II. Essential Functions of Classification/Positions: Essential functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodation. BUS / VEHICLE OPERATION TRAINING: Conducts classroom and behind-the-wheel training for Motor Coach Operator School Pupil Activity Bus (SPAB) certification; performs other related duties, as assigned. It was clarified in interviews that incumbent provides training and demonstration to operate a City bus safely using defensive driving techniques; demonstrates driver seat adjustments, 2-way radio use and brake testing; instructs Trainees in maneuvering bus in open parking lots; teaches assigned schedules and routes; demonstrates and observes Trainees performing stops at designated points to pick up and discharge passengers; teaches traffic laws, and follows department operating practices and procedures and California vehicle code; follows applicable safety rules and regulations; demonstrates proper operation of wheelchair lift and bike rack equipment; observes Trainees in simulating securing wheelchairs. It was further clarified that incumbent instructs Trainees in gradual progression of bus operation throughout a 6 to 7 week period. Training progresses from open parking lots and driving courses to slower streets and learning routes without passengers to conducting a route with a Motor Coach Operator instructor.

It was clarified in interviews that incumbent instructs in aspects to safe and proper bus driving prior to training to drive the vehicle; teaches policies and procedures, basic to advanced maneuvering the of bus, freeway driving, lane changing, fair box operation, radio system, pre trip exams, turning the bus and using mirrors, advanced maneuvers, defensive driving techniques, vehicle orientation, etc.; teaches proper completion of checklists and reports. It was further clarified that incumbent trains in situations an operator may encounter within the scope of bus operation (i.e. disturbing passengers, suspicious packages, etc.); instructs in drug and alcohol training. Incumbent will also conduct training courses for current Motor Coach Operators (i.e. safety procedures, new equipment, updates/changes to procedures, etc.) Clarification was provided that the certification is not provided for School Pupil Activity Bus (SPAB) as indicated in the job description. BUS MAINTENANCE / INSPECTIONS: It was clarified in interviews incumbent teaches all aspects to the pre-trip vehicle inspection; demonstrates checking brakes, windshield wipers, mirrors, tire pressure, bike rack, wheelchair ramp, lights, cleanliness, etc.; instructs Trainees to check for any engine malfunctions and leaks of fuels, oils or fluids; performs inspection of new buses for proper operation (i.e. braking, acceleration, maneuvering, etc.); tests all components of bus operation and assess driving ability; identifies any defects or issues and reports to Maintenance department or Supervisor.

FARE COLLECTION INSTRUCTION: It was clarified in interviews that incumbents will instruct on proper farebox operation; teaches operation of bypass lever and slide mechanism; instructs how to input ridership data into computer terminal including passengers receiving discounts, using TAPS cards, monthly passes, cash/coin payments and riding due to a transfer; teaches using transfer tickets and receipts when farebox malfunctions; requesting identification to verify card or discount being used/requested; trains to ensure collection of monies into farebox as well as collecting monies by hand when farebox is inoperable; instructs Trainees to not handle passengers money and to not make change for an overage of fare payments.

Incumbent teaches proper ways to assist with pushing or pulling a wheelchair on or off the bus and providing assistance as needed to support a disabled rider; instructs how to effectively tie down wheelchair to reduce movement during bus operation; teaches how to and policy for assisting passengers with bike rack.

DRIVING: It was clarified in interviews that incumbent typically only drives motor coaches in training and demonstrating during the Motor Coach Operator training program; may serve as backup to a Motor Coach Operator and drive assigned bus routes; maintains same credentials as a driver, with the ability to operate a motor coach up to 60-feet; performs vehicle inspection check before shift if required to drive; travels within and outside City limits (approximately 25 square miles) to perform essential functions of the job if required to fill in. It was further clarified in interviews that incumbent must exhibit solid judgment, regularly and reliably follow all traffic and safety rules, remain nimble and prepared, exhibit good reaction skills and be able to safely and professionally maneuver vehicles within a busy, urban city environment filled with pedestrians, skateboarders, bicyclists, etc.

EQUIPMENT OPERATION/ MAINTENANCE: It was clarified in interviews that incumbent operates a variety of equipment to perform essential functions; equipment includes but is not limited to two-way radio, computer and peripherals, dispatch computers, digital cameras, video cameras, video camera surveillance playback equipment, tape measures, standard office equipment such as copiers, telephones, printers, calculators, etc.; operates a motor coach. It was further clarified in interviews that incumbent performs visual inspection of bus before operating, including fluid levels, proper operating of lights, doors, mirrors, etc.; reports any damage and/or issues with motor coaches to Maintenance department; picks up debris/trash in vehicle at end of each shift.

Must have and maintain a satisfactory driving record.

Working Conditions:

Work is generally performed within a busy office environment. Must be able to work with a large number of employees and with the public. Will be required to work evenings and/or weekends for special training assignments or meetings. Work may be performed outside in seasonal climate and weather conditions. Exposure to noise from traffic and a two way radio, slippery surfaces, fumes, odors, and dust are situations often encountered. Physical demands include driving, walking, constant arm and leg movements, and standing and/or sitting for long periods of time.
