneanother.

These guns are not lost by accident. They are lost deliberately so that gunmakers can get rich from black malegenocide. Aer the killing has stopped, shareholders from the CorreconsCorporaon of America faen theirpockets by feeding our children to thePrison Industrial Complex. We have arole in this economy, and its one that

is based on brainwashing our kids to

get them recommied to modern dayslavery.

When I think about men like Balaal, Ithink of myself. The only dierence isthat Balaal is a far beer student thanI was, a beer athlete, a beer leaderand has more potenal. The samewould be true for Hadiya Pendleton, the lile girl who was murdered lessthan a mile from President Obamashouse. If we are going to protect theseyoung men and women, we must beas aggressive as those who seek todestroy them. Teenagers should onlybe worried about lile things, likedang, learning to drive and geng agood grade on their biology test. They

should NOT be wondering if they aregoing to die before graduaon.

    None of this is natural.

    Let your voice

be heardTell us what you think at:

    [email protected]

All for one, and one for all

Last week, the Social Security TrustFund report was released. One of

its more telling charts was of the

    trend in Social Security revenue.

    Social Security revenue comes from

a tax on the wages of earners, paid

    by both employees and employers.

So, essenally it tracks the level of

    employment.

Based on the simple trend of

revenues from 1990 to 2007, just

    before the Great Recession started,

2012 revenue would have been $899.4 billion; instead, it was

$840 billion. That gap means less money to build up the Social

Security Trust Fund than expected. The trustees do not break

down the revenue by the age of workers, but based on the

dramacally lower employment experience of young workers,

the bulk of that gap reects the lost wages of young people.

That gap also represents another side to the young worker crisis.

Of course, a smaller Social Security Trust Fund is a crisis for all

of us. But, the gap in earnings of young people also reects

they are not building up the wage record on which their Social

    Security benets will be based.

This is tangible, easy to see costs of high unemployment for

young people. Unfortunately, it is money they will not make up

easily. Evidence is that entering the labor market in mes of high

unemployment permanently lowers the earnings of workers.

The downturn of the 1980s le permanent scars on the earningsof those who graduated into the labor market between 1981

and 1983. The only way for the current young workers to make

up those lost earnings will be to work longer-make it up at the

    ends of their working lives.

But, if America would return to geng to full employment

faster, young workers would benet greatly. And, Social Security

would benet. This is the true inter-generaonal struggle. The

current generaon of policians is ignoring the immediate and

    long-term needs of young workers.

Now, the perverse twist is that the debate is on cung the

Social Security benets of future rerees-meaning the current

set of young workers who are suering the most from high

unemployment. The same set of young people who are not

building up the savings needed to help them when they are old.

Here, the Social Security Trust Fund report is helpful. The reportsays that Social Security is currently taking in more money than

it is paying out-revenue from current taxes and interest on the

Trust Fund are more than current outlays to pay benets. So, the

Trust fund is connuing to grow. The Trust Fund is large enough

to pay all promised benets unl 2033. That means well past

when the rst wave of the Baby Boomers-those born before

1949-will be nished receiving benets-more crudely, when

    they are dead.

This means the current jargon on intergeneraonal transfer is

a false debate; making it appear the AARP is trying to squeeze

money out of young workers. Instead, those who are ghng toprotect Social Security-like the Naonal Commiee to Preserve

Social Security and Medicare-are really ghng for todays

young workers. Protecng Social Security is making sure that

young workers do not have to pay for the nearsightedness of

austerity budgets that cheat the young out of policy debates on

generang jobs, and then make young workers pay in rerement

because of that same world view.

What the Organizaon for Economic Cooperaon and

Development clearly showed last week in its economic report

is that the social safety nets of the modern states are working

to save the day. Why would we deny young workers a fully

funconing set of proven safety nets when they get to be old?

In the meanme, lets move on to debang geng Americans to

work. Policians need to show how their plan creates jobs now,

not in some distant future. Young people need the jobs, and all

    of us need Social Security.
