To encourage and support collaborative actions to address local causes of social conflicts.

Some weaknesses in CSO engagement and advocacy :

o Lack (KULANG) in projecting a strong voice or presence supporting the peace talks

o Lack in drawing in larger, broader peace constituency

o Lack of updated, significant or strategic knowledge about developments in the peace processes

o Lack in anticipating or responding creatively to hurdles or obstacles in the peace processes, to help move them forward

o Lack in being able to substantively contribute to the peace negotiations, and sometimes lack in coming to a consensus on positions, especially on details or nitty-gritty

oLack in influencing key decision makers and opinion leaders on peace and conflict, at local and national levels.

Some strengths of peace CSOs:

Perseverance in the face of difficulties and persistence over the long haul

Response to some urgent protection and humanitarian issues

Propagation of some key principles and awareness, e.g. human security, interfaith dialogue; Some policy level success - passage of some legislation such as on IHL, anti-torture, policies: NAP 1325

Some creative and good symbolic actions and models (Bakwit power, peace zones, Bantay ceasefire, Duyog Mindanao, MPPA, Mindanao week of Peace, all women peacekeepers)

Experience in engaging government peace bodies, some international entities, the MILF leadership (though hardly the NDF)

18 months / 3 years of peace negotiations

Engaging the broad Filipino public

Facing off with spoilers, those who benefit from conflict and status quo

Ensuring the citizens’ peace agenda in and outside peace talks; implementing social justice reforms now!
