City Breaks Ground at Future Community Center SiteJuly 19, 2010, will go down as a significant day in Lawndale’s history. On this special day, the City Council hosted the groundbreaking for the new Community Center on the eventual site located on the southeast corner of Burin Avenue and 147th Street. The Lawndale community has been anxiously awaiting the new Com-munity Center since Measure A passed with 76% voter approval on April 8, 2008. Approximately 90 interested residents, elected officials and City staff, among others, attended the event on the warm summer day.

In the coming months, the Lawndale community will be privileged to watch the building develop from what it is now a parking lot, to a beautiful approximately 29,000 square foot (including outside terrace), energy efficient three level community center. The first level will consist of tuck under ground level parking, while the second and third levels will consist of approximately 25,000 square feet of indoor space.

The project is expected to be completed in approximately 16 months; the City is anticipating the doors of the community center opening in November of 2011. For project updates, please visit the new Community Center web page at http://www.lawndalecity.org/html/depthtml/csd/commcenter.htm.

Newly Completed ProjectsCommunity Center Utility Undergrounding Project – This project was completed in late July. The project installed new underground utility con-duits, concrete vaults, manholes, and handholes to replace the facilities that currently serviced on nine existing power poles fronting the Com-munity Center site. The respective utility companies will start installing their facilities in late August and the power should be fully converted to an underground system by early September.

Current ProjectsCommunity Center Project – The new Community Center will be a three-story structure with at-grade parking on the first level and approximately 25,000 square feet of community center space on the second and third floors. In addition, the center will be a silver certified Leadership in Energy and Environmental Design (LEED) building. The project mobilized in early August and is estimated to be completed in November 2011. A construction contract was awarded at the end of June with groundbreaking on July 19.

Condon, 163rd and 164th Street Improvement Project – This project began in early August. Project limits for the street improvements are as follows:

Condon Avenue from Marine Avenue to 147• th Street

164• th Street from Freeman Avenue to Prairie Avenue

The project includes street resurfacing with rubberized asphalt, street striping, reconstruction of damaged curb and gutter, driveway approaches, sidewalk, tree planting, and the installation of handicap access ramps. This project is funded by a federal appropriation that requires complying with California Department of Transportation (CalTrans) processes, procedures and approvals. Project costs are estimated at $1,000,000 for design, plans, specifications, and construction.

160th Street Improvements Project – This project was awarded by City Council in August. Construction is scheduled to begin early September and project completion is estimated in early November. Project limits are 160th Street from Freeman Avenue to Prairie Avenue. The project includes street resurfacing with rubberized asphalt, street striping, reconstruction of damaged curb and gutter, driveway approaches, sidewalk, tree planting, and the installation of handicap access ramps. Community Development Block Grant (CDBG) funds will be used for this project. Project costs are estimated at $500,000 for design, plans, specifications and construction.

Splash Pad Project - William Green Park – City Council reviewed and selected the concept design and authorized the preparation of plans and specifications in early August. Bids are expected by the end of November, and project construction is expected to commence the beginning of 2011. The project will include the design and construction of one splash pad to replace the former wading pool at the park. The project will also include new landscaping around the new William Green Park Recreation Building as well as landscaping around the splash pad. The project will be funded with Redevelopment Agency bonds.

Fall Capital Improvements Program UpdateThe Public Works Department is pleased to provide you status on the City’s Capital Improvement Program (CIP). The five categories of CIP projects include: 1) street improvements; 2) concrete (sidewalk, curb and gutter) improvements; 3) traffic improvements; 4) park improvements; 5) city facilities improvements. A number of projects have been completed, are currently under construction, or are in the planning and design phase.

Tree Planting CDBG Project – The project will include the installation of trees on the parkway at Avis Avenue, as well as planting trees and installing tree grates on Avis Avenue and 154th Street. The planting area for this project is the east side of Avis Avenue from Rosecrans Avenue to approximately 410 feet north of 147th Street, and the south side

of 154th Street from Eastwood Avenue to approximately 180 feet west of Osage Avenue. Community Development Block Grant (CDBG) funds will be used for this project.

