The City of Launceston worked in partnership with Bank of I.D.E.A.S., an international community and economic development consultancy, using their asset-based community driven efforts (ABCDE) approach to develop a Learning Site in the Rocherlea community.As one of the first local governments to embrace the approach, the City of Launceston worked with local leaders in the Rocherlea community to identify, connect and mobilise their resources in order to take action, make positive change and directly shape their own community’s future. City of Launceston will continue its commitment to the Northern Suburbs region as a result of the signing of the Launceston City Deal with Tasmanian and Australian governments.

TheRocherleaLearningSiteisanexcitinginitiativebytheCityofLauncestoncommunitydevelopmentteam,inpartnershipwithpeopleofRocherleaandahostofcommunityorganisationsaimedatreversingthewaycommunitydevelopmenthasbeentraditionallyappliedtocommunitieslikeRocherlea.
Insteadofbeginningwiththequestion,What’swrongandhowdowefixit?thefocusofcommunityconversationwas:Whatworks,whathavewegot,what’spossibleandwhocares?UtilisingahostofinnovativeapproachesandopportunitiesincludingaBigIdeasCampaign,theBOFAFilmFestival,storyharvestingandaseriesofcommunityconversationevents,membersoftheRocherleacommunitysharedandcelebratedtheirstoriesofprideandaccomplishmentsandbegantoenvisageanewfuturefortheircommunityforwhichtheycouldplayanactiveroleinitsachievement.

Community ConversationsCityofLauncestonhostedsixseparatecommunityconversationswithresidentsaspartoftheconsultationprocessduringSeptemberandOctober2016.
CommunityconversationswereheldattheNorthernSuburbsCommunityCentreandSpidersNorthTakeawayonLilydaleRoad.Thisprocess assisted withunderstandingcommunityassets,strengths,servicegapsaswellasideasfortheircommunity’sfuture.

SincethecompletionoftheBigIdeasCampaign,TasTAFEstudentshavecontinuedtoworkincollaborationwiththeNorthernSuburbsCommunityCentretodeliverprojectoutcomesrelatingtothefeedbackfromthecampaign.

Big Ideas CampaignConductedinNovember2016,thiscampaigninvitedmembersoftheRocherleacommunitytothinkabouttheirownbigideas.TheBigIdeasCampaignwasanopportunityforlocalresidentstovoicecommunityneedsandfacilitatediscussionswithCouncil.
BigIdeaspostcardsweredistributedtoEastTamarPrimarySchoolstudentsandBigIdeasflyersweredistributedtoRocherlearesidentsaspartofacommunitydoorknockfacilitatedbyTasTAFEcommunityservicestudentsasacomponentoftheirstudies.
Therewere88respondentsfromtheEastTamarPrimarySchoolwhoprovided214BigIdeas.Theideaswereanalysedandcategorisedintocommonthemesthatarosefromthedata.Fromtheanalysis,85%oftheseideasrelatedtoinfrastructurewhichincludedupgradinglocalparksinthecommunityandrecreationandentertainmentideasfortheircommunity

Northern Suburbs Community CentreTheNorthernSuburbsCommunityCentre(NSCC)hasbeenconsultingwiththeRocherleacommunityformanyyearsandcoordinatesregularsmallprojects.TheCityofLauncestonprovidedfinancialsupportthroughtheLearningSiteprojecttoNSCCforthedeliveryofsomesmallprojects.Theseprojectsincluded;threeshopmuralsinBlackwoodDrive,Rocherlea,withover100peopleinvolved,threeFamilyDancePartiesheldattheRocherleaCommunityHallwith120attendees,fourFamilyTwilightTeasheldatKingBillyPark&theNSCCBlackwoodDrivesitewith80attendeesandaWinterSolsticeandLanternMakingCelebrationattheBlackwoodDriveCentre.
TheNSCCworkedwithPastorJosephfromtheHouseofPrayerBibleFellowshipInternationaltopaintcommunitymuralsonthesideandbackwallofhischurch.ChrisfromthePurpleOpShopwasconsultedaboutthesunflowerdesignforthebackoftheOpShop.TheCity

