    The matter proceeded by way of written submissions completed on April 21, 2015

  • AWARD

    This award concerns the renewal of a Collective Agreement covering

    inside/outside workers of the City of Ottawa for the period January 1, 2014 through

    December 31, 2015.

    The parties were able to resolve a great many issues on their own but a number

    of others remained outstanding. With the assistance of the nominees, the parties were

    then able to resolve all remaining issues except wages. The wages issue was scheduled

    for hearing in January 2015. Unfortunately, due to circumstances beyond the control of

    either party, the matter could not proceed on the scheduled date and the parties then

    agreed to proceed by way of written submissions. Those submissions were completed on

    April 21, 2015.

    The Board has carefully reviewed the submissions of the parties and the

    accompanying documentation. The submissions were detailed and well presented.

    Having regard to this material, the Board hereby awards as follows:

    1. The Collective Agreement shall include all unamended provisions together

    with any and all amendments agreed upon between the parties.

    2. Effective and retroactive to January 1, 2014, there shall be an across-the-

    board wage increase of 1.93%. Effective and retroactive to January 1, 2015,

    there shall be a further across-the-board wage increase of 1.75%. Effective

    the date of this award, there shall be a final across-the-board wage increase

    of 0.25%.

    3. The retroactive payments referred to in the preceding paragraph shall be

    made by way of separate cheque to each employee within 75 days of the date

    of this award.

    The parties are hereby directed to enter into a Collective Agreement giving

    effect to the foregoing forthwith. The Board will remain seized with respect to the

    interpretation of this award and the implementation of the Collective Agreement.
