The mechanical design incorporates both direct and indirect evaporative cooling, hot watercoils served by ultra-high efficiency pulse-fire modulating boilers, and advanced controlsystems integrated into the design of both the air handling units and the energy managementsystem to further increase performance of the air conditioning equipment. The majority ofthe building’s office spaces are served via an under floor supply air plenum, which distributesair into the space through high-induction floor diffusers.

A portion of the floor diffusers are dampered units that modulate airflow based on spacetemperature sensors to allow for greater control and improved occupant comfort. Perimeterzoning is accomplished with underfloor fan-powered terminal boxes that incorporate hotwater reheat coils. The arrangement of the underfloor distribution system promotes thedevelopment of stratification in the occupied space, both increasing ventilation effectivenessfor higher indoor air quality and reducing the effective cooling load on the space, hencedecreasing the required supply airflow.

The mechanical design exceeded Title 24 efficiency standards in excessive of 44% energysavings, earning the prestigious Savings By Design highest performance building award.

The new Sacramento Regional County Sanitation Distr ict Administration Center andCorporation Yard is a 2-story, 136,000 SF office building, a 40,000 SF warehouse and shop,a 3,900 SF central utility plant, and a 12-acre corporation yard housing operations andmaintenance personnel, set on approximately 23-acres.

Energy conservation measures include extensive use of louvered skylights providing 75% ofall occupied spaces with natural daylighting, exterior sunshades, underfloor air distribution,

high efficiency lighting integrated with daylighting, Cool Roof rated “white roof”, 100 kWphotovoltaics located on the warehouse roof, and energy performance savings greater than28% above California Title 24 baseline.

Sustainable design concepts include the use of ultra-low flush and flow fixtures, recycledcontent and regional materials, vegetated swales and filtration system for filtering andinfiltrating stormwater runoff onsite, water efficient landscape design, centrally locatedfacility encouraging alternative means of transportation, and preferred parking for low-emission and fuel-efficient vehicles.

ROBERT T. MATSUI FEDERAL COURTHOUSE

Robert T. Matsui Federal Courthouse is a 345 foot tall high rise, with 16 above grade floors,indoor firing range, secure entry into the plaza, courtrooms and supporting spaces, lawlibrary, and detention cells, fitness rooms including an indoor firing range, conference roomsand underground parking for 300 cars.

The building mechanical system includes 43 floor level air-handling units, 1,700 tons of chi llercapacity, and 20,000 MBH of boiler capacity. Efficiency measures including a 10,000 cfm heat

recovery system and a plate heat exchanger for cooling tower free cooling were incorporated. The building envelope, lighting, and mechanical systems design were optimized and receivedthe Sacramento Municipal Utility District Board’s approval for $1.2 million dollars in rebatesand financial incentives for energy efficiency design.

JACKSON RANCHERIA PUBLIC SAFETY BUILDING

The new Public Safety Building at Jackson Rancheria, is a 33,500 SF, two-s tory buildinghousing the Tribal Police Department, Tribal Fire Department and a Network OperationsCenter. The exterior façade has extensive use of natural stone, stucco, architectural steel,and rough sawn wood elements. Additional features include a two bay fire station, physicalfitness space, administrative offices, and communications center.

The HVAC design incorporated raised computer access flooring throughout with a pass ive

underfloor air distribution (UFAD) system and a water cooled split air handler and coolingtower mechanical HVAC system. Cooling is provided by two semi-custom AAON packagedwater-cooled air conditioning units specifically designed for UFAD and displacement systemswith return air bypass section that allows warm return to mix with air off the cooling coilincluding a hot refrigerant gas reheat coil to reheat air should the mixture of return airand cold air be less than the desired supply air temperature. Designed as a mission criticalbuilding, the systems, and infrastructure were designed to ensure uninterrupted service 24hours per day, 365 days a year.

STATE CAPITOL EAST ANNEX FAN ROOM REPLACEMENTS

With the current infrastructure in need of replacement, Capital was contracted by Carey & Co.,Inc. to provide site investigation engineering, design and focused, in-depth energy efficientstrategies for the State Capitol Building.

Replacing the fan room equipment sets the stage for future renovation work in the officesoccupied by the senate assembly members as well as the Department Of Finance and theGovernor. Fan room #4 was the prototype fan room setting the stage for future work. The

project was given a green light with a very short performance window. Design assist was thedelivery method chosen to complete the design, procure the equipment, and complete theinstallation.

