    1.0IntroductionTheMinnesotaDepartmentofNaturalResources(DNR)receivedlegislativeapprovalin2006toextendthe

    HeartlandStateTrailfromParkRapidstoMoorhead. TheHeartlandStateTrailisoneoftheoldestrailtotrail

    projectsinMinnesota,approvedin1974andrunningatotalof49milesbetweenCassLakeandParkRapids.

    PreliminaryrouteshavebeenidentifiedbytheDNRforthetrailextension,howevernospecificalignmentshave

    beendeterminedatthetimeofthisreport.

    TheCityofLakeParkhashiredMooreEngineeringtoexplorealternativestoroutetheHeartlandStateTrail

    throughthecitywhenthetrailextensionisbroughtwestfromParkRapids.TheCityhasalsorequestedthat

    routeswithinthecityforabicyclesystembeidentifiedthatcanbeimplementedandusedbyresidentsand

    visitorsuntiltheconnectionwiththeHeartlandStateTrailhasbeenmadeinthefuture.

    ApublicmeetingwasheldonJune12,2013intheCityofLakePark. Duringthispublicmeeting,aprimary

    alternativewasidentifiedbytheresidentsofLakePark.Theminutesfromthismeetingareincludedinappendix

    B.

    1.1HeartlandTrailRouteTherouteidentifiedbytheDNRfortheHeartlandTrailExpansionisadjacenttoLakeParkarrivingfromtheeast

    using161stAvenuetogoaroundLaBelleLake,connectingtoBeckerCountyHighway9(CSAH9),whichbrings

    thepathintoLakePark. TheroutecontinuestothewestonHighway7(CSAH7),whereitturnsontoBecker

    Countyroad102onitswaytoMoorhead.

    2.0NewFacilitiesinLakeParkLakeParkhasacommunityparklocatedontheeastsideoftown,consistingofacoveredpicnicarea,

    playgroundandsoftballfields. ThesoftballfieldsarelocatedinthebottomofthedrylakebedofLakeFlora,and

    servesasacommunitygatheringplace. TheCityofLakeParkwouldliketoaddatrailheadfacilityforvisitors

    whowouldliketouseLakeParkasastartingpointtousetheHeartlandTrail.

    AsacenterfocalpointfortheHeartlandTrailconnectiontoLakePark,theCitywouldliketoaddapathringing

    LakeFloraalongthetopofwhatwasoncetheshorelineofthelake. Thiswouldbetheidealplaceforthetrailto

    comeintoLakeParkfromtheeast.

    WithintheCityofLakePark,manyofthestreetsareverywide. Utilizingthisexistinggeometry,addingonstreet

    bikelanescanbeaccomplishedwithlittletonochangestoparking. Addinggreenspace,curbsidetrees,and

    outdoorseatingatlocalbusinessescouldcreateapeacefulplaceforpeopleusingtheHeartlandTrailtostopand

    enjoythearea.

    Inadditiontofeaturesthatwoulddrawvisitorstothecommunity,theCityofLakeParkwouldliketoestablisha

    looptrailsystemwithinthecommunitythatwouldserveitsresidentsuntiltheHeartlandTrailisextendedtothe

    areafromParkRapids. SincethecityisbisectedbytheBurlingtonNorthernRailroad,crossingfromthenorth

    sideoftowntothesouthsidehaslimitedoptions.

    Withinthecity,thereiscurrentlyasinglecountybridgethatcrossestherailroadtracks,locatedonCSAH7. The

    proposedintownloopwouldcrossthetracksonthisbridgeandturnwestonVigenLane. Thepathcontinuesto

    thenewhighschool,whereitloopsaroundtheedgeoftheschoolgrounds,andreturnstoCSAH7onthesouth

    sideoftherailroadtracks.

    Atthelocationoftheoldfootballfield,therailroadtracksdropbelowgrade,makingthisanaturalpointfora

    futurebike

    trail

    crossing

    within

    the

    city.

    The

    embankments

    to

    either

    side

    of

    tracks

    would

    allow

    abridge

    to

    be

    constructedthatwouldbeasinglespanbridge,reducingoverallcost.

    2.1PathroutesinLakeParkInordertoaccomplishthegoalssetbytheCityofLakePark,amixtureofonandoffstreetbikelanesandshared

    usepathswereexplored,andanumberofcorridorswereidentifiedaspotentialconnectionswiththefuture

    expansionoftheHeartlandStateTrail.

    2.2HeartlandTrailExtensionThepreferredHeartlandTrailExtensionwillutilizethealignmentofafarmaccessroadapproximatelymileto

    theeastoftheintersectionof161stAvenueand220thStreet. Fromthere,thepathwouldfollowthisalignment

    tothesouthandthenfollowthesouthshorelineofLaBelleLake. OnceonthesouthsideofLaBelleLake,the

    pathwouldturntothewest,whereitwouldwinditswaythroughtheforestedareabetweentheBurlington

    Northerntracksandthelake.

