ELLEN NOWAK was first appointed to the Wisconsin Public Service Commission in July 2011 by Governor Scott Walker. She was reconfirmed for a new, six-year term beginning on March 1, 2013. At the Commission, Nowak has delegated authority to provide commissioner-oversight of Focus on Energy, the state’s energy efficiency program. She also serves on the Committee on Energy Resources and the Environment for the National Association of Regulatory Utility Commissioners. Prior to her appointment, she served as the chief of staff to Waukesha County Executive Dan Vrakas. BART SPONSELLER was appointed as the state’s Air Management Bureau Director on January 30, 2012. Mr. Sponseller has worked in the department since 2004, beginning as a contract employee for the Lake Michigan Air Directors’ Consortium, working on policy and science issues for the DNR. Until recently, he was the leader of the state’s air monitoring program. He is co-investigator on a science team for NASA that is researching the integration of data products from satellites for use by policy makers and analysts. Last year, Mr. Sponseller was the co-organizer of an American Council on Germany (ACG) Conference at the UW-Madison that focused on the reinvention of the industrial heartland and its auto industry and the development of sustainable supply chains. PETER TOMASI, Partner with Quarles & Brady, practices in the areas of environmental permitting and environmental litigation. Mr. Tomasi has further experience with general civil, commercial, and intellectual property litigation. His recent experience includes: Representation of multiple clients in citizen suits brought under the Clean Air Act and Clean Water Act., and representation of a utility relating to several challenges to a proposed generating facility, including challenges to the preconstruction permit issued under the New Source Review provisions of the Clean Air Act and discharge permit issued by the state NPDES permitting program.

TODD PALMER is a partner in the Madison office of Michael Best & Friedrich LLP, where he focuses his practice on environmental regulatory issues and litigation. In that capacity, Mr. Palmer helps clients maintain compliance with all aspects of the complex and dynamic Clean Air Act, including planning future activities to minimize the expense and burden of regulation. Mr. Palmer helped develop Wisconsin’s new source review regulatory reform package and air permit streamlining initiatives. He has been rated as a “Band 1” attorney by the International Legal Ranking Organization of Chambers & Partners. In 2011, Todd was named Lawyer of the Year by Best Lawyers for Environmental Law in the Madison Area

CLAY RAASCH is the Regional Director for Trinity Consultants and has more than 2 decades of environmental consulting experience with a focus on air permitting and compliance and the implementation of EHS information systems. He has served for several environmental organizations, including Air & Waste Management Association – Upper Midwest Section (AWMA), and TAPPI – Environmental Division Council, National Council for Air and Stream Improvement (NCASI).

GALE HOFFNAGLE is Senior Vice President and Technical Director of TRC Environmental Corporation. He has over thirty years of air quality, meteorology, and modeling experience to clients across many industrial categories in every region of the country. He has served as a consultant to the Synthetic Organic Chemical Manufacturer's Association, the American Petroleum Institute, the American Mining Congress, and the Utility Air Regulatory Group among others. Mr. Hoffnagle is a Certified Consulting Meteorologist and a Qualified Environmental Professional. He is a past president of the Air and Waste Management Association.

ERIC BOTT joined WMC in 2013 after serving ten years as a staff person in the Wisconsin legislature including stints as Policy Director to both the Assembly Speaker and Senate Majority Leader. Prior to leaving the legislature, Bott was instrumental in the drafting and passage of Comprehensive Iron Mining Law (Act 1), and has since worked to advance air permitting and phosphorus discharge reforms.