The work was completed with no interruption to the daily operation of the building, thanksto careful planning, working nights and weekends, and the use of temporary heating andcooling systems.

DEPARTMENT OF MOTOR VEHICLES HEADQUARTERS AND CENTRAL PLANT

The ambitious, multiphase renovation of DMV’s 552,991 SF Sacramento headquarters ,originally built in 1962, features a new dual-skin building façade, new energy-efficientmechanical systems, LED lighting, the new steam and chilled water stand-alone central plant,and a 475 kW photovoltaic system situated on the building’s roof. Construction on the 25-acrecampus, which serves 3,300 employees, was performed at full building occupancy withoutcompromising work environment functionality.

The building is s erved by modular factory-packaged air handling units, and VAV air handlerswith single-duct VAV boxes equipped with re-heat coils. Each floor of the building is servedby a dedicated chiller for air conditioning and air quality.

This five building complex, total ing 1.5 million SF, is the State of California’s first green buildingcomplex. Scope included a rigorous process of applying sustainable design principalsin a consensus approach involving many State agencies and stakeholders, evaluation ofa third party central utility plant, and extensive modeling and cost benefit analyses. Theinvolvement continued through the completion of construction in a design review capacityand as a resource for the State. The project als o includes 2,260 parking spaces and a separate

FRANCHISE TAX BOARD

Capital led the design and commissioning of the central heating and cooling plant and energymanagement system for the State of California Franchise Tax Board. The new district heatingand cooling plant provides 4,400 tons of cooling and 30,000,000 Btu/h heating capacity forthe 2,000,000 SF complex. Additionally, the plant capacity was designed for anticipatedfuture growth up to another 500,000 SF office space.

The central plant was constructed prior to the start of the new office building construction,

as well as two new chillers and two relocated chillers, all associated pumps, cooling towers,boilers, switch gear, and emergency generator. STATE OFFICE BUILDINGS 8 & 9

Renovations of these two 18 floor towers, including 632,000 SF of office space for theState of California included the implementation of new mechanical, electrical, andtelecommunications systems, structural upgrades addressing seismic consideration, overallbuilding upgrades meeting current code requirements, and minor repairs to the exterior shell.A new 12,000 SF addition provided a central secured lobby and checkpoint to serve bothbuildings, second level walkway connection OB8 and OB9. Goals for this project included

meeting or exceeding all appropriate California Tier 1, Tier 2, and Title 24 design criteria andachieving a LEED Silver Certification through USGBC.

As part of the renovation scope, Capital replaced the existing primary and secondary dual-duct air distribution system with a new pressure independent dual-duct VAV air distributionsystem with chilled water and steam served via the State’s central utility plant. The chilledwater is supplied through various A/C coils via base-mounted lead-lag pumps with VFDs.Energy efficient measures includes premium efficiency motors on all new 1 HP and largermotors with VFD motor speed controllers for all new motors over 10 HP, variable volumedistribution, both air and water, demand controlled ventilation via carbon dioxide sensorsin the return air duct and full DDC energy management and control system with optimizedsystem start and shut-off and reset of supply air and water temperatures.

AQUATICS COMPLEX AT ALLAN WITT PARK

This year-round complex features an “OpenAire” natatorium with a retractable roof, a zerodepth entry play area, a lazy river current for fun, therapy, and exercise, a six-lane act ivity poolwith water slide and diving board, an outside shallow play area for kids with slides, climbingstructures, water dumping, and water spray toys adjacent to a grassy area, an adjacentbuilding for restrooms, lockers, concessions, and offices, and a modified site building tohouse the pool supplies and pumps.

The natatorium is provided with two energy recovery dehumidification systems designed tomaintain ideal room humidity. This dehumidification process results in large quantities ofrejected heat that is in turn used to heat the complex, providing a substantial energy savings.In order to prevent condensation and water damage on the interior surfaces, twelve-footdiameter fans are used to circulate air over the glass and polycarbonate roof.

To improve eye comfort and breathing air quality for the swimmers, off-gassed chloramineson the surface of the water are swept away by a lightly thrown air supply across the poolsurface. This facility is a resounding success, allowing the city of Fairfield to provide a fun,revenue-generating aquatic center to the community year-round.
