Jennifer Roberts is President of Elements Engineering, a civil engineering design firm focused on sustainable solutions for site development, drainage, and land use issues.

Her project experience includes urban

ne ighborhood rev i ta l i za t ion , m i x e d - u s e m a s t e r p l a n n e d communities, large-scale parks and open space, multi-family r e s i d e n t i a l d e v e l o p m e n t s , downtown revitalization, education campuses, green infrastructure standards and regulations.  

Her recent engagements have included parking lot design for the new $1.2 bil l ion Indianapolis International Airport (LEED-NC), new green infrastructure design and performance standards for the City of Indianapolis’ Office of Sus ta inab i l i t y, and a g reen infrastructure master plan and

re la ted green in f rast ructure projects for Purdue University. Jennifer has worked on the design teams of several LEED-certified projects. 

Jennifer is a frequent speaker on best practices in LID and green i n f r a s t r u c t u r e d e s i g n a n d engineering, and an advocate for sustainable solutions. She is a registered Professional Engineer in multiple states and a LEED-AP with the U.S. Green Building Council. She holds degrees in Civil Engineering from Vincennes University and Purdue University.

PROJECT DETAILS - SUSTAINABLE SITE DEVELOPMENT

IMA Art + Nature Park – Car ParkIndianapolis, Indiana

2009 – 2010

Involvement:Elements was the local civil engineer onthe project and consulted with (the late) Ed Blake of The Landscape Studio (of MS) and Eric Fulford of NINebark to do the green infrastructure design and coordinate permits for the Car Park. The project included bio-swales, bioretention and native vegetation and is the main entrance to the Art+Nature Park.

Involvement:Elements was the sustainability civil engineering consultant on the team. Elements assisted with design of green infrastructure site drainage improvements,permitting and LEED documentation.Detail:Elements was hired by Rundell Ernstberger to collaborate with EMH&T on the site

design for the project. During the design process Elements assisted in the design of the bioretention and subsurface infiltration system. Having designed other projects using these features within the City of Indianapolis, Elements also assisted with the design and permitting process for green infrastructure.

February 2007 – May 2008

Involvement:Elements volunteered the time to designthe site for the new offices of Keep Indianapolis Beautiful (KIB) and was on their ‘green team’ to help them select a site and understand what green site features would work best with the selected site, which is located in a combined sewer area. The site in Fountain Square achieves their goals andallows for a demonstration facility for green site design elements which includes porous pavement, rain gardens and a cistern.

Country Trace Apartments – Palmyra, Indiana

January 2008 – May 2009

Involvement:Elements was hired to prepare civilengineering construction documents for the 5-acre affordable housing (for seniors) project.Detail:Elements partnered with Living Spaces, LLP a landscape architecture company, to prepare a low-impact design for the project which included 6 apartment buildings. Approximately 0.2 acres of existing trees were preserved on the existing farm field site and the grading design followed the existing drainage patterns. A prairie, rain garden and tree trench were each used on the site to integrate stormwater management with the natural environment. The grand opening was held in June 2009 and the project is LEED-H certified.

November 2006 – January 2007

Involvement: Elements Engineering, LLC (Elements) was a consultant for the team developing the PUD Ordinance for this site. The

ordinance includes sustainable engineering practices and is the first of its kind in the Indianapolis area.Detail: Elements wrote the draft civil engineering sections of the ordinance and worked closely with Eden Land & Design, Inc. (an urban planning company) to complete this work. The ordinance specifies the use of sustainable site development practices which are common in LEED standards.

Indianapolis Brownfield at 25th & MononSoil CapIndianapolis, Indiana

Involvement:Elements was hired by the construction contractor LATA-KEMRON remediation, LLC (selected by the EPA) to prepare the civil construction documents for the soil cap to be placed on the 13.4 acre site. This will prepare the site for the future development which is planned to include urban gardens, a dog park and possibly a commercial use. Elements coordinated with the city of Indianapolis for the project permits.