Citywide Striping Project – City Council awarded the project in August. Project construction has begun and is estimated to be completed at the end of October. The project will include stop bar corrections and re-installations, pavement marking installations, and center line re-striping. The project will be funded by Gas Tax funds and the cost is estimated at $65,000.

Motor Oil Recycling - How Important Is It?Why Recycle Motor Oil?

Motor oil cannot be “used up,” nor can it wear out. It’s similar to water in that it can be used over and over again, so long as it is cleaned. Used motor oil gathers impurities during its use in an engine. By re-refining oil, the impurities are removed to extend the life of the oil.

Re-refining motor oil takes only one-third the energy used in obtaining virgin oil from crude stock. This is a great way to conserve non-renewable resources, and it doesn’t compromise quality or increase costs! As a renewable resource, re-refined oil represents a more environmentally responsible choice.

Using re-refined oil also results in cleaner air. More than half of all used motor oil is recycled into fuel, rather than being recycled as a replacement for virgin oil. You can do your part by asking for re-refined oil next time you get the oil in your vehicle changed!

At this time, the market for re-refined oil is not as great as the market for virgin oil, however, it’s catching on. Companies with large ve-hicle fleets, such as Coca-Cola, UPS, United States Postal Service (USPS), Frito-Lay, the National Park Service and Mercedes-Benz have all made the switch to re-refined oil and have reported no dif-ference in performance from virgin petroleum products. For those that like to have a professional change your oil, Wal-Mart and Jiffy-Lube offer re-refined oil in California. If you like to change the oil in your vehicle yourself, you can do your part and take your used oil to the following Lawndale certified collection centers:

Attention Lawndale Business Owners!As we close in on the end of another year, the City of Lawndale would like to remind all business owners that licenses expire on December 31, 2010. Annually, business license fees are due on or before January 1, of each year. Renewal statements will be mailed to all Lawndale business owners no later than November 1, 2010. Payments can be mailed or hand delivered. Simply complete your renewal statement, make any corrections, sign and date the form. Please make personal checks payable to “City of Lawndale” and include the business license number on your check.

If hand delivering your payment, cash, personal checks, cashier’s checks and money orders will be accepted as payment. Please be aware that be-ginning February 1, 2011, for each subsequent month in which the annual license renewal fee is unpaid, an additional penalty of twenty-five percent of the value of the license, up to ten dollars, or whichever is greater, shall be added to the balance. …the City has a parking law that prohibits parking vehicles for sale on the major thoroughfares in the City for more than four hours at a time? There are exclusions to this law for residents of the City. Please contact the Parking Division for additional information.

There are several exceptions to this law, including attaching the dog to a running line, pulley, or trolley system. Get To Know Your Fire Department!Many of the City’s firefighters and paramedics have spent numerous years serving the Lawndale community. When you see these men in the community, please thank them for all of the hard work they have put in over the years taking care of Lawndale and the residents of the City. Collectively, these men have spent 92 years with the Los Angeles County Fire Department and 44 years serving the City of Lawndale.

Should I Turn Off the Motor

When I’m Idling My Car?From California Energy Commission website (www.consumerenergycenter.org)

Here’s the Rule of Thumb: If you’re in a drive-thru restaurant/business line or waiting for someone and you’ll be parked and sitting in your car for 10 seconds or longer, you should turn off your car’s engine.

Why??? For every two minutes a car is idling, it uses about the same amount of fuel it takes to go about one mile. Research indicates that the average person idles their car five to 10 minutes a day.

But, you may ask, I’m not going anywhere, how can I be using more gas? Simply put, 10 seconds of idling can use more fuel than turning off the engine and restarting it. And, one final suggestion: when you start your engine, don’t press on the accelerator, just simply turn the key to start.

