The owners failed to comply within the time prescribed by ordinance. In addition, pursuant to Section 98,0421, the property owner was issued an order on June 21, 2011 to pay a code violation inspection fee after violations were identified and verified upon inspection. On July 21, 2011, pursuant to the authority granted by Section 91,103 of the Los Angeles Municipal Code, the Department of Buildingand Safety (the "Department") investigated and identified code violations at: 3600 West Washington Blvd., Los Angeles,California (the "Property"). A copy of the title report which includes a full legal description of the property is attached as ExhibitA.

Following the Department's investigation an order or orders to comply were issued to the property Owner and all interested parties.Pursuant to Section 98.041.1(a) the order warned that "a proposed noncompliance fee may be imposed for failure to comply with theorder within IS days after the compliance date specified in the order or unless an appeal or slight modification is filed within IS daysafter the compliance date." The owners failed to comply within the time prescribed by ordinance.

In addition, pursuant to Section 98,0421, the property owner was issued an order on June 21, 2011 to pay a code violation inspectionfee after violations were identified and verified upon inspection. The noncompliance and code violation inspection fees imposed bythe Department are as follows:

This Agreement is made this~day of 0Ufle, 2005, by and between the City of Los Angeles,

a municipal corporation"\.ting by and through the Los Angeles Housing Department ("DEPARTMENT")

of the City of Los Angeles, ~MozeJl and Sandra English, ("OWNER"), the fee owner of that certain real

property ("REAL PROPERTY") located in Los Angeles County, California, legally described in Exhibit A,

attached to this agreement.

WHEREAS, the purpose of this AGREEMENT is to assure that the OWNER complies with the

requirements of the Affordable Housing Incentives Program (Los Angeles Municipal Code, Section

12.22A25) establishing a by-right process for granting up to a 35% density bonus, or a reduced parking

variance, for new and existing buildings and other development incentives, so as to provide affordable

housing opportunities to very-low income households, and low-income households; housing opportunities

for seniors, disabled, and individual and family households; and to improve housing design standards to

meet the housing needs of the City population; and

WHEREAS, the parties agree that because the OWNER will receive from the City an eleven

percent (11%) density bonus and parking reduction resulting in a IO-unit project, approved pursuant to

Charter Section 562, and the provisions §12.22.A25, § 12.27, §l4.00A.2., §19.01. D, §19.01.0,

§19.05.A.l, §19.05 A.5, and/or §17.11 of the Los Angeles Municipal Code, that it is therefore appropriate

that the OWNER provid_eone (1) Restricted Unit; and
