Introduction An essential functions job analysis (EFJA) describes the classification/position and not the work of an individual person. II. Essential Functions of Classification/Positions: Essential functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodation. The following functions have been determined to be essential only after carefully evaluating them and determining: the function is the primary reason for which the position was established; removing the function would fundamentally change the position, or eliminate the need for the position; there is a lack of qualified employees available to perform such a function; and for some functions, there are severe consequences if the position is not required to perform the function and the function requires specialized expertise. Essential Functions will be reviewed for each incumbent and the above criteria will be evaluated to ensure that a particular function remains essential for a particular candidate or employee in need of accommodation.

GRAFFITI / UNAUTHORIZED SIGNAGE REMOVAL: Removes graffiti from City, public, private and commercial properties using appropriate solvents; removes non-approved signs and posters from City property; performs other related duties, as assigned. It was clarified that incumbent typically works alone and at times in teams of two; receives work through Government Outreach email, voicemail from publicized graffiti phone line, patrolling streets and calls from City employees; removes graffiti from parks, pier, beach areas, City buildings and other structures and on outside fences of private residences; may remove from inside residence property if already working on location, the graffiti faces the public, and the resident requests the removal; work is prioritized with gang related graffiti first and then by severity; public complaints are typically addressed within 24 business hours. Incumbent is responsible for designated area of the City, but may be assigned to assist in other areas by the Lead Painter; removes graffiti with razor blades, pole scrapers or by applying graffiti removal chemicals and wiping down affected areas; may paint primer and paint over graffiti without removal. Incumbent will call an outside contractor if further removal is needed by ice blasting or pressure washing the surface. It was further clarified in interviews that incumbent assesses situation; secures the area to ensure public safety; diagnoses approach to address issue(s); prepares list of materials needed; collaborates with supervisor via phone to call in any required additional help, contractors or materials; conducts repairs until completion of assigned job location. Further clarification was given that incumbent will remove physical graffiti consisting of, but not limited to, garage sale signs, advertisements, missing pets posters, concert/festival announcements and any other unauthorized signs, posters or stickers placed on public property. Incumbent will notify authorities if graffiti is excessive and a fine will be issued to the owner of the phone number on the graffiti.

It was clarified in interviews that incumbent will carry four basic colors for painting; applies primer first; mixes paints for tinting color; utilizes fandex to attempt matching structure color; may procure additional paint colors and supplies from contracted vendor; prepares area with drop cloths; ensures work site safety via coning and taping off work area; prepares painting surface with primer; paints structure utilizing paint rollers, brushes and sprayer; recycles paint no longer needed; stores paint for certain commonly vandalized facilities and structures; cleans up work site when finished painting; displays wet paint signs if in a public area.

EQUIPMENT USAGE AND MAINTENANCE: It was clarified in interviews that incumbent uses a City-owned truck to travel to work sites; stocks truck with necessary paint brushes, rollers, sprayers, drop cloths, paint pans, basic paint colors, etc.; utilizes razor blades, pole scrapers, pressure washer and various ladders; 2 way radio / cell phone; utilizes dollies and carts as necessary to move supplies. It was further clarified in interviews that incumbent is responsible to visually inspect all equipment at the beginning and end of shift, report any required maintenance and repair needs, and ensure equipment is cleaned as necessary at the end of each shift. Incumbent also checks fluids and lights in assigned City-owned vehicles, cleans vehicle at the end of each shift; as well as maintaining appropriate gasoline levels.

REPORTS / RECORDS / LOGS: Distributes and retrieves waivers from members of the community who submit graffiti removal request; prepares and maintains paper and electronic records of service provided; performs other related duties, as assigned. It was clarified in interviews that incumbent logs, electronically through Government Outreach, a narrative of all worked performed and time required to complete the work; documents communication with parties requesting graffiti removal; distributes and retrieves waivers for release and consent to remove graffiti on private property; completes a vehicle safety checklist each day; may prioritize and distribute work orders as directed by Supervisor; reconciles manifests and invoices of ordered supplies; accesses City-provided email; applies SDS labels and ensures visibility; keeps log of supplies used for Air Quality Management District.

It was clarified in interviews that incumbent follows appropriate safety rules and regulations while conducting work in the City; drives safely; uses strobe light on truck when applicable or flashlight ; utilizes graffiti removal solvents approved by the City; stays alert of wind direction for painting; displays wet paint and surface caution signs; may use caution tape to delineate foot traffic. It was clarified in interviews that incumbent is responsible to follow all traffic safety rules and procedures; may set up traffic control/flow devices, using cones and/or signs as required to delineate traffic around a work site; follows applicable health and safety rules and regulations; maintains awareness of pedestrians, drivers, coworkers and others in work areas; reports all safety issues to Crew Leader. It was further clarified in interviews that incumbent is responsible for visually inspecting work site at the end of each shift to ensure proper clean-up of site and complete collection of all equipment, tools and supplies.

Education/Training/Experience:

High school graduation or equivalent; two years of recent, paid work experience performing painting and/or graffiti removal.

Knowledge of:

Basic surface preparation techniques for paint application; solvents used to remove graffiti; appropriate painting techniques and methods; painting materials, tools and equipment; South Coast Air Quality Management District regulations regarding the use of graffiti removal solvents; safety work practices and procedures; basic mathematics; effective customer service techniques.

Ability to:

Train employees; work on ladders at various heights; climb, lift and carry heavy objects; repair/restore graffiti damaged property; operate painting equipment, hand and power tools; perform tasks requiring manual dexterity; perform physical labor for sustained periods; lift and carry heavy objects; follow oral and written instructions; calculate square footage; communicate effectively both orally and in writing; provide effective customer service; establish and maintain effective and cooperative working relationships with City employees and the general public.
