WHAT IS WORKING?• The City of Banning hosted a
Homelessness Summit in early September that brought together various municipal and non-profit groups.
• Outcome: Information and resources sharing
• Council action to support certain groups and programs that partner for assistance (e.g., public showers, shelter, etc.)
WHAT ARE THE CHALLENGES?• Existing legislation (Prop 47, 57 &
AB 109) • Recent Court Actions (Federal)• These legal maneuvers have
impacted all Cities with an additional burden of the chronically homeless.
• Training: Law Enforcement is spending additional resources to adjust to the chronically homeless.

WHAT CAN THE REGION OFFER YOU?• Small Cities, such as the City of Banning,
cannot staff the level of resources necessary to address the impact of chronic homelessness.
• Banning conducts a bi-monthly homeless program with LEO and County Staff.
• We survey the homeless encampments and offer all the services at our disposal.
• Small Cities need dedicated homelessness “officers” that can address the needs on a daily basis.
• Economic encouragement and strong support. • We are loosing important businesses due to chronic homelessness.
