Synergies in practice

• We synergies ? To ensure:

– Complementarity between EU/National/Regional programmes: no overlap in funding

– Coherence and impact: alignment of EU and National/Regional strategic priorities to support common EU objectives/targets (e.g 2050 climate neutral aviation) and to achieve more “impact” from public funded R&I across Europe

• Clean Sky JU has developed a pilot action on synergies with interested EU Member States and Regions

• Encouraging synergies with ESIF by allowing complementary activities to support further R&I linked to Clean Sky and down-stream support to Clean Sky projects

• Encouraging the use of ESIF to enhance local/regional capabilities and skills in specific Aviation areas of expertise

• Regional MoU: the framework to link the regional strategy and regional stakeholders/capabilities to the Clean Sky Technical Programme

• Applicant to CS2JU calls may propose a complementary and separate set of activities which may be granted ESIF support (the “ESIF WP”)

• The ESIF WP may be added only to

the optional Template form in the Part C

• Content: description of the WP

activities with explanation of links/synergies plus description of resources and Total Eligible Costs and ESIF funding value (where applicable and the ESIF scheme is known at that stage)

CfP application: ESIF WP (I)

• No change in the rules, the proposal shall meet the topic scope in full, the budget shall cover the full scope of the topic

• ESIF WP will be evaluated as a separate process - outside the CfP rules and evaluation. No impact on the ESR and scores of the proposal.

• Only those ESIF WP proposed by the selected applicants in the call will be evaluated. Some proposal in the reserve list could be also considered.

• Reminder: ESIF cannot be used to replace private contribution in JU co-funded action and no double funding of same costs items (!)

CfP application: ESIF WP (II)

The JU will

• Assess any proposed complementary activities in the ESIF WP via a dedicated evaluation of the “CS2JU Synergy Label” with the submitted proposal and ITD/IADP area where appropriate and make possible recommendations;

• Ask feedback from Leaders (TM) on the activities proposed and its “potential” of fitting as complementary within the Programme area and possible impact

The Regional ESIF managing authority

• may use the CS2JU evaluation and synergy label to fund those activities based on their rules and funding schemes (submit the proposal + JU evaluation through the regional call (example: the 2019 call for proposal Podkarpackie ROP 2014-2020 Action 1.2 "Industrial research, development works and their implementation“)

Applicants are encouraged to

• Consider ESIF funding also during JU project implementation for amplification of scope/additional technical activities required etc. The JU may be asked to assess this proposed complement of activities and award a “synergy label”

Synergies within Horizon2020: status

• Identified problems in implementation of synergies with ESIF at National / Regional level

• Identify obstacles/”showstoppers” in MoU implementation

– At a strategic level (lack of political support/proper allocation of funding resources)

– At an operational level (ESIF rules, EU state aid, no take-up of Clean Sky evaluations…)

• Assess status from all MoUs implementation and agree next steps

• Assess interest for evolution of MoU to a more strategic cooperation

• Identify common technical priorities during the design of the Smart Specialization Strategy (RIS3) , the Region may consult the JU (example of RIS3 priorities: aviation, climate neutrality, regional electric aircraft, systems, smart manufacturing etc)

• ERDF Operational Programmes 2021-2028, the Regions should propose structured links with Clean Sky JU and the future “Clean Aviation Partnership” (link the programs and take commitment for funding)

• Regional authorities may transfer up to 5% of EU funds under the OPs to an EU Programmes including Joint Undertakings. Regions can also take up and directly fund projects with “seal of excellence” (with a legal basis in Horizon Europe and ERDF Regulations)

• Joint Programming: start building with the regional stakeholders/cluster a regional “Aviation technical programme” to contribute to the future “Clean Aviation Partnership” and its goals.