Here are some other myths associated with idling:

Myth #1: The engine should be warmed up before driving. Reality: Idling is not an effective way to warm up your vehicle, even in cold weather. The best way to do this is to drive the vehicle. With today’s modern engines, you need no more than 30 seconds of idling on winter days before driving.

Myth #2: Idling is good for your engine. Re-ality: Excessive idling can actually damage your engine components, including cylinders, spark plugs, and exhaust systems. Fuel is only par-tially combusted when idling because an engine does not operate at its peak temperature. This leads to the build up of fuel residues on cylinder walls that can damage engine components and increase fuel consumption.

Myth #3: Shutting off and restarting your vehicle is hard on the engine and uses more gas than if you leave it running. Reality: Frequent restarting has little impact on engine components like the battery and the starter motor. Component wear caused by restarting the engine is estimated to add $10 per year to the cost of driving, money that will likely be recovered several times over in fuel savings from reduced idling. The bottom line is that more than ten seconds of idling uses more fuel than restarting the engine.

Fall Blood DriveThe City of Lawndale will host its American Red Cross Fall Blood Drive on Wednesday, October 13, 2010 from 12:00 to 6:00 p.m. The American Red Cross blood mobile will be parked in front of City Hall, which is located at 14717 Burin Avenue, Lawndale, CA 90260. According to the American Red Cross, “...only 38% of people are eligible to donate blood and of those only 8% actually do. That amounts to 3 to every 100 people”. Please help save lives! South Bay Children’s Health Center is Coming to Lawndale!The South Bay Children’s Health Center (SBCHC) is a 501 (C) (3) non-profit organization that has served the Beach Cities community since 1947. SBCHC provides both dental and child guidance services to economically disadvantaged children and youth and currently provides dental screenings to over 11,000 children in Lawndale and Redondo Beach. SBCHC Dental Clinic’s mission is to strive to eliminate dental disease in the underserved and uninsured children of our local community through integration of education, prevention, early intervention, and comprehensive treatment completion. La Ciudad abre un Nuevo Camino para el Futuro Centro ComunitarioEl 19 de julio de 2010, pasará a la historia como un día importante para la ciudad de Lawndale. En este día especial, el Consejo de la Ciudad patrocinó la apertura para el Nuevo Centro Comunitario en el sitio ubicado en la esquina sureste de la Avenida Burin y la calle 147. La comunidad de Lawndale ha estado a la expectativa del Nuevo Centro Comunitario desde que fue aprobada la propuesta A, con el 76% de votos, el 8 de abril del 2008. Aproximadamente 90 residentes interesados, oficiales electos y personal de la ciudad, entre otros, asistieron al evento, el cálido día de verano.

En unos cuantos meses, la comunidad de Lawndale tendrá el privilegio de ver el desarrollo de la obra desde lo que es ahora un estacionamiento, hasta un bello edificio de 3 pisos, de aproximadamente 29,000 pies cuadrados, (incluyendo una terraza exterior), eficiente en el consumo de energía. El primer nivel consistirá en un estacionamiento subterráneo, mientras que el segundo y tercer nivel consistirán en aproximadamente 25,000 pies cuadrados de espacio interior.

Se espera que el proyecto sea completado en aproximadamente 16 meses; la Ciudad anticipa abrir las puertas del centro comunitario en Noviembre del 2011. Proyectos Recién TerminadosProyecto Subterráneo de las Instalaciones del Centro Comunitario – Este proyecto se completó a finales de julio. Con este proyecto se instaló nuevo cableado subterráneo, bóvedas de concreto, alcantarillas y bóvedas de acceso manual para reponer las instalaciones actualmente existentes en nueve bóvedas de servicio eléctrico, en el frente del Centro Comunitario. Las respectivas compañías que proporcionan estos servicios comenzarán con su instalación a finales de agosto y la electricidad deberá estar completamente convertida a un sistema subterráneo a principios de septiembre.

