1. That the projects listed in Attachment 1 be approved for the 2014 City of Winnipeg

funded Capital Local Street Renewals, Alley Renewals and Granular RoadwayImprovements.

2. That the Director of Public Works identify new projects using surplus funds in the 2014

Regional and Local Street Renewal Program.

3. That the proposed Thin Bituminous Overlay Program locations listed in Attachment 2 bereceived as information.

1. That the projects listed in Attachment 1 be approved for the 2014 City of Winnipeg funded CapitalLocal Street Renewals, Alley Renewals and Granular Roadway Improvements.

2. That the Director of Public Works identify new projects using surplus funds in the 2014 Regionaland Local Street Renewal Program.

3. That the proposed Thin Bituminous Overlay Program locations listed in Attachment 2 be receivedas information.

REASON FOR THE REPORT

The approval of individual projects for Local Street Renewals, Alley Renewals and Granular RoadwayImprovements is required from the Standing Policy Committee on Infrastructure Renewal and PublicWorks.

The projects listed in Attachment 1 are to be funded by the 2014 Capital program, adopted by Councilon December 17, 2013.

IMPLICATIONS OF THE RECOMMENDATIONSThe 2014 Capital Budget includes Capital funding of $17,000,000 for Local Street Renewals,$18,211,000 for Enhanced Local Street, Lane & Sidewalk Renewals, $2,750,000 for Alley Renewalsand $3,000,000 for Granular Roadway Improvements. Of the $3,000,000 budgeted for GranularRoadway Improvements, $1,000,000 will be used for gravel road reconstructions, and $500,000 fortype II road oiling.

Attachment 1 lists the local streets, alleys and gravel roads recommended for renewal in 2014. In theevent bid prices are higher than estimated, the Director of Public Works will determine which locationswould be deferred to 2015.

In the event that surplus funding accrues upon advertising the projects, it is recommended that the

Director of Public Works be delegated authority to identify new projects utilizing surplus funds in the2014 Regional and Local Street Renewal Program.

HISTORY

The following were taken into consideration in developing the list of recommended locations forrenewal:

The distribution of the local street renewal projects among the fifteen wards of the City is based onthe proportion of local street renewal needs in each ward compared to City-wide needs. The most

recent ratings from the Pavement Condition Rating system were used to determine the distributionof local street renewal projects.

The alley renewals are distributed among four wards with the highest number of alleys in poorcondition.

The gravel road reconstruction projects have been identified as priorities based on safety, trafficvolumes, routes continuity and excessive maintenance costs.

The attached lists of proposed local street renewals and alley renewal projects have been reviewedwith the respective ward Councillors.

Attachment 1. Existing budgeted costs represent the 2014 Total Local Street Renewal Program,

excluding; Sidewalk Renewals, Local Thin Bituminous Overlay (TBO), Granular RoadwayImprovements for road oiling and granular lane improvements, and Recreational Walkways and

Bike Pathway Renewals. The Direct Costs represent the Debt and Finance charges applicable to

External Debt funding. The Recoveries represent the Engineering Administration Overhead and the

Corporate Administrative and Interest Overheads.
