Background• Residential neighborhood straddles both sides of S

Bryant from W Avenue R to San Jacinto Street.

• South Bryant Blvd was improved as four-lane, divided arterial street in 1960’s.

• In 2007, this lot was changed from RS-1 to CN zoning. • 2009 Comp Plan calls for “neighborhood center” on

this segment of South Bryant Blvd.

Analysis• CN zoning classification is intended for relative close

compatibility with nearby residences.

• It does not allow any construction-related contractors.

• OW zoning is most restrictive of all commercial zoning that allows construction-related contractors.

• All material or equipment (except vehicles) must be kept indoors or behind a solid privacy fence.

• With these restrictions, OW District may be equally as compatible with nearby residences as CN District.

Recommendation• City staff recommends approving this request.

• West Ave U functions only as a local street, so this site is not at intersection of two major streets.

• In circumstances such as these, any commercial use should be limited to those not generating a lot of customer traffic.

• Uses allowed in OW zoning typically do not generate lots of customer traffic.
