A.1 Project Description / Introduction

The main goal of the project is to promote and drive citizen education in democratic governance in El Salvador through training, analysis, discussion and advocacy of civil society so that they may understand their rights and could monitor the work of the state in key country issues all the above in the eastern region of El Salvador for the first time. The Project's strategy consists in the creation of a Research and Training Center (CIDEMO) as Think Tank, where the solutions to the country´s problems will be analyzed and proposed, emphasizing on the promotion of important aspects such as governance, transparency and the fight against corruption.

SO1 will be achieved through: a) the creation of the center and training in democratic governance and transparency (Component 1); b) the research team´s capacity building (nine researchers) and training of 25 trainers of trainers in civic-citizen education (Component 2). The Center will seek to actively influence the strengthening of democratic governance, the rule of law and transparency in El Salvador; and will be supported by internationally renowned partners who will provide technical assistance and advice. SO2 will be achieved through the development of three training programs in democratic governance aimed at training the trainers, 200 emerging leaders and 4000 persons from civil society (Component 2). In this context, the project seeks to strengthen civil society - mostly

young people - who are not well organized, and with lack of training in democracy and citizen participation, to demand their rights and know their obligations, learn the control mechanisms of State institutions, and demand the effective management of public resources; through an emerging leaders and researcher seedbed with 25 UNIVO students. Finally, SO3 was intended to design and develop a technology platform. However, this OS3 has been suspended during FY19, its implementation will depend on obtaining new funds. (Component 3). This report summarizes the activities carried out during the second quarter of 2020 in the three operational components of the project. The main achievements of this quarter are: 1) Sub-awardee signature with American University, our American partner. 2) Receipt of the first products from the independent consultants of the University of Salamanca, Spain. 3) UNIVO Board of Directors Agreement to hire local consultants and start the operation of component 2 (capacity building). Likewise, this report responds to an update of the Work Plan FY-2020 with date March 31 2020, due to the impact of COVID-19 on the execution of the project.

B. ACTIVITY IMPLEMENTATION PROGRESS

The following is a description of the execution progress made during FY2020, by component.

COMPONENT 1: CREATION OF THE RESEARCH AND TRAINING CENTER 1.1 Short term consultancy to draft the Strategic Plan of the Center

The documents that will become the foundation of CIDEMO's Strategic Plan have moved forward and the independent consultants from the University of Salamanca (USAL) will deliver them next quarter. The preliminary results of the study carried out in the Eastern region in November 2019, through the citizen consultation workshops with the participation of 4 key actors, were also received: 1) The administrative staff, faculty and researchers of UNIVO (Academia). 2) Private sector (Chamber of Commerce). 3) Non-governmental sector (NGO's). 4) Public sector (local governments, secretaries of the Ministry of the Interior, and congressmen). The draft document summarizes the research objectives, goals, and lines that CIDEMO will develop over the next five years. 1.2 Training on “Social research methods”

Researchers and faculty from Universidad de Oriente (UNIVO) received a 40-hour workshop on social research methods during the period between January and March; the workshop was offered as part of the short-term consultancy with independent consultants from USAL, and was divided into two stages:

a) The first part was in charge of the PhD. Cecilia Rodríguez who using the case study methodology, addressed the fundamental steps of the scientific method such as: problem statement, theoretical foundation, hypothesis development. The instruction focused on practical aspects in order to facilitate the production of high quality documents suitable for scientific dissemination.

b) The second part of the workshop focused on the analysis and interpretation of results, which was carried out by the PhD. Mercedes García. Two fundamental aspects were covered in the training: the first, stimulating the use of specialized software for the analysis of statistical data as a support tool for scientific research, and, on the other hand, practicing with different techniques for interpreting results using data as a reference provided by previous studies carried out by CIDEMO, or by other think tanks.

A total of 31 individuals (11 women and 20 men) were trained during the research skill building process. This activity was added despite the limited funds, thanks to the good rapport with the aforementioned consultants, to strengthen the competencies of UNIVO researchers and faculty.

On the other hand, taking advantage of the visit of the experts in Political Science of the University of Salamanca, the conference called: “Institutions and democracy: recent scenarios in Latin America” was offered to the university community of the eastern region (young people with leadership potential)where Dr. Mercedes García, spoke about the forms of government and the most decisive social-political changes to understand the dynamics of power as a result of the emergence of leaders whose characteristics threaten the democratic ideal, the above in order to promote the democratic culture in the youth of the eastern region.