ofLauncestonconnectedtheNSCCwiththeNorthMelbourneFootballClubduringoneoftheirvisitstoLaunceston.ThefootballersvisitedthecommunitywhiletheywerepaintingthemuralinBlackwoodDrive.TheNorthMelbourneFootballClubisapatronofNeighbourhoodHousesTasmania.
TheRocherleacommunitytoldustheywerekeentohaveaWelcometoRocherleasignforbothendsofLilydaleRoadtoassistwithdevelopingthepositiveperceptionofRocherleabythosewholiveinthecommunityandthosewhovisit.ThisprojectisbeingmanagedbytheNSCCandtheyarecurrentlyobtainingthenecessarypermissionsfromStateGrowthandtheCityofLaunceston.
TheRocherleacommunitypetitionedtheCityofLauncestontoinstallCCTVcamerasinRocherlea.CityofLauncestonreviewedthecomments,requestsandlocationsandcameraswillbeinstalledinthenearfuture.

Celebrating Seniors Morning Tea and Information SessionTheLauncestoncommunitytoldtheCityofLauncestonthattheywantedtofindoutmoreabouttheCouncil’sservicesandfacilities.Asaresult,theCouncilhasbeenhostingSeniorMorningTeaandInformationSessionsforanumberofyearsforallseniorresidentsofthemunicipalitytoattend.
TheCouncilapproachedtheNSCCtobethehostforthefirstmorningteaoftheyear.NSCCagreedandtheeventtookplaceintheUnitingChurchHallinMowbrayinMay2017.
Thehallwasatcapacitywith34percentoftheguestsattendingaSeniorsMorningTeaforthefirsttimeand56percentoftheguestsresidedintheNorthernSuburbs.
Guestswereaskedwhatothereventstheywouldliketoattendandthefeedbackincluded:moremorningteasinothersuburbs;anysocialevent;busridesaroundtown;peoplevisitingseniors;gentleexerciseinacommunitycentre(winter)especially;outingstoothercommunitiescentres;and,moreentertainment.
Roots of Rocherlea FilmWeneedstorieslikeweneedsunshine.Storiesconnectusandweaveourlivestogether.Theyenrichourlives,makesenseofourfearsandanswerourquestions.Storiesworkasglueandconnectpeoplefromallwalksoflife.Everybodyhasastorytotell!Mostpeoplearen’tawareoftheirowngiftsandaresurprisedwhensomebodyelserecognisesthem.Storyharvestinghelpspeopletoseeandcelebratetheirowngifts.ThestoryharvestingprocessRootsofRocherleaisatooltobeginconversationsinthecommunityandtocelebratewhatyouloveaboutwhereyoulive.Youcan’tknowwhatyouneeduntilyouknowwhatyouhave!

Active Launceston in the Northern Suburbs TheCityofLauncestonworkedwithActiveLauncestontofacilitatefreecommunityphysicalactivityprogramstovariousvenuesintheNorthernSuburbsforafourweekperiod.ThisprovidedthecommunitywiththeopportunitytoparticipateingroupexerciseacrosstheNorthernSuburbsincludingGentleExercise,GetUp,GetActive,ActiveDefenceandActiveBlokes.TheprogramswerewellreceivedandasecondseriesofActiveLauncestonintheNorthernSuburbshasrecentlybeenlaunched.

