The Montenegrin Qualification Framework is an

instrument which enables the placement and classification

of all qualifications that can be acquired in a country.

What is the Montenegrin Qualification Framework?

Why do we need the MQF?

• MQF will help standardize qualification development

procedures,

• It will ensure equality and alignment of assessment criteria

for acquiring qualifications,

• Procedures for acquiring qualifications will be clear and

transparent,

• It will ensure the credibility of qualifications acquired in

Montenegro,

• It will make sure that qualifications are comparable and

recognized abroad.

Qualification National Qualifications Framework

MQF consists of qualifications;

Qualification is a document setting out the knowledge,

skills and competences (level of independence and

responsibility) that an individual needs to acquire

formal recognition for their learning;

The framework enables an understanding of the

correlation between qualifications, progression routes

and a clear overview of different modes of acquiring

qualifications.

MQF elements

1. Level

MQF has eight (8) levels of complexity of

qualifications.

The levels present a series of consecutive

degrees.

They are defined according to the level of

complexity of knowledge and skills, and the

level of independence and responsibility the

learner can demonstrate.

2. Level descriptors

Level descriptors are statements showing the

depth and scope of learning at a certain level.

They define the level of complexity of

knowledge, skills, and the level of

independence and responsibility the learner

acquires through learning.

They serve as a guide to requirements a

candidat needs to meet at each level.

Level V (excerpt)

Level of independence and responsibility: Independence

in decision making in new and critical situations within area

of own work, introduction of changes and improvement

while planning and organising working processes…

Skills: Performing a high number of diverse and

complex tasks in new and unfamiliar conditions

and situations, by applying various methods,

techniques…

Knowledge: Overall and systematic,

theoretical and vocational knowledge,

which are adequate for the tasks of

appropriate vocational /subject area and

enable critical understanding…

3. Credit

The number of credits indicates the time which

a person with average capability will use during

the process of learning, in order to achieve

results (outcomes) for a certain qualification.

Each qualification has a numerical value

expressed in the number of credits.

1 MQF credit = 25 hours of learning

The Credit system

• Credits are transferable. Once acquired,

credit/s can be used to acquire more

qualifications at the same level which contain

this (common) unit/module,

• The lowest number of credits for which a

formal certificate can be obtained is one (1).

4. Sectors

Qualifications are divided into groups according to the

sectors they belong to. A sector is an area of studying or

employment.

Education and training

Humanities and arts

Construction and spatial planning

Natural sciences

Agriculture, food and veterinary

Health and social protection etc.

5. Types of qualifications/awards

Educational level qualification

It is acquired by completing a publicly valid

educational programme and by reaching a

necessary scope of a qualification, followed by a

valid assessment.

Diploma

Type of award, which serves as a proof of an

acquired qualification at an educational level.

Vocational qualification

It is acquired by completing a publicly valid educational

programme (module/course), by completing a special

educational programme, followed by a valid

assessment.

Other

Qualifications that do not belong to any of the above

mentioned types of qualifications.

Certificate

Proof of an acquired vocational qualification, part of

qualification or some other qualification.

-Awards certifying an acquired qualification can be issued

only by institutions that are licensed to issue MQF

diplomas and/or certificates.

- A prerequisite for acquiring a qualification is that a

learner needs to successfully complete the assessment

process. A certificate of attendance of

classes/course/seminar is not a qualification!

Possibility of partially acquiring a qualification

• Not limited to a certain age group.

• Modes of learning can differ: at school,

at a course, at work, individually;

• The duration of learning is not important.

MQF benefits: Knowledge, skills and competences

will be recognized regardless of the type, mode,

place and duration of learning.
