The City is initiating this future land use map amendment at Council's direction to provide consistency between the Future Land Use Map classification and the zoning designation . The site is 13.75 acres near the intersection of Chiquita Boulevard and Pine Island Road .

The site has a future land use designation of Pine Island Road District (PIRD), however, the site has a zoning of Single-Family Residential (Rl). Staff is proposing to amend the future land use designation to Single­Family Residential (SF).

The sites are long rectangular blocks that have already experienced a moderate amount of single-family residential development. The site has no frontage on Pine Island Road or Chiquita Boulevard and does not appear viable for commercial development to the lack of frontage and assemblage . SUMMARY OF REQUEST The applicant requests a future land use map amendment from the Pine Island Road District (PIRD) future land use designation to the Single-Family Residential (SF) future land use designation for several properties. The site is 13.75 acres and contains parcels within two blocks. The site is a mix of single-family homes and undeveloped parcels.

MAP SOURCE

STAFF RECOMMENDATION: Approval

Positive Aspects of Application:

There are several single-family homes that would be reverted to a conforming use. Amendment would allow for additional construction of single-family homes.

Negative Aspects of Application:

The amendment would be a loss of commercial land. There is commercial land nearby that could aggregate with the size.

Mitigating Factors: No parcels within the site have developed commercially since the future land use of the site was amended. The site does not have any frontage along an arterial road.

The soil in the area presents moderate limitations for dwellings and small commercial buildings. These limitations are typically overcome by using various engineering solutions, such as importing fill. The soil type, therefore, may not present an obstacle to any proposed amendment. However, special feasibility studies may be required at the development stage of the property. Drainage: Must comply with South Florida Water Management District and the City of

Cape Coral Engineering Design Standards.

Natural Resources: The site consists of undeveloped land and single-family homes. The overall hydrology is considered non-hydric.

Flora & Fauna Habitat: Prior to any permit for development being issued, an environmental survey

must be undertaken, and mitigation performed to minimize the impacts of development, if any, on the protected species habitat.

FINDINGS OF FACT

The site is a portion of Blocks 3682 and 3685 in southwestern Cape Coral. There are and 24 parcels in Block 3682 and 21 parcels in Block 3685. The total size of the site is 13.75 acres. The site is a mix of undeveloped parcels and single-family homes. There are two single-family homes in Block 3682 and nine single-family homes in Block 3685. Block 3682 has frontage on SW 18th Court and Block 3685 has frontage on SW 19th Avenue. Nearby development includes development single-family homes and a marine contractor business. Block 3682 is also near a former borrow pit that has been idle for several years.