St. Clair Place UrbanNeighborhood RevitalizationIndianapolis, Indiana

January 2009 – November 2010

Involvement:Elements was the green infrastructureconsultant on the team and was a sub-consultant to RW Armstrong. Elements was responsible for the green alley

design (using pervious concrete) and rain garden drainage design as wellas participating in public meetings.Detail:Elements was on the revitalization plan team as well as the implementation team for the project led by the Indy-east Asset Development (IAD) Corporation. The St. Clair Place projectarea is approximately 150 acres and contains many abandoned homes andvacant lots. The goal for the first phase, roughly one quarter of the total area, was to create a plan that would allow public infrastructure improvements and over 300 residential units to be improved or constructed by January 2012. The project has won the following awards: • The Monumental Award (2011)• The Excellence in Sustainable Design

Involvement:Elements was hired to lead the creation of recommendations for sustainabilityinitiatives related to the downtown

redevelopment.Detail:Elements was a sub-consultant of EdenCollaborative and part of a team chosen to provide solutions to the City of Angola for revitalizing their downtown. The work consisted of participating in workshops, focus groups and team discussions toprovide recommendations for downtown revitalization efforts pertaining to sustainability.

PROJECT DETAILS - SUSTAINABLE SITE MODIFICATIONS

Purdue Sustainable Stormwater Improvements at Ross Ade Stadium Parking LotWest Lafayette, Indiana

Nov 2009 – Nov 2011

Involvement:Elements was the engineer of record and a subcontractor to Meliora Environmental Design (from Pennsylvania). Andropogon,a landscape architecture company (PA), was also on the team. Elements assisted with design, permitting, QA/QC and CA on the 7-acre project site.Detail:The project included the creation of a 740’ bio-swale and 13 bio-filtration tree islands within the existing parking lot. The parking lot is located at the upstream end of the watershed for the campus and contributes to the stormwater issues immediately downstream. The work on this project and the infiltration bed under the practicefootball fields adjacent to it (for which Elements was also involved) helps to reduce the load on the system by slowing the flow and using infiltration. The bio-

swale runs the length of the parking lot and the system connects to the infiltration bed under the practice football fields. The new bio-swale and tree islands provide an appealing landscape which is also functional for stormwater quality and quantity.

Brook Park Elementary Teaching Rain Garden Indianapolis, Indiana

2011

Involvement:Elements was the engineer of record and teamed with Remenschneider Associates on the project. The existing dry detention basin was transformed into an educational facility for the students to learn about water quality and other related subjects that are connected to their curriculum as an environmental magnet school. A deck was constructed in the basin as a teaching platform and native plants were used in thevarious climates created by the shallow excavation. The students participate in the planting of the basin at a ‘planting day’ event.

Irvington Community School Teaching Rain GardenIndianapolis, Indiana

2011

Involvement:Elements teamed with Remenschneider Associates and Mundell Associates on the project. The existing lawn side yard andswale area was transformed into an educational facility for the students to learn about water quality and other related subjects connected to their curriculum. The existing swale was modified and three shallow rain gardens created to capture roof flow. Native plants were used in each basin. On planting day a box turtle was discovered on the site. It became the project mascot and was affectionately named “Irv”. The project is located adjacent to the Pennsy Trail and has an educational sign posted on the trail that illustrates the function of the rain garden.

City of Indianapolis Green Fact SheetsIndianapolis, Indiana

Summer 2008

Involvement:Elements was hired by AMEC for the city of Indianapolis to prepare Green Fact Sheets for several green infrastructure design methods.Detail:Elements was part of a team who prepared information regarding greeninfrastructure in the form of fact sheets to be integrated into the new stormwater design manual. Elements prepared the fact sheets for porous pavements, filter strips, tree trenches and subsurface infiltration. Elements also collaborated with EMH&T in preparing a design example to illustrate how green infrastructure works in Indianapolis, especially in combined sewer areas.

Indianapolis Airport AuthorityMidfield Terminal ProjectIndianapolis, Indiana

March 2007 – April 2009

Involvement:Elements was hired to design three parking lots to support the new Indianapolis Airport. Included were theEmployee, Taxi, and Cell Phone Waitinglots.Detail:Elements was a sub-consultant of DLZIndiana, LLC for this work. The workconsisted of preparing civil engineering site construction drawings for the threeparking lots (15+ acres total), as well asConstruction Administration.