    AsthetrailgetsclosertoLakePark,thetrailwouldalignwiththeabandonedspurlinealongthenorthofthe

    BurlingtonNorthernRailroadtracks. Therailroadbedwouldberecoveredtobeusedasthealignmentofthe

    biketrailthroughtown. Fromthismainalignment,connectionstoMainStreet,theHighSchool,andotherareas

    oftowncanbemadetofacilitateahealthylivingcommunity.

    Attheendofthespurline,thetrailwouldcontinuetothewest,crossing6thStreet. Atthislocation,the

    railroadtracksaredepressed,providingagoodopportunitytoaddapedestrianandbicyclebridgeoverthe

    tracksproviding

    asecond

    opportunity

    to

    cross

    the

    tracks

    that

    bisect

    the

    town.

    From

    this

    location,

    the

    path

    wouldcontinuefollowingthenorthsideofthetracksuntilrejoiningtheproposedalignmentalongCountyRoad

    102.

    TheestimatedcosttoconstructtheHeartlandTrailExtensionthroughLakeParkis$533,650. Acostestimate

    wasnotpreparedforalternatives,streetscapeupdates,orthehighschoollooptrail,asthesearefacilitiesthat

    areplannedconnectionsinthefuture.Amapoftheproposedalternativesandtrailheadbuildingisshownin

    AppendixA,andadetailedcostestimatecanbefoundinAppendixC.

    2.3AlternativeRouteOptionsAsecondaryroutewasidentifiedconnectingtheplannedalignmentoftheHeartlandTrailtothecommunity

    parkwasconsidered. ThisroutewouldutilizethealignmentidentifiedfortheHeartlandTrailuntilitreachesthe

    southwesternedgeofLaBelleLake,whereitwouldcontinuethroughthewoodedareatothebacksideofthe

    LakeFloracommunitypath.

    CurrentlyCSAH9followsanarrowcausewaythatwouldnecessitatewideningtoaddabiketrailfacility. This

    wouldbeanexpensiveprojectandhasenvironmentalimpactswithaddingnewinfillonLakeLaBelle. Concerns

    wereraisedbytheresidentsofLakeParkwiththetrailalignmentfollowingCountyHighway9throughLake

    LaBelle. Largefarmequipmentusesthisrouteandoverhangstheshoulderswhichtheresidentsareconcerned

    willimpactatrailplacedontheshoulder,necessitatingwideningforthisoption.

    WithintheCityofLakePark,manyofthestreetsareverywide. Utilizingthisexistinggeometry,addingonstreet

    bikelanescanbeaccomplishedwithlittletonochangestoparking. UtilizingLakeStreet,acombinedfacilityof

    onstreetbikelanesandimprovedsidewalkscouldbeusedtoextendtheHeartlandTrailfromthecommunity

    parkto6thStreet. WhiletheresidentsoftheCitypreferacontinuoustrail,theyconsiderthisagoodalternate

    routetoallowthetrailtogothroughLakeParkifreclaimingthespurlineisntfeasible.

    Theonstreetbikelanescouldberoutednorthat6thStreettoCSAH7andrejointheproposedHeartlandTrail

    Alignment. Thiswasnotconsideredanidealalignmentbytheresidents.

    3.0ConclusionTherearemanyoptionsopentothecitizensofLakeParkforanewbicycletrailthroughandaroundtown. There

    arelakefrontopportunitiesforthetrailtobeaveryscenicportionoftheHeartlandTrail,andLakeParkisideally

    locatedtoprovideatrailheadfacilitytodrawbicycliststothelakescountrythatdontwanttoridetheentire

    distancefromMoorheadtoDetroitLakes,butwouldliketoutilizeaportionoftheHeartlandTrail.Withthe

    proposed

    alignment

    through

    a

    scenic

    forest,

    this

    portion

    of

    the

    trail

    could

    be

    used

    for

    recreation

    and

    as

    a

    way

    to

    enjoynature.

    WithinLakePark,anewbicyclesystemwouldallowformoreoptionsforstudentstogettoschool,andprovide

    recreationalopportunitiestothelocalresidents. Thewidestreetsthathavepavementnotbeingusedby

    vehiclescanbestripedtoincludebikelanes,providingaconnectiontothemaintrailasitmakesitswaythrough

    town.

    ManyresidentsofLakeParksupportanewtrailsystemthroughthetown. Theywouldliketoseeacontinuous

    trailthroughtown,withconnectionsmadeviaonstreetbikelanesornewbiketrailsystemsthatwillexpandthe

    abilityforbothbicyclesandpedestrianstogetaroundtown.Theadditionofapedestrianandbicyclebridge

    overthe

    Burlington

    Northern

    railroad

    tracks

    would

    provide

    amore

    direct

    link

    for

    students

    living

    in

    the

    north

    partoftowntothenewhighschool.