Proyectos ActualesProyecto del Centro Comunitario – El Nuevo Centro Comunitario será una estructura de tres pisos con estacionamiento en el primer piso y aproxima-damente 25,000 pies cuadrados de espacio para el centro comunitario en el Segundo y tercer piso. Además, el centro será certificado como LEED (por sus siglas en inglés) Líder en Energía y Diseño Ambiental. El proyecto comenzará a principios de agosto y se calcula que se complete para noviembre del 2011. Un contrato de construcción fue concedido a finales de junio, empezando la obra el 19 de Julio.

Proyecto Avenida Condon, Calles 163 y 164 – Este proyecto comenzó a principios de agosto. Las calles límites de este proyecto son las siguientes:

Avenida Condon, de la Avenida Marine, a la Calle 147• Calle 163, de la Avenida Freeman a la Avenida Prairie• Calle 164, de la Avenida Freeman a la Avenida Prairie•

El proyecto incluye recubrimiento de las calles con asfalto ahulado, pintado de las líneas de tránsito, reconstrucción de coladeras y orillas de las aceras dañadas, accesos vehiculares, banquetas, plantado de árboles e instalación de rampas de acceso para incapacitados. Este proyecto ha sido financiado por una asignación federal la cual requiere de procesamientos y aprobación de cumplimiento del Departamento de Transportes de California (CalTrans). El proyecto tiene un costo aproximado de $1,000,000 para diseño, planes, especificaciones y construcción.

Proyecto de Mejoras de la Calle 160 – Este proyecto fue concedido en agosto, por el Consejo de la Ciudad. Se planea comenzar la construcción a principios de septiembre y se calcula que se completará a principios de noviembre. Los límites del proyecto son la Calle 160, de la Avenida Freeman a la Avenida Prairie. El proyecto incluirá el diseño y construcción de una ‘splash pad’ Fuente para Niños, para reemplazar los chapoteaderos del parque. El proyecto también incluirá nuevos jardines alrededor del edificio del Parque William Green, así como jardines alrededor del ‘splash pad’. El proyecto fue financiado con fondos de la Agencia de Desarrollo Urbano.

Actualización del programa de Mejoras para el otoñoEl Departamento de Obras Públicas se complace en actualizarles sobre el programa de Mejoras de la Ciudad (CIP por sus siglas en inglés). Las cinco categorías que incluye el proyecto CIP son: 1) mejoras a las calles; 2) mejoras al concreto (banquetas y coladeras); 3) mejoras al tráfico; 4) mejoras a los parques; 5) mejoras a las instalaciones de la ciudad. Algunos proyectos ya se han completado, están en construcción, o se están planeando y están en la etapa de diseño.

Proyecto de Plantado de Árboles CDBG – Este proyecto incluirá plantado de árboles en la Avenida Avis, así como plantado de árboles e instalación de maceteros para árboles en la Avenida Avis y la Calle 154. El área para este proyecto de plantado de árboles, es el lado este de la Avenida Avis, desde la Avenida Rosecrans hasta aproximadamente 410 pies al norte de la

Calle 147 y al sur de la Calle 154, de la Avenida Eastwood, a aproximadamente 180 pies al oeste de la Avenida Osage. Para este proyecto se usarán fondos del Programa de Subsidios Globales para el Desarrollo Comunitario (CDBG por sus siglas en inglés).

Proyecto de Pintado de Líneas de Tránsito – El Consejo de la Ciudad aprobó el proyecto en agosto. La construcción ha comenzado y tiene una fecha estimada para finales de octubre para ser terminada. El proyecto incluirá correcciones y reinstalaciones a las barras de concreto para parar, instalaciones de marcado de pavimento y pintar las líneas centrales de las calles. Este proyecto será financiado con fondos de los Impuestos de Gas y tiene un costo aproximado de $65,000.

Reciclado de Aceite de Motor - ¿Qué tan importante es?¿Por qué reciclar el aceite de motor?El aceite de motor no se acaba, ni se desgasta. Se parece al agua en que se puede seguir usando siempre y cuando esté limpio. El aceite de motor usado, atrapa impurezas durante su uso en el motor. Al refinar el aceite, se sacan las impurezas para extender la vida del aceite.

