What is eCall?
eCall defines a manually or automatically initiated emergency call (E112) from a
vehicle to an emergency agency, supplemented by sending a minimum set of
emergency related data MSD
� It is foreseen that eCall will be offered on all new vehicles in the EU by April 2018
� It’s using Europe’s single emergency number 112
� Establishes a voice connection to an emergency services
� The MSD is transported in-band the voice call
� Within the MSD the vehicle's location is transmitted to the emergency services
� eCall is based on GSM network infrastructure (UMTS is optional)

What is ERA-GLONASS?ERA-GLONASS refers to an interoperable in-vehicle emergency call service
introduced to be operated across the Russian Federation.
� It is foreseen that ERA-GLONASS will be offered on all new vehicles in the RU by January 2015
� ERA-GLONASS is using the general emergency number 112 when an accident happens
� The ERA-GLONASS System is analogous to the European eCall system
� Is harmonized with it for the purpose of process compatibility in regard to main functional properties

eCall/ERA-GLONASS - Definitions
ı eCall: A manually or automatically initiated emergency call (E112) from
a vehicle, supplemented with a minimum set of emergency related data
(minimum set of data (MSD))
ı MSD: The minimum set of data, sent from the vehicle to a public
safety answering point (PSAP), includes important information about
the accident, for example, vehicle identity, location information and
time-stamp.
ı PSAP: A public safety answering point is a call center responsible
for answering calls to an emergency telephone number for police,
firefighting and ambulance services.

ı IVS: The in-vehicle system is an in-band modem which consists of a
modem that operates full-duplex and allows reliable MSD
transmission to the PSAP via the voice channel through the cellular
network.

� 1 MSD contains 3 data parts and 4 muting
periods + preceding synchronization frame
� The MSD is represented by a field of 140 bytes,
appended by a 28 bit CRC code prior to HARQ
FEC encoding.
ı eCall requirements:
� Less than 4 seconds MSD transmission time.
ı DL feedback messages are for example the
START message, NACK if CRC failed, link-layer
ACK (LL-ACK) and higher-layer ACK (HL-ACK)
from the PSAP.

eCall signaling procedure:
Initiation: In the case of an accident, IVS establishes an automatic
emergency call => start messages are sent continuously (max. 5x)
Send-MSD: PSAP receives emergency call and triggers MSD
transmission (PULL mode), continuously sends start until
it detects the first incoming sync frame.
MSD-tx: IVS sends sync frame (dotted) after 3 successfully decoded
START messages, MSD RV0 is sent, then MSD RV1
(since IVS first receives NACK, but discontinued after receiving LL-ACK)
NACK: PSAP detects uplink sync and continuously transmits NACK
LL-ACK: PSAP tries to decode MSD after complete reception of RV0,
and after each data part of subsequent RVs
AL-ACK: After CRC success, PSAP sends 3 ACK messages and
then stops transmission => voice channel is un-muted.
Play tone: To test the voice channel in the R&S PSAP implementation
a 1kHz sine tone is played.

Different test call setups were arranged at TRL’s facilities: A Rohde & Schwarz CMW500 radio communication tester (network
simulator) with audio boards was available for over-the-air or wired mobile network simulation. A public mobile network signal was
available (signal strength not measured).
A Rohde & Schwarz SMBV100A signal generator was available for wired GNSS simulation. Real GNSS signals were available at a
known outdoors, open-sky location at the TRL facilities�
