COUNCIL BRIEFS: (Complete minutes posted at City Hall and on the city web site) A Regular Meeting of the Franklin City Council was held on Monday, January 9, 2017, at 7:00 p.m. at the City Hall. City Council present were: Gruendemann, Heibel, Kokesch, and Scharfencamp. Staff Dept. Heads present were: Kokesch and Pederson. Guests present were: S. Palmer, M. Gehrke, S. Olson, R. Peichel. 1) Regular Meeting called to order, roll call showing Sherman absent, recited Pledge of Allegiance and Oaths of Office. 2) Approved the minutes 12/12/16. 3) Consent Agenda: Approved Bills (see below) and Financial Report; 2 Unpaid Utility Accounts approved for disconnec-
tion per city policy; no new zoning permits issued; approved the 2017 City Council Meeting Schedule. 4) No citizens requested to be addressed. 5) Novel Energy Solutions presentation on Made In MN Solar Incentive Lottery Program, approved application submittal. 6) Approved Resolution 2017-1: Official Designations and Annual Appointments. 7) Approved Resolution 2017-2: 2016 Contributions, totaling $16,626.98. 8) Dept. Heads reported. Kokesch: Snow removal is going well, ice has been an issue, may put skids on snow plow; clean
up of downed branches will have to wait until spring; working with engineer has improved water quality; received va-cation approval; heated storage is working well. Pederson will submit application for Community Impact Funds for park bathroom doors; received the Quit Claim Deed for the farmland which will be recorded; LMC Legislative Confer-ence is March 23; discussed letter from Mankato Mayor regarding MPCA phosphorous standards; discussed incom-plete employee packets; Small Cities Board Meeting on Jan. 18th, to meet with Dahms and Torkelson and will mention DNR fishing regulations; received vacation approval and approval to attend clerks’ conference; audit will be March 1-2.
9) Approved the 2016 Ambulance Report, $1,884.98 net expenses transfer, cash on hand $24,286.27. 10) Approved the 2016 Ambulance Association Financial Report, total income of $9,420.57, cash on hand $66,212.70. 11) Approved the 2016 Fire Department/Rural Fire Association Report with the city/rural halves of net expenses
of$13,499.93 each; Fire Calls billed $3,250.00, payments received $500.00; unpaid amounts will be assessed to the property taxes; 2002 Fire Truck Loan with USDA is now paid in full.
12) Approved Mutual Aid Agreement with city of Bird Island. 13) Discussed Community Center: keys distribution; cleaning schedule; Open House will be Feb. 4th from 5-7 p.m. 14) Approved Resolution 2017-3: Appleton Prison Support. 15) City Shop renovations and cost estimates to be discussed next month. 16) Personnel Policy from LMC will be reviewed. 17) Councilor Requests: Recent thefts reported, reminder to lock homes and cars. 18) Approved financial report, December receipts were $148,100.91; current expenses are $256,856.94 the bills author-