El refinar el aceite de motor se lleva solamente una tercera parte de la energía que se lleva para obtener aceite virgen del crudo. Esta es una buena manera de conservar y renovar nuestros recursos y no compromete la calidad, ni aumenta el costo. Como una fuente renovable, el aceite refinado representa una opción más responsable con el medio ambiente.

El usar aceite refinado, también da como resultado un aire más limpio. Más de la mitad del aceite de motor usado es reciclado en energía, en lugar de ser una reposición del aceite virgen.

Usted puede poner de su parte, pidiendo aceite refinado, la próxima vez que le haga un cambio de aceite a su vehículo. En este momento el mer-cado de aceite refinado no es tan bueno como el mercado de aceite vir-gen, pero ya falta poco. Las compañías con grandes flotas de vehículos, como la Coca Cola, UPS, el Servicio de Correos (USPS), Frito-Lay, el Servicio de Parques Nacionales y Mercedes Benz, han hecho el cambio a aceite refinado y han reportado que no hay ninguna diferencia con pro-ductos de petróleo vírgenes, en cuanto al rendimiento de sus vehículos. Para quienes llevan a hacer el cambio de aceite con un profesional, Wal-Mart y Jiffy-Lube ofrecen aceite refinado en California. Si le gusta a usted cambiar el aceite, puede poner de su parte y llevar su aceite usado a los siguientes centros de colección certificados en Lawndale:

¿Debo apagar el motor de mi auto cuando paro/estaciono?Del sitio web de la Comisión de Energía de California (www.consumerenergycenter.org)

He aquí la regla: Si está usted en una línea como para comprar comida para llevar en un restaurant/negocio o esperando a alguien y está estacionado y sentado en su carro inactivo por más de 10 segundos, usted debería apagar el motor de su carro.

¿Por qué? Por cada 2 minutos que su carro esté inactivo, usa la misma cantidad de combustible que si anduviera usted una milla. La investigación indica que una persona deja su carro parado inactivo de 5 a 10 minutos por día.

Pero usted se preguntaría, ¿si no voy a ningún lado, cómo puede estar usando más gasolina? Para ponerlo de manera sencilla, 10 segundos inactivo, puede usar más combustible que si apagara el motor y lo volviera a prender. Y una última sugerencia: al arrancar su motor, no pise el acelerador, simplemente dele vuelta a la llave.

Aquí hay otros mitos sobre tener su auto prendido pero inactivo/parado.

Mito #1: El motor se debe calentar antes de manejar. Realidad: El tener el auto prendido pero inactivo no es una manera efectiva de calentar su vehículo, ni en temperaturas frías. La mejor manera de calentar el auto, es manejándolo. Los motores modernos, no necesitan más de 30 segundos de estar inactivos, aún en clima invernal, antes de manejar el vehículo.

Mito #2: Tener el auto prendido e inactivo/parado es bueno para el motor. Realidad: Estar inactivo/parado en exceso, podría dañar los componentes de su motor, incluyendo los cilindros, bujías y sistemas de escape. El combustible solo hace combustión parcialmente al estar inactivo/parado, porque un motor no opera a su máxima temperatura. Esto lleva a la acumulación de residuo de combustible en las paredes del cilindro y puede dañar los componentes del motor y aumentar el consumo de combustible.

Mito #3: Apagar y volver a prender su vehículo, afecta al motor y usa más gasolina que si lo dejara prendido. Realidad: El prender y apagar el motor frecuentemente, tiene poco impacto en los componentes del motor, como la batería y el arranque. El desgaste de los componentes causado por apagar y prender el motor, se calcula que cueste $10 por año, al costo de manejar. Dinero que se puede recuperar varias veces en ahorro, en lugar de dejar un carro pero inactivo/parado. En resumidas cuentas, más de diez segundos de dejar un carro prendido, pero inactivo/parado, usa más combustible que apagar y volver a prender el motor.
