Stat. § 46-718(1), the South Platte Natural Resources District (District) and the Nebraska Department of Natural Resources (Department) hereby provide notice that the District and the Department shall hold a public hearing on July 17, 2019, at 2p.m.(MDT) at the Western Nebraska Community College, 371 College Dr., Sidney, NE 69162. There will be an information session held at 1:00 p.m. (MDT) prior to the hearing at the same location.

As required by Neb. Rev. Stat. § 46-718(1), the purpose of the hear-ing is to take testimony concerning the proposed Second Increment Joint Integrated Management Plan Cooperatively Developed by the South Platte Natural Resources District and the Nebraska Department of Natural Resources (IMP) and pro-posed controls. The geo-graphic area subject to the proposed IMP is the entire-ty of the land area within the District boundary. A general description of the contents of the proposed IMP includes the following: Effective Date; Authority; Maps and Management Area Boundaries; Vision Statement; Funding; Science and Methods; First Increment Accomplishments; Goals and Objectives; Action Items, which include Controls and Triggers, Monitoring and Evaluation. The District will continue existing groundwater con-trols which are: 1) meter-ing of groundwater uses; 2)moratorium on new groundwater well permits

and on new or expand-ed groundwater uses; 3)certification of groundwa-ter use; 4) requirement of large user permits; 5) provisions for transfers; 6) municipal use accounting and offsets; and 7) non-municipal commercial and industrial use accounting and offsets.

The Department will continue the existing sur-face water controls which are: 1) maintaining the moratorium on new sur-face water appropriations and on expanded surface water uses; 2) transfers of appropriations are sub-ject to statutory criteria and Department rules; 3) continuation of surface water administration and monitoring of use of sur-face water; 4) no addi-tional requirements of sur-face water appropriators to use additional conservation measures; and 5) no other reasonable restrictions on surface water use.

The $500.00 carryover will not affect the maximum election. A motion was made by Sanders, second-ed by Miller to approve the Adoption Agreement and Summary Plan Description as presented. Marcy Schumacher appeared and request-ed the Board approve the issuance of 2 Special Designated Liquor Licenses in the name of Big V’s Bar & Grill. The second license was for a wedding reception to be held on August 3, 2019 at 12121 Road 32, Sidney, Nebraska. Assessor Keller submit-ted a report of the over-valued and undervalued

Next, Assessor Keller presented a Tax List Correction for McBride’s Yard Waste for the tax year 2018. Keller received documentation from the State of Nebraska stating that McBride’s Yard Waste has been out of business since 2017. A motion was made by Sanders, sec-onded by Miller to approve the Tax List Correction as reviewed. Roll Call: Aye: Sanders, Johnson, Miller. Nay: None.

Doug Hart, Highway Superintendent, discussed with the Board gravel for county roads.