1.3 Define research lines (CIDEMO)

The independent consultants from the University of Salamanca delivered the document with the lines of research for CIDEMO. These lines sprouted from the results of the study on citizen consultation and the workshops in the eastern region. The document proposes two lines of research according to the problems that the eastern region suffers in the socio-political arena: the first is entitled "Institutional Strengthening, the Rule of Law and the Judiciary" with the aim of seeking crosscutting knowledge on the role of the State in society, the construction of a democratic society and the fight against corruption in favor of public management practices based on ethical principles and transparency. The second line is associated with the study of "poverty, development and cooperation", which focuses on the fight against poverty in El Salvador and on capacity building for planning and formulating social policies aimed at reducing poverty and extreme poverty levels that affect the country. Upon receipt of this document, the research lines on which future CIDEMO research will revolve around will be defined. 1.4 Internal regulations (CIDEMO)

Up to the month of March of this year, the following product was received from the short term consultancy with independent consultants from the University of Salamanca: draft of the Internal Regulations of CIDEMO. Observations have been sent to the consultants and as scheduled, it is expected that an approved document will be received next quarter containing CIDEMOs Internal Regulations, which will regulate CIDEMOs operation, research activities, human talent, and resources. 1.5 Follow up to Technical assistance and draft of the final strategic plan

The technical assistance provided by independent consultants from USAL has been followed up, and information has been exchanged such as the Statutes and the UNIVO Strategic Plan, and other documents, which will serve as the legal basis and theoretical support of the future Strategic Plan that these consultants will develop for the CIDEMO. The final draft of the Strategic Plan is expected to be received and approved during the third quarter of this fiscal year. 1.6 Signing of Sub-award between UNIVO and AU

On March 5, 2020, a letter of approval was received from USAID to sign an amendment between the Sub-awardee and the American University (AU); later, on March 9, Amendment No. 1 to the Sub-award was signed electronically between UNIVO and AU; to date the first product to be delivered by AU, consists of the Technical Assistance Plan, including an activity schedule and a schedule of deliverables, whose deadline is April 2020.

1.7 Selection of researchers (profiles and contracting)

In early March, Agreement number 10.3 B. Minutes number 815 of the Board of Directors of the Universidad de Oriente was received, dated March 10, 2020, where it was agreed to approve the hiring of researcher 2 of CIDEMO, in May 2020. At the moment the CVs of candidates are being analyzed, but by April it is expected to have received a shortlist for the final selection, so that CIDEMO researcher 2 can participate in the training process with the American University in June 2020. 1.8 Training on “Public policies and research methods”

In late March the probable dates of the training were decided taking into account the impact of the coronavirus pandemic through a videoconference with the American University, and it has been scheduled to take place between August and September 2020.

COMPONENT II: CAPACITY BUILDING 2.1 Management with consulting firms and hiring

Agreement number 10.3 C. of the Board of Directors of Universidad de Oriente, Minutes number 815 dated March 10, 2020, which authorizes to enter into a contract with the national consulting firms, mentioned in the Cooperation Agreement. Likewise, the technical files, subcontracts, and the consulting contract model are ready, just awaiting USAID´s approval to sign with the consultants, to move forward with the following sub-indicators of this component. 2.2 Draft the profile of trainees

The profile is 100% complete, it is comprised of 4th and 5th year students of careers related to Social Sciences, including: Law, Communications, Psychology, others.

COMPONENT III: DEVELOPMENT OF THE TECHNOLOGICAL PLATFORM

The adjustments made to the Work Plan FY-2020 dated March 31, 2020 show that this activity has been suspended pending new funds, due to the coronavirus pandemic.

COMPONENT IV: PROMOTION OF CITIZEN PARTICIPATION 4.1 Student seedbed

The Students from Universidad de Oriente who are part of the Research Seedbed of the Research Center for Democracy (CIDEMO) received a recognition during the training workshops for their support in raising awareness on the importance of the duties of the

Court of Accounts of the Republic (CCR). A total of 38 young people participated. This recognition was made during a public event in order to promote the social control on the CCR, and the Citizen Observatory for CCR presented the progress made in working together with organizations and their experiences with young people in training workshops. The document “Mapping of Actors Promoting Governance and Citizen Participation in the country's Eastern Region” was reported as completed last quarter. This mapping, served as a reference for the selection of five local partners (ADEL Morazán, ADEL La Unión, FUNDAMUNI, PADECOMSM and Fundación Campo), it is expected that with the selection of these local partners it will be possible to establish strategic alliances that will enter into effect the third quarter of this fiscal year.

