     posed assessment district, and the proposed assessmentsupon assessable lots and parcels of land within Landscapeand Lighting District No. LL001.

    Section 4. Time and Place of Hearing. On Tues-day, June 14, 2016, at the hour of 7:00 p.m., during thecourse of its regular scheduled meeting, the City Councilwill conduct a public hearing on the question of the levyof the proposed annual assessment. The hearing will be heldat the City Council Chamber, 225 Second Street, Claremont,California.

    Section 5. Notice. The City Clerk shall give notice of the time and place of said hearing by publishing a copy of this Resolution once in the Claremont Courier and once inthe Daily Bulletin not less than ten (10) days before the dateof the hearing.

    Section 6. Limitation on Increase of Annual As-sessment.The proposed annual assessment shall be basedon actual total costs, as delineated by Streets and HighwaysCode §22569. The City Council has declared its intentionto use, as a guide, for the purpose of determining the ap-

     propriateness of annual increases in assessments, theConsumer Price Index for All Urban Consumers for the LosAngeles-Riverside-Orange County area (1982-1984=100),

     published by the United States Department of Labor, Bu-reau of Labor Statistics; provided, however, that any suchannual increase in assessments shall not exceed ten percent(10%). The proposed 2016/17 assessment represents a 2.4%increase over the previous year.
