PEABODY CLAPHAM DEVELOPMENT Introduction Neighbours, welcome to our first newsletter. We hope that you enjoy reading it. Over the past four years we at Peabody have been working with our project team to make our vision for the redevelopment of the Clapham site a reality. We are now confident that we can deliver a scheme which provides high quality, modern living space for new and existing long-term Peabody residents. This will be a redevelopment which also integrates the existing site into the surrounding area. The team have been liaising with Wandsworth Council and the Greater London Authority (GLA) to establish the main principles of the redevelopment. Our latest discussions with the Council are based on the proposals listed below: Approximately 550 mixed tenure dwellings, including homes for the elderly; New community centre at the heart of the site; Small-scale shop/cafe/business uses fronting St John’s Hill; Building heights ranging from 4-12 storeys; High quality landscaping, new streets and public open space; Car parking at surface level and underground; and Environmental initiatives, including solar panels and combined heat and power system to provide heating and hot water. OUR PROPOSALS

It is the intention to replace the existing housing on the site with new high standard accommodation meeting modern requirements in terms of living space, servicing, open areas and sustainability. A wide range of accommodation will be provided from 1 bedroom flats to larger family housing. A significant proportion will be for rent but there will be market sales housing as well. The intention is to create a harmonious development which integrates seamlessly with the surrounding areas.

Lansdscaping & Public Realm The public realm improvements at Clapham are designed to be permeable so that the street can spill into the new residential quarter culminating in a central open space.This square will provide a shared amenity for the whole community to enjoy. It will sit on the proposed boulevard, linking the major transport intersection at Clapham Junction with Wandsworth Common. This strategic plan seeks to re-stitch the urban fabric of the area, creating an integrated space that encourages sustainable communities to grow.

The public spaces and streets will be well balanced, allowing cars to move through whilst ensuring pedestrians feel safe. The active use of the public areas and streets will create safe, familiar areas for adults to meet and the young to play.

The scheme recognises the importance of high quality planting and bio diversity that can be enjoyed by everyone. This new urban landscape will have large new street trees that will quickly provide a new green structure appropriate for this new urban realm. The frontage to the railway will have a wild garden and growing area promoting community activity and wildlife.

Commercial Space and Community CentreA bigger and better community centre is proposed as part of the new scheme. Although the existing St John’s Hill Centre is tucked away near the railway line, it is well used by local residents and groups.

The new community centre will be at the heart of the site in the central square. It will be more than twice the size of the existing hall. The space will be flexible so that it can be divided up for different functions.

The site benefits from excellent public transport facilities on its door step in terms of the train station and buses. Despite this Peabody is keen to ensure that the right balance is achieved as some future residents will wish to own a car and so some car parking will be provided on site as well as car ‘club’ spaces. A high level of cycle storage facilities will also be provided on site. Level access will be provided together with wheelchair accessible housing and lifts. A safe environment for pedestrians and childrens play areas will be incorporated into the scheme.

Plans below show how we currently intend to phase the redevelopment of the site. Although it is possible that this may change, we currently expect the first phase of work to start in late 2012 but this is subject to Peabody obtaining planning permission beforehand, an application for which is expected to be made to Wandsworth Council in early 2012.

SCHEME PHASING

Phase 1 will hopefully start at the end of 2012. It will involve the southern part of the site which is opposite Wandsworth Common.

Phase 3 will hopefully start in 2016. It will involve the northern part of the site, nearest to St John’s Hill.

We aim to submit the planning application to the Council early in 2012. The application package will include detailed drawings, as well as reports on transport, design, sustainability, daylight / sunlight and community involvement. Further details on the application package and timescales will be available on the project website.

Before submitting the application, we will continue to liaise with our neighbours, the Council, Peabody residents and other stakeholders. We will issue further newsletters at regular intervals to keep everyone up to date.