The director of the Research Center for Democracy, in company of Dr. Cecilia Balmaceda, researcher at the Ibero-American Institute of the University of Salamanca, Spain, were interviewed during the ENFOQUE program of Channel 9. Topics as the quality of democracy, the fight against corruption, transparency and reporting on the progress of the Civil Society and Democracy Project in the Eastern Region were some of the topics addressed. • Opinion blog

Five current topics on democracy, governance, transparency, and citizen participation have been shared by the CIDEMO Fan page on Facebook; through opinion articles with which it has been possible to have an interaction with the followers of the Research Center. Since late March, due to the COVID-19 Pandemic, a campaign has been running on the Facebook Fan page called “Transparency in public procurement in times of emergency”.

• Search for strategic alliance for ALAC Contact Point

In order to facilitate the access of the population to public information, particularly in the eastern region, CIDEMO sought to build a strategic alliance with the National Foundation for Development (Funde), with whom work meetings were held, to establish a contact point for citizen complaints, known as ALAC (Anti-Corruption Legal Advice Center), which is part of Transparency International a non-governmental Organization. The activity has been pending due to the health emergency of COVID-19, and only the knowledge transfer part was developed to two CIDEMO interns who will be in charge of receiving complaints about small cases of corruption and providing advice for requests for access to public information.

B2. Implementation Challenges • On March 15, COP Ricardo Auerbach resigned temporarily to his duties responding to the

orders of the Board of Directors of UNIVO and with the approval of the USAID contracting office, was appointed the director of CIDEMO, with the support of the Financial Coordinator. Currently, a modification to the Program Description of the Cooperation Agreement between UNIVO and USAID is in process. Likewise, the UNIVO authorities accepted the resignation of the Accountant Ana Mercedes González, who worked until March 31, 2020, this vacancy is being replaced, but the process is stagnant due to the current health emergency.

• In mid-March, different countries around the world, and El Salvador was not an exception, had to adopt extraordinary measures, such as home quarantine, to confront the COVID-19 Pandemic (Coronavirus). Situation that has had an impact on the project, and at the request of our AOR an update was made to the Work Plan FY-2020, to adjust the actions and activities of the project in the current fiscal year. All the above caused to change the implementation goals established, under the hope that the quarantine will

end in late April 2020. To date, the Project Staff continues to work under the Telework modality, and a campaign was started in CIDEMO´s social networks (Facebook) regarding the importance of transparency in public contracting in times of emergency, to motivate civil society to demand transparency, because in emergency situations corruption also flourishes.

C. INTEGRATION OF CROSSCUTTING ISSUES

C1. Youth, gender and vulnerable groups

Interagency coordination between CIDEMO and the Salvadoran Institute for the Development of Women, was developed throughout the quarter with the aim of offering courses on: a) ABC for substantive equality and democracy; b) ABC life free of violence; c) ABC of masculinities. Community leaders, youth from the CIDEMO seedbed, community leaders, and UNIVO faculty were included. In March, within the framework of this inter-agency coordination, the first training module was offered at the UNIVO premises, with the participation of 44 individuals (32 women, 73%; and 12 men, 27%), There was representation from organizations and institutions of the departments in which the project intervenes, among these: Micro-region Manantiales del Norte de San Miguel (Manorsan); Territorial Action Group Association of the Bahía de Jiquilisco Basin, Usulután; Gulf of Fonseca Intermunicipal Association; among other.

Due to COVID-19 and to the quarantine decreed by the Central Government, this process has been adjourned and will be resumed when the health emergency is over.

D. MANAGEMENT AND ADMINISTRATIVE ISSUES

Staff status in the second quarter is: • MEL specialist, Lic. Luis Alfonso Vásquez, took office and started technical activities on

January 2, 2020. • Researcher, the process of identifying, interviewing and selecting the second researcher

for CIDEMO has begun. • In March, both the COP and the Project Accountant resigned; the latter resigned for

reasons of economic improvement.

E. PLANNED ACTIVITIES FOR NEXT QUARTER

INCLUDING UPCOMING EVENTS

• Selection and hiring of the second researcher for CIDEMO • Completion and official delivery of the CIDEMO Strategic Plan. • Delivery and approval of CIDEMO's Internal Regulations • Approval of three training plans for capacity building. • Resumption of the ABC course on Substantive Gender Equality with local actors. • Signing of at least 2 strategic alliances in the citizen participation component.

F. FINANCIAL MANAGEMENT

The actual disbursement made as of March 31, 2020 amounted to $ 511,852.84 dollars, which represents 34.70% of the obligated funds of $ 1,475,000.00 (see Annex B: Financial Management). Also, the Sub-awardee with the American University was authorized by USAID. No budgetary execution is reported in contracting due to the worldwide emergency caused by the COVID-19 Pandemic (Coronavirus) that has forced to reschedule the delivery of the products detailed in the sub-agreement with said university.
