"AN ORDER AMENDING EXECUTIVE ORDER NO. 195, SERIES OF 2020, "ANORDER DECLARING THE SUSPENSION OF CLASSES IN ELEMENTARY,JUNIOR HIGH SCHOOL AND SENIOR HIGH SCHOOL WITHIN THEJURISDICTION OF THE ISLAND GARDEN CITY OF SAMAL STARTINGMARCH 16, 2020 DUE TO THE OUTBREAK OF CORONA VIRUS DISEASE(COVID-19) IN THE PHILIPPINES''

WHEREAS, under Section IS, Article II of the Philippine Constitution, it is the State Policyto protect and promote the right to health of the people;

WHEREAS, President Rodrigo Duterte has issued Proclamation No. 922 "DECLARING ASTATE OF PUBLIC HEALTH EMERGENCY THROUGHOUT THE PHILIPPINES due to theoutbreak of Corona Virus Disease (COVID-19) in the Philippines;

WHEREAS, the Secretary of Health has confirmed the local transmission of the CoronaVirus Disease (COVID-19) in the Philippines;

WHEREAS, the outbreak of COVID-19 constitutes an emergency that threatens nationalsecurity which requires a whole-of-government response aligned with the Four-Door Framework ofCOVID-19 of the Department of Health (DOH) and the efforts of all government agencies and localgovernment units (LGUs);

WHEREAS, in support of the National Government's efforts to curtail the continuousspread of COVID-19, Executive Order No. 195 (E.O. No. 195), Series of 2020 was duly issued onMarch 9,2020;

WHEREAS, under E.O. No. 195, only the Elementary, Junior High School and Senior HighSchool classes were included in the suspension, hence, this amendment to include the College Level;

NOW THEREFORE, I, AL DAVID T. UY, City Mayor of Island Garden City of Samal, byvirtue of the powers vested in me by law, do hereby amend E.O.No. 195, Series of 2020 and order asfollows:

Section 1.Classes in ALL LEVELS (Elementary, Junior High School, Senior HighSchool and College) are suspended starting March 16,2020;

Section 2.All mass gathering activities such as but not limited to, moving-upceremonies, recognition, awarding, commencement exercises, JS Prom, retreats, intramurals, andfield trips are prohibited;

Section 3.All teachers and DepEd personnel are urged to end all school activitiesprior to March 16, 2020 and to act in furtherance of this directive inorder to prevent thetransmission of COVID-19 and ensure the safety and well-being of the students;

Section 4.Strategies for the completion of the academic requirements in view of thesuspension of classes shall be left to the discretion of the DepEd and the concerned Colleges.

Section 5.All teachers, both private and public, are hereby encouraged to implementmeasures that will observe social distancing among students;