Men’s Bizz - Men’s ShedMen’sBizzhasbeenoperatingoutoftwoshippingcontainersandtheRocherleaHallsince2005.Theprogramhasattractedmanypeoplewhomeetandspendtimetogether,learnandconstruct.Itisavaluableprogramfortheparticipantspersonallyandforthecommunitygroupswhohavebenefited.
ThepastMen’sBizzCo-ordinator,MickGoss,saiditallstartedwhenDadsfromdifferentsuburbsgottogetherwiththeirkids.“Wedon’texcludewomenandpeoplecomefromaged21-60.Thebestdaysweresittinginthesunandchatting”
AsaNSCCcommunityinitiative,itbecametimetoexpandandseeksupporttobuildashedwhichwasgoingtobelargeenoughtocaterfortheprogramwiththenecessaryfacilitiesandequipmenttooperate.
Thetotalshedcostis$250,000andtheCityofLauncestonhascommittedtoaco-contributionof$125,000forthemen’sandcommunityshedprovidingNSCCwassuccessfulinraisingfundsfortheremaininghalf.TheCouncilsupportedNSCCintheapplicationtoStateGrowthInfrastructureFundfor$125,000.NSCCwassuccessfulinreceivingthefundingandtheprojectwillproceed.
Rocherlea Parks Development WorkingwiththeNSCC,aconsultationprocesswasundertakentounderstandtheneedsofthecommunityaroundrecreationalactivities.WhilstnotbeingabletodeliveronallrequeststheclearmessagewasthatReservoirCrescentwasavaluedplayareawithanexpectationofsomeformofplayequipmentalthoughnottothesamestandardofTi-TreeCrescent.AdditionalgrantfundinghassincebeensecuredtodeveloptheReservoirplayspacewhichultimatelywillprovideabetterplayenvironmentthanwhatthecommunityhadexpectedatthetimeoftheSaveourParkcampaign.EquipmenthasbeenremovedfromtheplayareaduetoactsofvandalismatReservoirRoadoverthelastfewyearsandinresponsetolocalrequestswehavereplacedtheswinganddevelopedamasterplanfortheparkincoordinationwiththeotherparksinRocherlea.
TheCityofLauncestonhasplannedupgradesforTi-TreeCrescentPark,ReservoirParkandKingBillyParkwhicharebasedaroundCouncil’splaystrategy.Arangeofopportunitieswillbeprovidedwithintheparksforpeopleofallagestoenjoy.Biketrackswillbeformalisedandplayspaceswillbecreatedforpeopleofallagestohavefun.TheCouncil’sdevelopmentoftheparkswillbeprogressedinstagesandisdependentonfinancialresourcesandtheoutcomeoffundingfromgrantapplications.
TheCityofLauncestonhasbeguntheupgradeofTi-TreeCrescentParkinRocherlea.TheworkisbeingfundedthroughagrantandcontributionfromtheCityofLaunceston.Theupgradewillincludeamulti-purposesportscourt,skateboardgrindingplatforms,newpathways,somesmallBMXtracksandimprovementstotheexistingplaygrounds.

Communities for Children - Community CommitteeAnglicareTasmania’sCommunitiesforChildren(CfC)initiativeinLauncestonTamarValleyiscommittedtoseeingbetteroutcomesforchildrenandfamiliesinLaunceston’sNorthernSuburbs.CfChasbeeninvolvedintheRocherleacommunityoverthelast13years,particularlythroughfundinglocalprogramsbytheNorthernSuburbsCommunityCentreandfacilitatingaRocherleacommitteeoflocalcommunitymembers.OuraspirationacrossLaunceston’sTamarValleyisthatby2035,allchildrenarelovedandsafe,learning,healthy,andparticipating,withmaterialbasics,andapositivesenseofcultureandidentity.WepartnerwithCityofLauncestonwhereverpossibletosupportcommunitydevelopmentinitiativesthatcanhelpsupportthisgoal,andareproudtobepartoftheABCDERocherleaLearningSiteestablishedin2016byPeterKenyonandCormacRussell.

KeepinginmindthattheABCDELearningSiteisaboutlearningandisanapproach,notaprocess,fromtheconversations,projectsandlongtermdevelopment,theprojecthasmadeadifferencetothecommunity.TheCityofLauncestonhascultivatedsignificantrelationshipsbetweenvariousCouncildepartmentsandthesuburb.ThemethodtocollaboratewithacommunityfromastrengthsbasedapproachhasupskilledCouncilstafftoworkwithothersuburbsinanempoweringconsultativeapproach.OneofthemostimportantaspectsoftheprojectistoempowerpeopletotakeactionandRocherleaisasuburbwhichwillcontinuetoworkinthiswaywithahistoryofdoingsoformanyyears.
